Manila (Philippine Daily Inquirer/ANN) - Territorial disputes between China and centre Asian states boiled over at the Asia-Pacific Economic Cooperation (Apec) Summit last weekend in Vladivostok, formerly the secretive naval base of the Soviet Russian Pacific Fleet, culminating in President Benigno Aquino¿s hurried departure on Sunday after failing to hold bilateral talks with Chinese President Hu Jintao on deteriorating Philippine-China relations.

Russian President Vladimir Putin used the summit as a platform to showcase Russia¿s main Pacific port city as its window on the Asia-Pacific as it shifts the weight of its strategic economic and political interests from Europe to the Pacific. But the summit unmasked deep divisions over worsening territorial disputes in the region.

3 Chinese vessels in Bajo de Masinloc

MANILA - Foreign Affairs Secretary Albert del Rosario on Monday confirmed the presence of three Chinese vessels in Bajo de Masinloc, but said any Philippine action would have to be decided by President Benigno Aquino III.

At the same time, the Philippines is confirming China’s submission of its territorial boundaries at the East China Sea before the United Nations Convention on the Law of the Sea, del Rosario said.

We need to understand. We are requesting the UN post to obtain information (on this), was his non-committal response.

The Philippines’ position has been to resolve its territorial disputes with China before an independent third party. Until now, China’s position had been to resolve them bilaterally.

Some believe that China’s change in strategy although this time for its territorial dispute with Japan – could signal a change in its strategy in the South China Sea (or as the West Philippine Sea).

ASEAN maritime summit in Manila to include China, Japan

As territorial disputes roil the West Philippine and East China Seas, the Philippines will host a regional maritime forum that will gather claimant countries China, Japan, and members of the Association of Southeast Asian Nations (ASEAN).

The third ASEAN Maritime Forum and the first Expanded Maritime Forum will be held in Manila from October 3 to 5.

The meeting is part of ASEAN’s goal of political and security engagement with the regional bloc’s dialogue partners.

According to Department of Foreign Affairs Undersecretary for Policy Erlinda Basilio,
the summit will be the first time that these matters will be discussed among the 18 members of the East Asia Summit (EAS): China, Japan, the US, India, New Zealand, South Korea, Russia, Australia and ASEAN members the Philippines, Indonesia, Vietnam, Malaysia, Thailand, Cambodia, Laos, Myanmar, Singapore and Brunei.

Four of the ASEAN nations are claimants to parts of the West Philippine Sea (South China Sea): Malaysia, Brunei, Vietnam and the Philippines.

The expanded forum will include participants from the private sector and academe.

"The Philippines believes that countries in the region face common challenges that require collaborative approaches," Basilio said in a news release posted on the DFA website.

She added that since East Asia countries play key roles in sustaining global economic growth, the region needs “to have a safe, secure, environmentally sound and connected seas that support [our] growth, economic integration and long term stability.”

According to the DFA, the meetings will pursue directives from the 6th East Asia Summit, where EAS leaders recognized the importance of promoting maritime cooperation, including sea piracy, search at sea, marine environment, maritime security, maritime connectivity, freedom of navigation and fisheries. — BM, GMA News

Foreign Affairs Secretary Albert F. del Rosario has recommended to President Benigno S. Aquino III the designation of newly appointed Interior Secretary Manuel "Mar" Roxas as his Special Envoy to the 9th China-ASEAN Expo (CAEXPO) to be held from Sept. 21 to 25 in Nanning, China, a press release by the Department of Foreign Affairs said.

VERA Files reported Wednesday about China's invitation to Roxas to attend the China-ASEAN Expo.

CAEXPO, co-sponsored by China and ASEAN, is an international event held annually since 2004 with the objective of promoting the China-ASEAN Free Trade Area (CAFTA). The CAEXPO is an excellent platform for cooperation in the fields of infrastructure investment, trade and tourism, among others.

The Chinese Government had earlier requested the Philippines to send a high-level delegation to the CAEXPO.

A Chinese general recently offered an alarming assessment that a future conflict with the United States is coming as a result of U.S. “containment” policies.

The release last week of a transcribed speech by People’s Liberation Army (PLA) Maj. Gen. Peng Guangqian revealed the harsh words toward the United States and those in China he regards as muddle-headed peacenik intellectuals.

Gen. Peng, a well-known PLA strategist, has a hawkish reputation and a large following in China. The speech was given in December at an event hosted by Xinhua news agency in Beijing. An abbreviated transcript was published June 21 on the Chinese military website Leiting, or Thunder.

“The United States has been exhausting all its resources to establish a strategic containment system specifically targeting China,” Gen. Peng said.”The contradictions between China and the United States are structural, not to be changed by any individual, whether it is G.H.W. Bush, G.W. Bush or Barack Obama, it will not make a difference to these contradictions.”

The general specifically criticized two views prevalent among some analysts in Beijing and Washington that a U.S.-China military conflict will not happen anytime soon because of mutual economic dependency between the two nations. He also attacked the popular view that the U.S.-China relationship can’t be too good but can’t be too bad, either.

Gen. Peng criticized what he sees as an all-out endeavor by the United States to encircle China. “Some people keep saying that we have friends all over the world. But I have used a magnifying glass trying to find some friendly countries on a world map. And I kept looking and looking, but failed to find any except a containment circle around us longer than the Great Wall of China!” Gen. Peng said.

“The reason why China does not have an especially strong sense of crisis is that we chant ‘peace and harmony’ everywhere in the world, which was originally intended for the world to hear, but such chanting has left us kidding ourselves and paralyzed. Now no one is willing to think about war,” he said.

ORDER TO DISCLOSE ASSETS

The Chinese Communist Party (CCP) recently demanded that all PLA senior officials disclose their personal assets, a measure that appears aimed at curbing rampant corruption within the communist military hierarchy, according to the official military newspaper PLA Daily.

The Communist Party’s ultimate regime support comes from the People’s Liberation Army. Founding CCP dictator Mao Zedong famously coined the phrase, “Political power comes from the barrel of a gun.”

4. Convenient where in a country that the Military is endowed with political power as the Military Commission.

China’s state media gave prominent space last week to the People’s Liberation Army’s most outspoken hawks, who urged Beijing to adopt a unanimous policy of getting tough with Japan. The 10 generals agreed that an immediate war with Japan might not be beneficial for China. But they argued that China should take all measures necessary, including military action, to gain administrative control of the Diaoyudao, known as the Senkaku Islands in Japan.

“We must get ready militarily,” said Maj. Gen. Luo Yuan. “When necessary, we should designate the Diaoyudao area as a military exercise zone, or missile test zone.

“The next step should be taken when our strategic strength has accumulated enough to take the islands once and for all.”

General Luo is known for making extreme anti-U.S. comments. On the Senkaku issue, he is nationally renowned for insisting that the entire Ryukyu island chain, including Okinawa, belongs to China.

“Japan is using the Diaoyudao issue as an excuse to serially provoke China,” insisted another army strategist, Maj. Gen. Peng Guangqian.

Why would Japan do this? Gen. Peng thinks Japan’s policy of deliberately provoking China is caused by humiliation over Japan’s defeat in World War II; suffocation by America’s prolonged occupation and control after the war; anxiety over protracted economic stagnation; and dejection as a result of China’s rapid rise.

“We should unite all the righteous anti-fascism forces worldwide to deal Japan a blunt blow for its challenge to international justice,” said Gen. Peng, evoking rhetoric similar to that used more than half a century ago.

Gen. Yang Yunzhong, another army leader from the Jinan Military Region, said he thinks Japan is suffering from “an imperial angst” and an “Ishiharaesque hysteria,” referring to Tokyo Gov. Shintaro Ishihara. The governor is considered a trigger for the current Senkaku dispute after his April announcement of a plan to buy some of the Senkaku Islands set off a chain reaction that helped lead to the current crisis.

Air Force Maj. Gen. Qiao Liang said the Diaoyudao spat between China and Japan is a U.S. plot to keep China buried in regional conflicts with neighbors so it will lose its current strategic opportunity for development. Gen. Qiao is a prominent member of China’s fast-growing cult of conspiracy and paranoia, which sees virtually every U.S. global military move and defense policy as part of an elaborate Washington plot of containment against a rising and righteous China.

Rear Adm. Zhang Zhaozhong, also a professor at the Chinese Defense University and China's best-known military talking head on national television, suggested that China should immediately draft a sovereignty statement over the Senkakus and begin “law enforcement” there.

If Japanese personnel violate China’s law in the Senkaku area, they should be arrested, he said. If Japanese vessels enter the area, they may be destroyed and sunk.

“We must learn the law, understand the law, use the law and to rule the sea with the law,” Adm. Zhang said.

Maj. Gen. Wang Haiyun, a Russia expert, demanded a “strategic campaign” against Japan’s crimes over the past 100 years to root out the source of the current island dispute.

Rear Adm. Zheng Ming, a naval weapons expert, wants to solve some long-term problems that have been restricting China by upholding China’s sovereign rights to the Senkakus.

Maj. Gen. Huang Linyi, a military judge, threatened military action unless Japan withdraws its policy of seeking to “nationalize the Senkakus.”

Vice Adm. Zhao Yingfu, formerly the commissar to the South Sea Fleet, urged a multipronged struggle against Japan.

He laid out a three-stage maritime strategy on the Senkakus: China first sends fishing vessels to the Senkakus, followed by China’s maritime surveillance and maritime safety vessels, and then naval vessels should get into the area quickly.

“We are not afraid of firing shots,” the admiral said.

Maj. Gen. Xu Guangyu, the army’s arms control and disarmament expert, said Japan is counting on the United States for support if a war erupts with China.

“The U.S. has been ambiguous on the Diaoyudao sovereignty issue, refusing to take a side, which contradicts Japan’s insistence that the Diaoyudao sovereign right belongs to Japan,” Gen. Xu explained.

“The U.S. is not strong enough to help Japan. And the U.S. would not risk direct confrontation with China by helping Japan occupy these islands.”
