China drafts plans air defense zone in West PH Sea - Japanese news report

TOKYO -- China is considering declaring a new Air Defense Identification Zone over the South China Sea, which Manila calls the West Philippine Sea, according to a Japanese report Friday, a move likely to fan tensions in an area riven by territorial disputes.

The report comes months after Beijing caused consternation with the sudden declaration of an ADIZ above the East China Sea, covering islands at the center of a sovereignty row with Tokyo.

It also comes as countries in the region grow increasingly concerned about what they see as China's aggressive territorial claims.

Working level officials in the Chinese air force have drafted proposals for the new zone, which could set the Paracel islands at its core and spread over much of the sea, the Asahi Shimbun said, citing unnamed sources, including from the Chinese government.

The draft was submitted to senior Chinese military officials by May last year, the respected daily said.

Beijing claims the South China Sea almost in its entirety, even areas a long way from its shoreline.

The countries surrounding the sea, among these the Philippines, have competing and overlapping claims to the area and are in dispute with Beijing, including over the ownership of islands.

Many countries, including the US and Japan, use ADIZs as a form of early warning, allowing them to track aircraft approaching their airspace.

Planes entering the area are frequently asked to identify themselves and to maintain radio contact with local authorities.

Any aircraft causing concern can trigger the launch of fighter jets, which are scrambled to intercept it.

The draft says the zone would at a minimum cover the Paracels, and could go as wide as the majority of South China Sea, the Asahi said.

But would that be enough to convince your politicians? I don't think so. Your politicians have a habit to sticking their heads under the sand and pretending that nothing is happening - all the while hoping it will go away.

If they were otherwise... Most of the topics on this forum wouldn't even be here.

your correct. they are very reactive - doing things at the last minute or after the fact . its only in this administration, that things are moving forward, albeit, still not enough, and, hopefully not too late yet.

'A PROVOCATIVE ACT' | US warns China over reported plans for 'air defense zone' over South China Sea


WASHINGTON - The United States warned China on Friday against any move to declare a new air defense zone over parts of the South China Sea including disputed islands.

The Asahi Shimbun daily of Japan reported that Chinese air force officials have drafted proposals for the next Air Defense Identification Zone (ADIZ) that could place the Paracel Islands at its core.

Any such move would be seen "as a provocative and unilateral act that would raise tensions and call into serious question China's commitment to diplomatically managing territorial disputes," State Department deputy spokeswoman Marie Harf told reporters.

She stressed, however, that the reports were "unconfirmed" at this time.

Chinese ambassador to Phl: Beijing has right to set another air zone

MANILA, Philippines — China has a sovereign right to establish a maritime air defense zone over another region as it did in the East China Sea, the Chinese envoy to the Philippines said Monday.

The United States and key Asian allies have not honored the East China Sea zone, which was announced on Nov. 23 and is seen primarily as a bid to bolster China's claim over uninhabited Japanese-controlled islands known as Senkaku in Japan and Diaoyu in China. The Philippines is locked in a long territorial dispute with China in the South China Sea.

When asked to comment about concerns that China might set up a similar zone over the South China Sea, Ambassador Ma Keqing said in a news conference that it was within the right of the Chinese government to decide "where and when to set up the new air identification zone."

But she added she could not tell at this time if China would do so.

Ma said that the East China Sea zone's designation should not spark concerns.

"I think the target is not to trigger a conflict but to prevent, to pre-empt any tension to be raised in these areas," Ma said. "This will not hinder any normal freedom of flights within this area if they've notified the Chinese authorities."

The new U.S. ambassador to Manila, Philip Goldberg, described China's move as dangerous.

"We do not believe that this is a move intended to build confidence or, in any other way, improve the situation," Goldberg told reporters.

Instead, China's new zone "will create tension and the possibility of miscalculations and that's never good, especially in an area where we know that, whether it's over the Senkakus or ... the South China Sea."

While the U.S. has not recognized the Chinese imposition, it has advised its carriers to comply to be safe.

"We can't, with commercial aircraft, take chances, as I mentioned, of miscalculation, so we have recommended to our commercial airlines that they give such notification," Goldberg said.

China has said that all aircraft entering the zone of international waters between China, Taiwan, South Korea and Japan must notify Chinese authorities beforehand and that it would take unspecified defensive measures against those that don't comply.

China has been locked over increasingly-tense disputes over potentially oil- and gas-rich territories in the South China Sea with Brunei, Malaysia, the Philippines, Taiwan and Vietnam.

  BEIJING, Feb. 1 (Xinhua) -- China on Saturday dismissed allegations by some Japanese reports that it is to set up an Air Defense Identification Zone (ADIZ) over the South China Sea and expressed optimism over regional situation.

  "In a general view, the Chinese side has yet to feel any air security threat from the ASEAN countries and is optimistic about its relations with the neighboring countries and the general situation in the South China Sea region," Foreign Ministry Spokesman Hong Lei said in a press release Saturday.

  Earlier this week, the Asahi Shimbun daily of Japan reported that China has drafted proposals for the Air Defense Identification Zone over the South China Sea.

  Hong said the right-wing forces of Japan have repeatedly clamored about the alleged plan of China to set up ADIZ over the South China Sea. He said this move is of ulterior motive and simply aimed to shift international attention from and cover up the plot to change Japan's pacifist constitution and expand its military power.

BEIJING (Reuters) - China does not feel threatened by countries in Southeast Asia and is optimistic about the situation in the disputed South China Sea, the Foreign Ministry said, warning Japan not to "spread rumors" it plans a new air defense identification zone.

While the ministry said China had a right to set up air defense identification zones which nobody should criticize, it criticized Japan for attempting to distract attention from Japan's own military plans.

"Right wing forces in Japan have again been hyping up so-called plans that China will shortly set up an air defense identification zone in the South China Sea, which is purely to try and distract international attention, to cover up their conspiracy to ... expand their military," the ministry said.

"We warn these forces not to delude people with rumors for their own selfish interests and play up tensions, and hope the relevant party talks and acts cautiously," it added.
