Beijing publicly thanked Cambodia for supporting its stance on maritime disputes, a position which threw the regional block's weekend meeting in the Laos capital of Vientiane into disarray.

Competing claims with China in the vital shipping are among the most contentious issues for the Association of Southeast Asian Nations, with its 10 members pulled between their desire to assert their sovereignty while finding common ground and fostering political and commercial ties with Beijing.

China claims most of the sea, but ASEAN members the Philippines, Vietnam, Malaysia and Brunei all have rival claims. In a ruling by the UN-backed Permanent Court of Arbitration on July 12, the Philippines won an emphatic legal victory over China on the dispute.

MANILA - China will be the 'loser' if it does not recognize an international court ruling against its territorial claims in the South China Sea, Philippine Foreign Minister Perfecto Yasay said on Tuesday.

An arbitration court in The Hague infuriated China in July when it ruled that China had no historical title over the South China Sea and it had breached the Philippines' sovereign rights.

China has ignored the ruling that none of its claims in the disputed Spratly Islands entitled it to a 200-mile (320 km) exclusive economic zone. Its construction work on reefs there has alarmed other claimants, as well the United States and Japan.

He made this statement during a budget briefing at the House of Representatives on Tuesday, adding that this will help reduce the rising tension and establish a better environment for bilateral negotiations with China.

“But before these bilateral negotiations to take place, we would like for China, at this point, to come out and agree with what is known as a provisional agreement for the purpose of allowing our fishermen to go back into their traditional fishing grounds,” said Yasay.

"A bilateral consultation mechanism can be useful, which will meet regularly on current and other issues of concern to either side on the South China Sea," the countries said in a joint statement.

The move to hold talks, suspended several years ago, will please Beijing, which has a longstanding policy of insisting territorial disputes be discussed directly between the parties, in an environment where analysts say it has more clout due to its economic size, rather than in multilateral forums.
