SHANGHAI (Reuters) - China is ready to start negotiations with the Philippines on South China Sea-related issues if Manila ignores an arbitration ruling expected next week on their long-running territorial dispute, the official China Daily reported on Monday.

The Philippines brought the case to the Permanent Court of Arbitration in the Hague and a ruling is expected on July 12. The case contests China's claims to the bulk of the South China Sea, a body of water through which $5 trillion in ship-borne trade passes every year. China has said it plans to ignore the Court's ruling which would represent a snub of the international legal order.

China have already shot it's own foot and is continuously doing so.. there's no other way but to follow the Norm, the Rules of the World, because if NOT, there would be chaos around the World regarding territorial disputes in other places, International law of the Sea etc.
The LAW is the LAW and every modern Country should follow it, especially LAWS of the World that is tailored to World Peace.

In case the ruling favours the Philippines on July 12, It is not for them to offer any kind of terms or conditions regarding our territories, territorial rights etc, but the Philippines, ONLY UNDER PHILIPPINE LAWS under the Constitution.

As for the softening stance largely being portrayed by Duterte it's really a way to say we are open to talks after the tribunal decision is made. I consider this exercising "soft power". As you can see even the mere perception that the tribunal will go largely the Philippines way it already gave us leverage. If you'll notice esp for the astute, China itself is also softening a bit. The drills and customary tough talk is all smokes and mirrors for the International audience. Locally, we all know the Chinese ambassador is working hard to seek talks with the Philippines and being more diplomatic. Almost, the complete opposite of what the talking heads in mainland is doing.

BEIJING - The Philippine government has given its nationals a checklist of sorts, apparently meant to prepare them for the possible backlash of a UN arbitral tribunal ruling on Manila's challenge to China's "excessive" maritime claims.

Ahead of a ruling expected to be issued July 12 by the Permanent Court of Arbitration in The Hague, Philippine nationals in China this weekend received mobile phone text messages from their embassy, warning them not to discuss politics in public and to avoid engaging in discussions on social media.

They were advised to carry their passports and residency permits with them at all times and to contact the embassy or Chinese police if there are any untoward incidents.

"We are very eager for a positive outcome. We are confident the arbitration court will favor the Philippines and we can disprove China's irrational claim in our territory," Salvador France, vice-chairperson of the fishermen group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya-Pilipinas), said.

Pamalakaya will join the broad patriotic alliance Pilipinong Nagkakaisa Para sa Soberanya (P1NAS) in a protest at the Chinese Consulate as a form of "pressure" to China to comply with the international court's decision.

On China's historic Rights and the "Nine-Dash Line": The Tribunal noted that, although 2 Chinese navigators and fishermen, as well as those of other States, had historically made use of the islands in the South China Sea, there was no evidence that China had historically exercised exclusive control over the waters or their resources. The Tribunal concluded that there was no legal basis for China to claim historic rights to resources within the sea areas falling within the "nine-dash line".

Status of Features: The Tribunal next considered entitlements to maritime areas and the status of features. The Tribunal found historical evidence to be more relevant and noted that the Spratly Islands were historically used by small groups of fishermen and that several Japanese fishing and guano mining enterprises were attempted. The Tribunal concluded that such transient use does not constitute inhabitation by a stable community and that all of the historical economic activity had been extractive. Accordingly, the Tribunal concluded that none of the Spratly Islands is capable of generating extended maritime zones.

Lawfulness of Chinese Actions: Having found that certain areas are within the exclusive economic zone of the Philippines, the Tribunal found that China had violated the Philippines’ sovereign rights in its exclusive economic zone by (a) interfering with Philippine fishing and petroleum exploration, (b) constructing artificial islands and (c) failing to prevent Chinese fishermen from fishing in the zone. The Tribunal also held that fishermen from the Philippines (like those from China) had traditional fishing rights at Scarborough Shoal and that China had interfered with these rights in restricting access.
