"To accuse China of disobeying international law on the ground that it has not accepted the arbitration is an act of applying 'double standards.' This is not fair to the Chinese side. And it does not conform to the true spirit of international rule of law. The whole structure of the international legal system is founded on the voluntary compliance of sovereign states of international legal norms despite the absence of a global coercive power or institution that ensures compliance." "However, states, by and large and in general, do comply. Compliance is ensured because states are rational and self-interested in nature. Therefore, states will comply with international law to maintain their standing and reputation as good and law-abiding members of the international community or to avoid direct or indirect sanctions following an infraction or non-compliance." Binay flexes diplomatic muscles with Chinese envoy MANILA, Philippines—Two years ahead of the 2016 presidential election, Vice President Jejomar Binay appeared to be flexing his diplomatic muscles by holding “back channel” efforts with Chinese officials, a source from the Filipino-Chinese community said. The source, who was privy to the meeting but did not want to be identified for lack of authority to speak on the matter, said Binay held a low-key meeting on Thursday night with top Chinese Embassy officials to lay the groundwork toward patching frayed relations between the Philippines and China over competing claims on territory. According to the source, new Chinese Ambassador to the Philippines Zhao Jianhua hosted a dinner for the Binay family at the envoy’s residence in Makati City, on the same day that the Philippine government bared fresh Chinese incursions in the West Philippine Sea. The territorial dispute, which has brought Manila and Beijing farther apart following several incidents this year, was however not on the menu during the dinner that included China’s chargé d’affaires Sun Xiangyang, the Vice President’s wife and former Makati Mayor Elenita Binay, Binay children Sen. Nancy Binay, Makati Mayor Jejomar Erwin Binay Jr., Rep. Abigail Binay and the Vice President’s longtime associate, Employers Confederation of the Philippines president Edgardo G. Lacson. The source could not confirm whether the dinner-meeting with the Chinese officials had the blessing of President Aquino. “It was a purely social gathering, no different from the dinners hosted for the family by new ambassadors,” according to Binay’s spokesperson, Joey Salgado.
