PH, India take up maritime dispute, other issues

The territorial dispute in the West Philippine Sea is one of the regional agendas discussed by Manila and New Delhi during bilateral talks on Monday, the Department of Foreign Affairs said.

At the sidelines of a closed-door talks between DFA secretary Albert del Rosario and Indian External Affairs Minister Salman Khurshid, DFA Raul Hernandez said that the sea dispute was discussed by the two foreign chiefs.

“Usually [they talk about] regional issues, and that [WSP dispute] should be included,” Hernandez said on Monday in an ambush interview.

During the 8th East Asia Summit on the first week of October, concerned countries like the Philippines and Japan made a commitment to resolve the South China Sea issues through a consensus.

The Indian Prime Minister Manmohan Singh supported such commitment and noted that a stable maritime environment, including freedom of navigation and unimpeded commerce in the South China Sea is very important.

“A stable maritime environment is essential to realise our collective regional aspirations. We should re-affirm the principles of maritime security, including the right of passage and unimpeded commerce, in accordance with International law and peaceful settlement of maritime disputes,” the Prime minister said earlier.

China and India has also have its own dispute in the Himalayas over decades but intensified in May 2013 over troop movements in the region.

Philippines, India talk defense ties, China

MANILA, Philippines - Foreign Affairs Secretary Albert del Rosario and Indian External Affairs Minister Salman Khurshid agreed to boost military and defense cooperation between their respective countries amid recent standoffs with China.

"The ministers agreed to step up cooperation in combating non-traditional threats through exchange of experiences and capacity building in the areas of disaster management, food security and pandemics," a joint statement issued on Monday read.

"Khurshid expressed support for a peaceful resolution of the South China Sea dispute consistent with freedom of navigation and the rule of law," the statement said.

Del Rosario also conveyed President Benigno Aquino III's invitation to Indian Prime Minister Manmohan Singh to visit Manila--something which Khurshid welcomed.

"The President of India looked forward to his visit to the Philippines in 2014," it said.

Both officials also discussed other areas of exchange between the two countries.

"Del Rosario and Khurshid held comprehensive discussions on political, defense, security, economic and cultural cooperation, and reviewed the progress of the joint working groups on trade and investment, tourism, agriculture, health and medicine, the joint committee on renewable energy and of the joint defense cooperation committee," it added.

Manila, New Delhi agree to strengthen defense cooperation

The Philippines and India on Monday agreed to strengthen defense and military cooperation by increasing exchanges in military training and education.

Philippine Foreign Secretary Albert del Rosario and Indian External Affairs Minister Salman Khurshid said in a joint statement issued at the end of their meeting at the Department of Foreign Affairs that both countries "committed to increase exchanges in military training and education."

"(Both countries) also welcomed the second meeting of the Philippine-India joint defense cooperation committee next month in New Delhi," the statement read.

At their meeting, del Rosario thanked Khurshid for the visit of at least four Indian naval ships to Manila, saying the visits strengthened relations between the Philippine and Indian navy and coast guard forces.

India signs "West Philippine Sea" statement
New Delhi, Tue Oct 22 2013, 00:33 hrs


As Prime Minister Manmohan Singh meets the Chinese leadership in Beijing, India has signed a joint statement with Philippines which mentions South China Sea as "West Philippine Sea" and has supported peaceful resolution of the dispute over the name, in accordance with the "freedom of navigation and rule of law".

Delhi's position in the face of an assertive Beijing on the South China Sea dispute came about in the joint statement after the 2nd meeting of the Philippines-India Joint Commission on Bilateral Cooperation on Monday in Manila.

Usually, India does not refer to South China Sea by any other name and only its internationally-used nomenclature.

Is India Playing a Double Game in the South China Sea?

India appears to be playing something of a double game on the South China Sea dispute as it tries to balance its competing interests of expanding its influence in Southeast Asia without unduly upsetting China.

This week Delhi's delicate balancing act was put to the test as Indian Prime Minister Manmohan Singh's visit to China coincided with External Affairs Minister Salman Khurshid's trip to the Philippines.

As recently as earlier this month PM Singh forcefully backed regional institutions playing an active role in managing the South China Sea row, the exact contingency that Beijing has strenuously tried to avoid. Khurshid's endorsement of bilateral mechanisms seemed to contradict Singh's statements at the East Asia Summit this month.

On the other hand, during his trip to the Philippines this week, Khurshid at times went farther than India previously has in challenging China's claims to the South China Sea. To begin with, the main purpose of Khurshid's trip was to work towards upgrading the Indo-Filipino bilateral relationship to a comprehensive partnership in time for Indian President Pranab Mukherjee's visit to the Philippines next year. Khurshid and his Filipino counterpart, Albert del Rosario, also agreed to expand defense cooperation between the two sides.

Perhaps most notably, the joint statement that Khurshid signed onto calls the South China Sea the West Philippines Sea, the name Manila uses to refer to the disputed waters. According to Indian media outlets, this broke with India's usual policy of referring to the waters as the South China Sea to avoid upsetting Beijing.

Finally, Khurshid directly linked the dispute over sovereignty in the South China Sea with India's own border dispute with Beijing. Although he did so in the context of suggesting that the Philippines has much to gain from engaging in a direct dialogue with China over the dispute, Beijing opposes having its various territorial disputes tied together. Its opponents in these disputes, most notably Japan, have tried to do just exactly that.
