(press) people in hong kong are like elephants. why dont they move on already? everytime leaders of both countries meet, its always like that. haaaay :headbang:
They can't report anything(get in trouble if they did) of what is happening in their homeland that is why their reporters try to dig up stories 6ft below the ground... :brrt:

IMHO Hongkong has closely monitored our case with Taiwan also, and it shows how consistent they are until NBI filed a case to some PCG personnel and that is what Hongkong is also intend to duplicate which is the right thing to do besides they lost 8 people. For me Mayor Lim should be included in fiasco to be to be sued in court he is the mayor at that time that commanded a prolonged negotiation plus that Bombo radio media and the police general of Manila.

After reading the thread, I have questions in my mind which I would like to share.

1. It is apparent that no one was made accountable/responsible for the hostage taking which was aired in its entirety by ABS-CBN. There was no apology or condolences given by the highest corridors of power. Until now the victims kin still demand justice.

2. PNP must have reviewed the slip ups, the tactics a.k.a. game plan of the PNP response to the hostage taker. Why was he not taken out earlier? Why did they wait till nightfall to assault the bus which triggered further executions by the hostage taker? What plans have they formulated to respond to a future hostage crisis? What has been done to improve weapons, tactics, equipment and the effective one shot response?

3. What is the PNP/DILG doing to upgrade SWAT teams? Why are there no hostage psychologists trained to defuse hostage takers? In other words... What happened to professionalism? We cannot afford another hostage crisis event going bad. It is bad for PNP/DILG PR image and diplomacy. We cannot afford to sidestep accountability in the future.

MANILA, Philippines - The City Council of Manila has passed a resolution taking it upon the city government to apologize directly to the people of Hong Kong for the August, 2010 hostage crisis at Quirino grandstand that left eight people dead and damaged relations between Manila and the Chinese territory, a top source of tourists and host to thousands of Filipino workers.

In adopting the resolution, the council members expressed hope the formal apology from the city, to be handcarried by former President Joseph Estrada himself, will put closure to the issue that has haunted the Aquino administration the past three years.

The council resolution expresses "the sentiment of the city government of Manila in their sincerest effort to apologize to the People's Republic of China, Hong Kong Special Administrative Region and the family of the victims of the Rizal Park hostage-taking incident that occurred on August 23, 2010 within the territorial jurisdiction of the city of Manila."

The resolution noted that even though the incident happened before his watch, Mayor Estrada, as a former president, fully appreciates the importance of maintaining good relations with neighbors, by, among others, assuming accountability for a matter as serious as this.

PNoy insists: No apologies to HK amid Manila's move

This comes on the heels of the city of Manila's plan to apologize to Hong Kong.

“We reiterated our utmost regret, offered condolences. There are limitations, even from the legalistic point of view as to how far we can go,” he said.

He also dismissed calls for reparation of the victims. “If we accept that this is an act of the state, the idea also of reparation comes into the picture. We submit that the act of one should not be construed as an act of another.”

Nonetheless, he assured the families of the victims that the wheels of justice are already turning against those who failed to act accordingly on the crisis.

He cited, for example, that a deputy Ombudsman was already disciplined for not taking action on the case of the hostage-taker.

He also noted there is a “current thinking to increase the penalties of several policemen involved.” He did not explain further.

Aquino also explained why former Manila Mayor Alfredo Lim was not punished for the incident, saying the ground commander was the one at fault during the botched negotiations. A reporter noted Lim’s going scot free may be one of the sticky points in the relations between Hong Kong and the Philippines.

1. Mendoza is the only one who caused the incident, yes? Also, why should the government say sorry to a government who doesn't care so much for their people? Did China say sorry for the people they killed. It's just a simple case of "I scratch your back, I scratch mine" on an international stage. Besides, what would we gain at that action?

2. Aquino just took office when the tragedy happened, so the plans weren't all that good. Look at how many hostage situations are now happening ( I just saw one in the news who hostaged his daughter just because of fishballs and the PNP-SWAT managed to defuse the situation) and we manage to defuse them. Although I could say that the effectiveness of the police when it comes to hostage crisis varies according to their location and the quality of men on station.

3. I think that money is still the question, and its wrong displacement. Although we hit a major snag, we are improving.
