Measures should be taken by the administration to get rid of "mickey mouse" PNP promotions. It has been ongoing ever since INP has been changed to PNP.

Palace defends Santiago appointment

MANILA, Philippines -  Malacañang sees nothing wrong with the appointment of Director Leocadio Santiago Jr., former Metro Manila police commander, as director for operations after he had completed his 11-day suspension.

Presidential spokesman Edwin Lacierda said Santiago was not “promoted” and only assumed a position for his rank.

Santiago had completed his suspension and could already go back to work, he added.

Santiago assumed office on Tuesday, replacing Director Jose Cataluña who retired yesterday at the age of 56.

From the Philippine perspective, Aquino told Leung that “in our culture, when we apologize, then it admits that we are at fault as a country, as a government and as a people.”
Aquino said Leung cited the case of a ferry accident for which the police chief “apologized to the community even though he was not directly responsible.”
“That’s your culture, you practice those, that’s your system,” the President replied. “But in our system, we cannot admit wrongdoing if it’s not ours.”

Wow.. I cant imagine what would the face of CY Leung looked like when the President indeed told him those words. Another embarrassment for China. They have to wait again next year in China APEC summit.
On a chinese news program they are wondering why the Philippines took only several weeks to apologized to slain taiwanese fisherman unlike to the chinese from which 8 HK tourist were killed and we do not even gave compensation to the victims. They felt that our Govt really want to humiliate china on world stage. :brrt:

PNoy wasn't humiliated on the said incident coz he snobbed them and did not even talked to them before they were frisked off by Indonesian security...you can see PNoy just passed them by and he was talking to a fellow beside him. :specool:
