I wonder how they will properly spend the P 500M budget on this NSCC.
I hope that it would not end up into someones's pocket, then later on declare this project as a lost.
Based on the above article... Neither would happen.
1) It would not be properly spent as there is nothing to spend.
2) More so, it could never end up in someone's pocket as there is nothing to put there in the first place.

China fears spur Philippine naval upgrade

As fears grow that China is on an aggressive South China Sea territorial grab, a sleepy Philippine village is being transformed into a major naval base that may host US warships.

At Ulugan Bay, there is currently just a tiny naval station that serves as the command centre for the Filipino military unit responsible for safeguarding its South China Sea waters. A small pier stands at the bay's most prized asset, a deep inlet called Oyster Bay with rich fishing grounds that help sustain the 1,700 residents of the nearby village of Macarascas.

As part of the upgrade, a much bigger pier, harbour and support facilities are being built to serve as a base for the navy's largest vessels. Aquino said the upgrade would also allow the navy to monitor ships by radar and conduct maritime surveillance through a satellite-based system.

It has not yet said Ulugan Bay will be used, and an announcement on which five bases have been chosen is not expected before October. But there are signs that Ulugan Bay - which is more than 500 kilometres southwest of Manila and far closer to the Spratlys hotspot than Subic - will be chosen.

Macarascas residents told AFP the US military had already built a gymnasium, a multi-purpose building and a water storage facility, suggesting this was part of their bedding-in with the community.

Philippine military chief General Emmanuel Bautista also said last month the US military should be allowed to use Oyster Bay and help upgrade the facility.

Earlier this week, Reuters reported that the Philippine armed forces chief had said in an interview that the construction of a new naval base opposite the disputed Spratly Islands in the South China Sea was “a top priority.”

Plans for constructing a base in Oyster Bay in Palawan – located around 100 miles from the Spratly Islands – date back years and were first publicly announced back in 2013. But the renewed urgency recently expressed by General Gregorio Catapang, Jr., the head of the Armed Forces of the Philippines (AFP), makes sense given Manila’s alarm about China’s behavior in the South China Sea. China is currently carrying out rapid land reclamation activities in seven reefs and recently warned Philippine air force and navy planes at least six times to leave areas around the Spratlys in the past week. It has also refused to participate in the case the Philippines filed against it with the arbitral tribunal at The Hague. As Philippine Foreign Secretary Albert del Rosario recently put it in remarks earlier this week at the Center for Strategic and International Studies, from Manila’s perspective, “we must do something quickly.”

Although I would have preferred that the warships should come before it.

Having a naval base in an area close to the disputed isles as a top priority is a great idea. I guess the principle of "If you build it, they will come" is applicable here.

On June 2, IHS Jane’s reported that the Philippine Navy (PN) had released images confirming that it had completed the first major access road to a naval pier being built there – a clear sign of progress. According to the PN, the road, which is part of what is described as a three-year development to make Oyster Bay a major naval anchorage for the Philippines as well as visiting allies, would now allow the construction of the naval pier to move ahead at a greater pace.

IHS Jane’s also reported that the project development program report describes a facility that will eventually have a secure helipad, an amphibious jungle warfare training center in the surrounding area, a coast watch radar station and communications center on the hills overlooking the site, a network of armed outposts and monitoring systems, and potentially an area forward joint operations center for visiting “security and treaty” partners of the Philippines. More specific details are still publicly unavailable as many of these plans remain classified.

Naval base on Palawan’s Oyster Bay being developed

Work on the 12-kilometer access road is being undertaken by the Department of Public Works and Highways (DPWH) for Navforwest. The road is expected to be completed in October. By then, the base would be less than an hour’s drive from Puerto Princesa.

The new infrastructure components, including the 12-km access road from the mainland, were described by Commodore Joseph Rostum Peña, the then Navforwest commander, as “capability upgrade.”

Once completed, the facility will have a new wharf that could accommodate as many as four large naval vessels.

Peña said at the time that part of Navforwest’s capability upgrade would come from the Armed Forces of the Philippines’ modernization program. The upgrade would include installation of high-powered radar systems in strategic areas from north to south of Palawan facing the South China Sea, he said.

The radar systems would allow Navforwest to closely monitor developments in the disputed areas of the Spratlys in real time, he said.

previous pictures dated june 2015, roads were already being built. and in 6 months, that 12km road still isn't done? is the rate of work right? or did the construction stopped sometime last year? they have no traffic to contend with, if im not mistaken

as for the new wharf, its great. but imo its still lacking in space, esp with lots of large vessels being planned by afp

and I hope, they will include a naval yard and air strip as well in the future. I know a helipad is already in the plans, but an airstrip would afford afp to fly directly to the base w/o having to pass thru Puerto princesa airport. 1 hour travel time is still a lot, esp for logistics run. so why not fly directly to the base?? the naval yard will be for fixing ships that needs fixing on site, no need to bring it anywhere else. better if a drydock facility is included. wouldn't that be convenient?

How long did it take for China to get a plane land on was previously submerged shoals?

Maybe we need Villar's subdivisions built along the way, so roads will be constructed faster :brrt:
