the new bases should be sustainable modern and ecologically friendly. Heck to be a future city if governance and people lives benefits.
They've had extensive studies of this place since 1996. It's been in the works for a long time and only now it's coming to fruition.

Remember now this is part of Puerto Princesa. A city already but this half is facing the WPS. It also mentions the strategic importance of this new naval base as far back as 17 years ago -

"For the Armed Forces of the Philippines, the
bay is a point of extreme strategic importance in
terms of national security. In military terms,
Ulugan Bay is the only significant indentation on
Palawan’s South China Sea coastline, and is
within easy reach of the often-disputed Spratly
Islands group. Oyster Bay, a bay within Ulugan
Bay, offers a near-perfect natural harbour for
military purposes. At the moment, to the
consternation of the coastal inhabitants, there is
a proposal that the bay become home to a naval
base. However, with a more comprehensive
definition of ‘national security’ now prevailing in
military circles, and with the emphasis on the
role of ecological balance being in the best
interest of Filipinos, there might be hope for a
functional co-existence among all the
stakeholders in the bay, including the military."

Philippines to upgrade navy base facing disputed South China Sea

MANILA, Philippines - The Philippines is to upgrade a navy base facing disputed South China Sea waters to serve the extra ships being acquired to protect its territory, the military said Thursday.

Navy spokesman Lieutenant-Commander Gregory Fabic said the military would build a 500-million-peso ($11.2 million) port at Ulugan Bay, the Philippine military base nearest to the Spratly Islands.

"It is being programmed for capability upgrade... we need to develop it to house the big vessels of the navy," he told reporters.

President Benigno Aquino is set to visit the base on May 20 to launch the upgrading, Fabic added.

The base on the west coast of Palawan island is the headquarters of naval forces guarding the waters on the west of the archipelago.

Govt to spend P500 million to rehabilitate naval station near Spratlys as part of EDCA, says Palace

MANILA - Malacañang said the Naval Station Carlito Cunanan in Palawan near the disputed Spratly Islands will be rehabilitated in line with the Enhanced Defense Cooperation Agreement between the Philippines and the United States.
The government has allocated P500 million for the development of the NSCC, formerly known as the Ulugan Detachment.
Of the amount, P313 million will be spent to improve the pier, harbor, and support facilities at Oyster Bay.
The naval station will serve as the venue for the Philippine Navy's 116th anniversary on Tuesday, which will be attended by President Benigno Aquino III.
"As part of the ceremony on Tuesday, the President will witness the capability demonstration of the Naval Forces West (NFW) Command Center and the conceptual master plan of Naval Station Carlito Cunanan (NSCC) in Puerto Princesa, Palawan," presidential spokesman Edwin Lacierda said in a briefing aired over state-run Radyo ng Bayan on Monday.

It looks more like a primitive fishing pier in a backwater village , than a naval station.

AFP has to literally start from scratch and do a major expansion of the station if it intends to use it as a future homeport for WHECs , new frigates and USN ships.

MANILA – President Benigno Aquino III on Tuesday inspected a naval station being developed as an operational command center for securing the West Philippine Sea, but insisted he was not sending any signal to China and was merely acting in his country’s national interest.
Gracing events as part of the Navy’s 116th anniversary celebration this week, he also witnessed the conceptual master plan of Naval Station Carlito Cunanan (NSCC) in Puerto Princesa, Palawan. As he was visiting Palawan, news reports broke of heightening tension in the South China Sea (parts of which Manila calls West Philippine Sea) as China sank a Vietnamese fishing boat near a Chinese oil rig that has sparked riots against Beijing in key Vietnamese cities.
Asked by journalists if he meant to send a strong message to China by having the Navy’s anniversary rites held at the NSCC in Palawan – the province embracing the municipality of Kalayaan Island Group (KIG) of islets, reefs and shoals often at the center of the maritime row between Manila and Beijing – Mr. Aquino said he was not concerned about sending China any messages. He simply wanted to do what the Philippines needed, namely, to continue upgrading its defense and disaster-response capabilities.

I wonder how they will properly spend the P 500M budget on this NSCC.
I hope that it would not end up into someones's pocket, then later on declare this project as a lost.
