Hong, the CSIS is an interesting read. It classifies the Scarborough Shoal as an island with 5-6 rocks sticking out at high tide. Therefore it has its own 12-mile limit? I kind of disagree. But I think it does meet UNCLOS/ITLOS requirements to be called as such. Geez, I need to do more reading.

One of the points of contention in the South China Sea is related to the rocks, islets and islands in the sea. Under the Convention, a "rock" has a 12 mile territorial sea but does not have an EEZ. An inhabited island, or an island capable of supporting economic life, does have an EEZ. Which is why structures on stilts or artificial islands (as China does) are made by claimants in order to try to demonstrate that they "inhabit" the rocks for purposes of claiming an EEZ. Which I think is just a pathetic. The CSIS report cited an island as: 1) Must be above water at all time. 2) Must be capable of sustaining human habitation and/or an economic life of its own. - A very ambiguous statement. And contends that: 1) If it meets the first requirement, but not the second, then it is a rock and not an island. It's get a 12 mile territorial sea. 2) If it doesn't meet the first, then it is neither. It get's no maritime claim. 3) Submerged features are legally under the control of the country on whose continental shelf they sit on. - Which I think means that Reed Bank is yours. This is where it gets complicated: 1) Scarborough Shoal meets the minimum definition of an island. - It's above water at all time. 2) But it lies on the Philippine continental shelf and lies well within the Philippine EEZ. 3) And most importantly.... "Only in the center of the sea, between the Paracel Islands and Scarborough Shoal do the potential EEZs of some islands not overlap with those of the opposing coasts. In these cases, the Islands are given their full 200 nautical mile claims." Which explains why China wants it so bad. - them bastards. And also explains why China refuses ITLOS arbitration. - Because they have nothing. I think there are at least 31 oil and gas platforms that are within the 9 dash line that other countries own, i.e. Vietnam,Brunei, Malaysia, Philippines. They've complained about it before but were not so adamant in enforcing its sovereignty because I think they were late in the game and it is just now that they have been aggressive. Even the Malampaya and Galoc fields are straddling the 9-line. Where they can enforce it's will such as the Palawan Passage or the Reed Bank is where they think they can get the upper hand. Plus among the potentials in South China Sea, I think the Reed Bank and the Palawan Passage show the most potential coupled with a weak armed forces of the PH. It then became easier for them to harass us and stake their claim that it is within its 9-line. Good thing Pnoy won otherwise another decade and these treasures will be Chinese occupied and sucked up! We should go after those resources that is within our vicinity like the SC 55 because I think they will not try to claim that its theirs. The further out one like Reed Bank is where we need to thread carefully. Otherwise, we should wait until our new frigates and MRF's are here to further stake our claim with a little teeth. But things may change if Reichler and his team wins the arbitration and it will just give credence to our drilling in Reed Bank and Spratlys and Scarborough in general. In a regulatory filing, Otto Energy Ltd said the drill rig called "Ocean Patriot" was demobilized today after completing work at Galoc field's two new production wells. "This marks the successful completion of all drilling activities of the Phase II development," it said. I feel like that a neighbor in the north having an envy eyes on this.. Feeling like a superpower when they dont produced their own oil and have to buy a dollar higher per barrel from countries like iraq, Kazakhstan, russia and i believed even malaysia. Another good news to make my day.. |

Anyways where does the oil from the rig goes? Petron shell, gov't and then sold? I wonder how much of our current oil consumption are form local drills. |

In a meeting held earlier tonight, US, Japan, German and Australian govt reps & private corps submitted LOI for bidding to a project of oil drilling and production in WPS and EPS, with a bilateral security and defense to protect this business partnerships. It is being agreed upon that bids and proposals to this project will be supported. Local companies too are willing to engage w/ them, on a 60-40 level, as per mandate by the PH constitution. Need comments. Whatever it is, it will be respected and accepted. Thank you very much |

Drill rig bound for oil, gas prospect off Palawan sets sail, says Australia's Nido Petroleum Interaksyon.com ![]() MANILA - The consortium developing the Baragatan oil and gas block in offshore Palawan has mobilized the rig that will drill in the area. In an announcement to the Australian Securities Exchange, Nido Petroleum Ltd said the UMW Naga 5 jack-up rig left Singapore last Friday for Baragatan. The rig is expected to arrive at the location between 10 and 12 days, the Australian company said. The drill rig, which can operate in water depths of up to 400 feet and drill up to 30,000 feet, is owned by MW Standard Drilling Sdn Bhd. The latter is a wholly-owned subsidiary of UMW Oil & Gas Corp Bhd, a Malaysian provider of drilling and oilfield services with a fleet of five offshore drilling rigs. The Baragatan prospect is covered by Service Contract (SC) 63, which includes an offshore area of 10,560 square kilometers and shares similar geology with oil producing areas in offshore Sabah to the southwest. The prospect has a projected oil-in-place of 676 million barrels with an upside potential of 977 million barrels. Recoverable volume is placed at 115 million barrels with a ceiling of 166 million barrels. The SC 63 consortium is composed of Nido, state-owned Philippine National Oil Co-Exploration Corp and Dubai-based Dragon Oil Plc. ![]() We need to guard this potential LIQUID BLACK GOLD!
