China using fishing fleet as "proxy navy" (updates)

our navy , BFAR and PCG ships should each have a camcorder with GPS so they can record who is the instigator of each incident, and the video recording should be fed in real-time back to headquarters so the whole world will know who started the incident. so if firring starts then the world know how it started., the GPS will show if the incident happened within our 200 mile EEZ.

The Chinese are not looking for the truth and neither are they wary of being exposed so long as they have plausible excuses to use.

I would substitute those cameras with real missiles.

Chinese foiled from occupying island

Philippine Navy ships used “bashing maneuvers” to drive away three fishing boats from mainland China that tried to occupy an island off Palawan in the West Philippine Sea on Tuesday, military sources said.

The fishing boats were in the vicinity of Ayungin Reef, also known as the Second Thomas Reef, when the Philippine Navy ships arrived and made “circling maneuvers” that forced the Chinese to move out, the source said.

“They were forced to back-off several miles from Ayungin Reef after our ships arrived in the area,” said the source who spoke to the Manila Standard on condition of anonymity.

Ayungin Reef, which is adjacent to Mischief Reef or Panganiban Reef, is only 150 miles off Palawan and 620 miles from southwest China. It was occupied by the Philippines in 1973.

Rethinking China’s Maritime Militia Policy
The thinking behind China’s maritime militia policy is becoming increasingly obsolete.

Quote:

Second, militarizing fishermen could put their lives in danger, while politicizing the marine fishery sector could jeopardize the whole industry. As maritime disputes between China and neighboring countries intensify, Chinese fishermen are already facing growing dangers in the East China Sea and the South China Sea. Perceived as PLA proxies, Chinese fishermen are vulnerable to the actions of other countries. Maritime incidents in the South China Sea between 2002 and 2012 claimed the lives of more than 100 fishermen from Tanmen alone.

Third, under the Chinese market economy, fishermen are ultimately profit seekers. This is particularly so as traditional Chinese fishermen are replaced with peasant workers from the inland provinces who have no much emotional attachment to the seas, and are simply determined to make money as quickly as possible. As fishery stocks rapidly deplete in China’s inshore waters, these fishermen are inclined to cross boundaries to fish in disputed waters or even in other countries EEZs beyond the nine-dash lines. This practice risks hijacking China’s foreign policy and undermining relations with neighboring countries.

Quote:

The maritime militia policy thus incurs far more costs than benefits for China and the region. Given the tensions brewing in the South China Sea and the East China Sea, and in light of the intense competition for scarce fishery resources in the region, the concept of a maritime militia policy is obsolete and should be discarded. Instead, China should take the lead in establishing a multilateral fishing management framework to regulate IUU fishing, manage fishing disputes, and prevent incidents from escalating.

China Is Building a New South China Sea Fleet for its Maritime Militia
The move could lead to a further escalation in regional disputes.

China is building a new South China Sea fishing fleet for its maritime militia in a move that could intensify regional disputes, an expert told a conference at the Center for Naval Analyses (CNA) Wednesday.

China’s maritime militia – one of the more understudied agencies in the exercise of Chinese maritime power – typically uses civilian fishing vessels for a range of missions from rescuing stranded vessels to conducting controversial island landings. While voices in China have long called for their inclusion in activities, this would be the first time that the militia would get its own fishing fleet, a boost for the world’s largest producer and exporter of fish and consumer of seafood.

“It appears that China is building a state-owned fishing fleet for its maritime militia force in the South China Sea,” Zhang Hongzhou, associate research fellow at Singapore’s Rajaratnam School of International Studies, told an audience at the two-day conference on Chinese maritime power.

WATCH: Chinese fishermen ransack coral reefs in the South China Sea for all their worth

The Chinese government is continuing full steam ahead with its mission to seize control of the hotly contested South China Sea, leaving in its wake some completely ravaged underwater environments.

Less than a mile away from a Filipino military base, Chinese poachers are plundering reefs for all the coral and clams they can carry, turning once vibrant coral reefs into deserts under the protection of China's navy. The BBC captured the environmental looters on camera for us:

Less than a mile from a Ph military base?? This environmental destruction is the equivalent of being forced to watch a gang rape right in front of you but you are too afraid or too helpless to do anything about it. It is really sad the situation has been reduced to this. This is a far cry from the days when a confident navy/marines first landed on the islands in 1970(?).

Cross posting this here from the PCG board: Chinese poaching vessel rams PCG vessel.

Chinese poachers nabbed off Babuyan Islands aboard vessel spray-painted 'Subic'

(... SNIPPED)

PCG Lieutenant Jeffrey Collado said their monitoring, control and surveillance (MCS) vessels spotted three vessels at around 8 p.m.

Collado, commander of MCS 3010, said the steel-hulled Chinese vessel rammed his sip and left a dent on his starboard side.
He immediately called for the assistance of MCS 3007 led by Toribio, whose vessel was headed north to Babuyan Island.
"Subic" moved in a zigzag direction in an attempt to lose the two MCS ships behind her.

"When our ship was positioned at the back of the Chinese fishing boat, our boarding team boarded the fishing boat and they crept toward the bridge of the fishing board and ordered the skipper to stop," Toribio said.
