China using fishing fleet as "proxy navy" (updates)

5:24 pm | Wednesday, May 8th, 2013 MANILA, Philippines – The Philippine military has intensified its monitoring activities after China sent one of its largest fishing fleets to disputed islands in the West Philippine Sea or South China Sea.

“The Philippine Navy is closely monitoring the developments in reported setting of sails of said Chinese fishing boats,” said Navy spokesman Colonel Edgardo Arevalo in a statement Wednesday.

Arevalo said Philippine Navy ships were patrolling “that shall serve as our eyes and ears.”

“But as of now, it’s too early to comment on what to do if they will enter Philippine territory as that remains to be a contingency as of the moment,” he said.

Arevalo acknowledged the Philippines’ “limitations” in naval capabilities, but assured that they will stay “steadfast in performing their mandate to secure our maritime and territorial domains.”

“The guidance from higher headquarters is clear: to continue to be vigilant; monitor and report any unusual incidents obtaining in the area. These include intrusions and other illegal activities like fishing in our maritime domain. The Philippine Navy, being a force provider, will act as directed by higher headquarters,” he also said.

Meanwhile, Armed Forces of the Philippines spokesman, Brigadier General Domingo Tutaan, said they will “enforce” sovereignty should the fishing fleets enter the Philippine territory or within exclusive economic zone.

“Of course we will have to exert our integrity on the matter, a sovereignty of our territory but again we have to undertake it as a whole government decision or effort on this and [Department of Foreign Affairs] would be again on the lead as far as this is concerned, when if ever they are correct, but necessarily we are taking action on the report, or the issue so that we will be able advise other government agencies and the AFP itself to be able to undertake what should be undertaken as far as this is concerned,” he told reporters in a press briefing.

Tutaan said their action “will depend on what is verified,” but declined to discuss deployments of assets.

In a report by China Daily, it said that a flotilla, including 30 fishing vessels, set sail on Monday for the disputed Spratly Islands, claimed by Philippines, Vietnam, Taiwan, Malaysia and Brunei and China.

The fleet left Hainan in China for a 40-day trip to the region, the report said.

Wait for judgement from UNCLOS? Do not be surprised if one of the judges are threatened (with a murder of a loved ones or) bribed. All the Chinese need is for one judge to decent or abstain to legitimize their claim.

I would warn the Chinese that despite their escorts of fishermen, the PN and PCG will do everything in its power to make arrests. Any fishermen arrested while being escorted with their govt. ships will be prosecuted not only for illegal fishing but, for resisting arrest and threatening lives of Filipino law officers. If death is caused by any of their govt. ships, then the fishermen is equally accountable for death and will face murder charges.

Photos shall be taken of fishing boats and IDed, and when caught in the future will be held accountable for fishing under the same circumstances.

It would be better for them if they were just arrested without escorts.

While I do not want to be blamed for any future deaths, can anyone suggest anything better for the country?

AFP mum on sightings of Chinese ships in West PH Sea

MANILA - Military officials won’t comment on the alleged sightings of Chinese surveillance ships in the West Philippine Sea.

"I cannot talk about WPS (West Philippine Sea), " said Maj. Gen. Rustico Guerrero, commander of the Armed Forces of the Philippines’ Western Command.

Reports claim two Chinese ships were seen about six miles west of Ayungin shoal on Tuesday.

“It’s the DFA (Department of Foreign Affairs) that is (in charge), I cannot discuss it. You should talk to the DFA about the movement of the Chinese," said Guerrero.

The commander of the Naval Forces West, Commodore Rustom Pena, also won’t comment.

"I cannot discuss about West Philippine to the media…I'm not the one speaking about the West Philippine Sea…I cannot discuss that to you,” he said.

Nonetheless, he said they are monitoring the situation.

"We are monitoring the fishing fleet reported by media, so far we have no monitoring from the islands."

Chinese erecting structure on Kalayaan's Ayungin Reef - source

MANILA, Philippines -- The crews of Chinese fishing vessels that have encroached on Ayungin Reef, part of the Kalayaan Island Group of Palawan, have reportedly begun erecting metal and rope structures, a well-placed source told InterAksyon on Thursday.

“There are five to eight Chinese fishing vessels that entered our reef conducting surveys inside our Ayungin Reef. Our latest report is that the Chinese were unloading big ropes and planting metal structures on our reef,” the source, a ranking military officer who spoke on condition he was not named, said.

This is what I am talking about in my earlier post...we can wait for UNCLOS but in the meantime we have to send in our CG or PN to prevent the chinese from erecting any structure...I hope that my point is now taken... :salute:

we really need to act now before its too late... Actions speaks louder than UNCLOS as of this moment... by acting on this means we are defending our soveregnty to the area, or unless government is not keen to do it right now coz they are too busy for the election on monday... tsk tsk tsk!

PH sea patrol checks out Chinese ships

The Philippine Navy on Thursday deployed three of its ships in the Kalayaan Group of Islands following reports that a Chinese navy frigate and two civilian ships were seen approaching a reef and a shoal in the area.

A highly-placed source said the Navy deployed the PN PS36, a Peacock Class offshore patrol, a frigate-type (PS 74) and a personnel carrier vessel (PS 71) to the Ayungin Reef and Hasahasa islet to monitor the presence of the Chinese vessels.

The source said that the Chinese frigate has yet to arrive at the Ayungin Reef, while the two civilian ships were fast approaching the reefs.

Chinese vessels were also spotted near the Hasasa Reef, which is located near Ayungin.

“As of now they have not entered Ayungin Reef and Hasasa shoal but the three Navy vessels were dispatched to monitor the behavior of the Chinese in the West Philippine Sea,” the source said.

Kalayaan fortified amid China threats



The military has fortified its presence in the Philippine-occupied Ayungin Reef in the Kalayaan Island Group and gone on an extensive monitoring of adjacent islands after 30 Chinese vessels from Hainan arrived inside the Philippines’ 200-nautical-mile exclusive economic zone.

The Chinese fishing vessels, including two large transport and supply ships, were seen scattered, most of them concentrated on the Chinese-built alleged fishing sanctuary on Mischief Reef or Panganiban Reef on Saturday, a highly placed source said Sunday.

Mischief Reef was occupied by the Chinese Navy in a creeping invasion in 1994, and China has built structures there and laid buoys near the Sabina Shoal, which is 70 miles off Palawan.

The Philippine government has protested China’s actions on Mischief Reef, but the Chinese government has ignored it and has even built additional structures that resemble military installations.

The source said the 30 Chinese vessels were near Mischief Reef and almost stationary.

“They may venture into wide-scale fishing around Mischief Reef, but their other objectives are now known,” the source said.

Employ hit and run tactic as did the PCG in Batanes Islands. Shoot at engines of so-called fishing vessels then before the frigate arrives, fall back temporarily. You have to face the facts- casualties may be inevitable.

Show them it will cost them to intrude. They have already seen the non-reaction to the intrusion on the Scarb. shoal. Now you will see violations and installations of permanent structures non-stop. They have already sized up this govt. to be "all talk and no action," and that this mobilization is a farce or, at super slow motion.

The military should offer tactical advise. I see the military too as paralyzed and in fright of mere Chinks. If no action is taken the Phil. will face mounting prices on foods until starvation comes. The govt. does not realize that fishery is a limited resource if it is not sustained properly.

The take-over of the WPS begins! God help the Phil. from its weak leaders!
