he is assuming that SEA countries cannot make decisions on national security outside of the ASEAN framework . it looks like he is likening ASEAN to the Euro zone.

in the second place, ASEAN is just a pat each other's back feel good group so I hope by now the philippines has already looked past ASEAN and concentrate on building war alliances with countries that wont hesitate to confront the bully such as australia, japan, the US.

Joshua Kurlantzick's article in Bloomberg likening to ASEAN being "defanged" is true. Forget about Laos, Cambodia, Thailand, Myanmar, and even Malaysia. No help there.

As for the Philippines looking past ASEAN? Yes, I think you already are. There have been reports suggesting that, although they are just "voices in the wind" for now.

As for the wolf might being actually there now... I think we both believe so. The author believes that too - so his assumption (in my eyes) are correct.

what i meant is that he gives readers or at least he gives me the impression that vietnam or the philippines cannot do anything since ASEAN has been defanged as in this last sentences "Since the Asean nations operate by consensus and unanimity, China needs only one country on its side to sabotage the group. "
I also notice that this same author has previous articles that have an anti-western/anti-democratic bent to it such as "Democracy in Retreat: The Revolt of the Middle Class" and "the Worldwide Decline of Representative Government. "

I am sorry mate. But I have read 2 of his books: Democracy in Retreat and Pathways to Freedom. Not a fan, but well written books. He certainly isn't anti-democracy nor anti-western. On the contrary, he is the exact opposite.
