Would be great if they could offer the Hatsuyuki and Asagiri destroyers, which theyve been phasing out recently.

PH Navy seeks military aid from Japan

MANILA - The Philippine Navy is seeking Japan’s assistance to boost security over its maritime territory.

Navy vice commander and Navy Modernization Board chairman Rear Admiral Caesar Taccad said a list of equipment that will be requested from Japan is currently being prepared... (snipped)
.....(snipped)
"We need enough vessels to patrol those maritime areas. So the list would probably include patrol vessels and (other) vessels that we can use for HADR (humanitarian assistance and disaster relief) for government-support activity,” Taccad said.(snipped)....

for those knowledgeable, supposing the AFP is offered a couple of P3 Orions that Japan is slowly retiring, do you think they should go for it if the price is low enough? or should they stick to the plan of bidding out new MPAs?

well i wouldnt get my hopes up, such as defense material up for grabs. Rather could be upfront training for current or future assets. Training SSV crew with helicopters other than what we have or will have. Could be sharing surveillance data when a P3/E2 happens to flyby our waters.
You're right. Getting training from them e.g. the SSV + heli ops is great, which is very useful for HADR ops. Search and Rescue training is also vital.

"Two key features of the Strategic Partnership agreement are:

Japan's Defense Ministry and Japan Self Defense Forces (JSDF) will carry out a "capacity building project" for the Philippine military, primarily on Humanitarian Assistance and Disaster Response. Expected to benefit from this is the Philippine Air Force, as Japan will carry out "capacity building assistance in the area of air transportation.""

PHL planning to acquire ISR, HADR, lift equipment from Japan

MANILA, Feb. 3 (PNA) -- The Philippines is also planning to acquire equipment from Japan that will beef up its ISR, HADR and lift capability.

ISR refers to intelligence, surveillance and reconnaissance while HADR stands for humanitarian assistance and disaster relief.

Defense spokesperson Dr. Peter Paul Galvez in a message to the PNA said this is in the wake that the Philippines and Japan is planning to boost their bilateral defense ties.

He added that this was contained in the memorandum signed by both countries last January.

Last Jan. 31, the Department of National Defense and Japan's Ministry of Defense issued a statement that Secretary Voltaire Gazmin and Minister Nakatani "concurred" on, among others, "to explore a possibility of cooperation in the area of defense equipment and technology."

The two countries "will start working-level discussions" on the matter.

Navy spokesman Col. Edgard Arevalo said Monday that the force submitted to DND Assistant Secretary for Plans and Programs Danilo Augusto Francia on December 26 a list of assets it plans to acquire from Japan.(PNA)

PHL defense wish list now in Japan

MANILA, Feb. 2 (PNA) -- With the Philippines and Japan agreeing to stronger bilateral defense ties, the country has submitted a list of defense equipment that it plans to acquire from the Japanese.

This was confirmed by Defense Secretary Voltaire Gazmin Monday during his return to the Philippines after his trip to Japan where he met with his counterpart Defense Minister Gen Nakatani.

"Lahat ng magagamit to address our maritime security," Gazmin said in a text message, when asked what items were on the list.

Last Jan. 31, the Department of National Defense (DND) and Japan's Ministry of Defense issued a statement concurring on, among others, "to explore a possibility of cooperation in the area of defense equipment and technology."

there's the Yubari class, a bit younger than the Shirane and with codog but already decom'd way back in 2010. there's also the Hatsuyukis but i'm under the impression the PN is allergic to all-gas propulsion

Amid South China Sea Tensions, Japan Strengthens Ties With Philippines, Vietnam

The South China Sea is a large part of Tokyo’s calculations, but aid to Manila and Hanoi has a decades-long history.

As China’s construction projects and the United States’ freedom of navigation operations ratchet up tensions in the South China Sea, Japan is increasing its cooperation with other claimant states – most notably the Philippines and Vietnam. Japan’s Official Development Assistance (ODA) plays a large role in this cooperation.

Japan and the Philippines became “strategic partners” back in 2011. Security cooperation has increased since then: Japan and the Philippines took a more concrete step recently when the Japan Marine United Corp won a bid to supply the Philippine Department of Transportation and Communications with ten multirole response vessels this past April. Indicating how seriously Japan takes the relationship, PHP 7.4 billion out of the PHP 8.8 billion (around $200 million) cost for the ten boats actually comes from Japanese ODA to the Philippines. The Philippine government is only putting down PHP 1.4 billion (just under $30 million) for the purchase. Deliveries are expected to take place from 2016 to 2018. Meanwhile, in May, Japan and the Philippines conducted their first joint naval exercises in the South China Sea.

When Filipino President Benigno Aquino III visited Tokyo in June, he signed the Joint Declaration on the Strengthened Strategic Partnership with Japanese Prime Minister Shinzo Abe. During that visit, both sides agreed to explore the transfer of Japanese military hardware and technology to the Philippines and to start discussions on a visiting forces agreement.
