Philippines, Japan agree to enhance maritime cooperation

MANILA, Philippines (Xinhua) - Philippine and Japanese foreign ministers agreed today to enhance maritime security cooperation.

Speaking after a bilateral meeting, Japanese Foreign Minister Fumio Kishida said he and his Philippine counterpart Albert del Rosario agreed on "strengthening policy dialogue, enhancing maritime cooperation and other measures."

"As the strategic environment in the region is changing, it is necessary for us as Foreign Ministers to share recognition of the situation, enhance the strategic partnership between the two countries, and cooperate towards shaping peaceful and prosperous Asia-Pacific region," he said.

Del Rosario welcomed Kishida's official visit to Manila, noting this "reaffirms the strategic partnership" between the two countries.

He said the Japanese government will continue to help the Philippines strengthen capacity of its Coast Guard through human resource development and providing communications equipment for maritime safety including the possible purchase of multi-role vessels.

The two sides discussed other issues such as trade, investment, tourism, development assistance, people-to-people exchanges and the Mindanao peace process.

Japan is the Philippines' biggest trading partner, with bilateral trade amounting to over $13 billion in 2012. Japan is the Philippines' top export market, a leading source of investment and the third biggest source of tourism revenues.

Kishida said the Japanese government has agreed to extend loans to vital Philippine infrastructure projects: the construction of a new airport terminal in the central Philippine province of Bohol; and the extension of the light rail transit system in Metro Manila.

PH, Japan to discuss maritime cooperation

MANILA - The Philippines and Japan, two countries each with a maritime dispute with China, will be holding a dialogue on cooperation this week. This will only be the second dialogue between the two countries since 2011.

In a statement, the Department of Foreign Affairs said representatives from both sides “will discuss various areas of cooperation particularly in maritime safety, maritime security, anti-piracy measures, fisheries and marine scientific research.”

The Philippine delegation will be headed by Assistant Secretary Gilberto G.B. Asuque, DFA Office of the Undersecretary for Special and Ocean Concerns, as Chair, and Special Assistant Henry Bensurto, DFA Office of the Undersecretary for Policy, as Co-Chair. The Japanese delegation will be headed by Mr. Kenji Kanasugi, Deputy Director-General for Southwest and Southeast Asian Affairs, Ministry of Foreign Affairs (MOFA).


The 2nd Dialogue on Maritime and Oceanic Affairs will be held at the DFA main building on Friday, February 22.

MANILA - Japan takes a step forward in playing a more active role in the defense modernization of the Armed Forces of the Philippines as both countries agreed to elevate their defense ties to a "strategic partnership."

Department of National Defense Secretary Voltaire Gazmin and Japanese Defense Minister Gen Nakatani have signed a defense cooperation and exchange agreement that now covers equipment and defense technology.

In a joint statement, the two defense ministers said they "shared views to elevate bilateral defense cooperation and exchanges to a new phase based on the Strategic Partnership between Japan and the Philippines."

The Strategic Partnership covers capacity building, Human Assistance and Disaster Response Relief training, maritime security and "exploring a new possibility of cooperation in defense equipment and technology."

Two key features of the Strategic Partnership agreement are:

Japan's Defense Ministry and Japan Self Defense Forces (JSDF) will carry out a "capacity building project" for the Philippine military, primarily on Humanitarian Assistance and Disaster Response. Expected to benefit from this is the Philippine Air Force, as Japan will carry out "capacity building assistance in the area of air transportation."
The Philippines and Japan will start working level discussions on possible cooperation on defense equipment and technology.

I think this would do (or its other variants in the JSDF) as well. You've got history with this type of aircraft and familiarity with it. I've heard that they are to be retired from service soon.

well i wouldnt get my hopes up, such as defense material up for grabs. Rather could be upfront training for current or future assets. Training SSV crew with helicopters other than what we have or will have. Could be sharing surveillance data when a P3/E2 happens to flyby our waters.
