I suppose the Govt. - consisting of plenty of corrupt crocodiles - is simply waiting for a chance to pocket huge sums of money. If the Govt. truly cared for the security of the Philippines, it would have acted already. This back-and-forth game only shows indecisiveness.
The modernization of the AFP is long overdue. Now, it's being delayed yet again. I have yet to see a politician who effectively cares for the welfare of the nation more than for the well-being of his own pocket.

btw, this is not just the scarb. shoal the phil. is losing. one of the youtube video showed, some foreign news people rented a boat to check out the shoal. many miles from the shoal 2 huge chinese ships greeted them in radio saying, "you are entering chinese territory; turn back." so the news boat did, and they were escorted out for 10 more miles. i believe the chinese is occupying most of the northwest eez that belong to the phil. this is not just a tiny little shoal but tens of thousands of square km. that the chinese is cordoning off from the phil. eez.

the local news would have u believe this is about fishing rights to a shoal but its a big dent of ocean that's really lost.

we are still waiting for the phil. govt. to show its citizens its counter move.

this modernization reminds me of an old series on tv called, "Get Smart". agent 86 portrayed by Don Adams was trying to escape an enemy prison. the irony is, the enemy was trying to get him to escape (with false information they gave him). the prison guard who intentionally carried the prison keys on his waist turned his back a few time so he can get whacked allowing 86 to escape. instead 86 would hurry the guard out of his cell so he can continue scraping the prison concrete wall with his dime. of course, the funny part is, it would take him 20 years to escape by scraping, assuming his dime won't wear off.

I hope that history will not simply repeat itself: the ChiCom will try to play down the situation after a while and the PH Govt. will return to not bothering anymore about properly modernizing the PN and the PAF. We have some more guns and another gunboat, but that's it then for another couple decades. If this is all the Govt. can do, then losing territory is not only inevitable, but also its own fault.
"The thief from Mischief Reef" got away because our capability actually got worse. That should have been a learning lesson. We should have made a real effort to modernize when that occurred. But we never do. We are always hiding under the skirt of MDT. Oh how I wish that MDT was not around for I'm sure we will scamper to look for solutions to defend our country.

Now the thief is back and have stolen another one, Bajo Masinloc. What is next, Half Moon Shoal or Sabina Shoal?
We shouldn't worry too much about those Chinese structures like the ones in Mischief Reef. Remember these are very isolated outposts. Once our capability has been amply restored, we don't have to take over these structures and physically evict the occupants. The PN can isolate them even more by denying PLAN access to them for resupplies and personnel rotation. Sure there will be protests, intimidation and even rammings from the Chinese, and they will eventually still gain access to these structure. But obstacles can bring uncertainty on whether or not these facilities will be sustainable in the future. The Chinese will not risk putting men there if there is a chance they cannot resupply them on time, and nobody would like to be posted there if there is a possibility that you'll go hungry and thirsty before the supply ship arrives. For now the Chinese has full, unhindered, access to them, maybe it's time we put some obstacles from time to time.

Job Advertisement:

Wanted: Man with BS degree. Some knowledge of navigation. To coordinate and lead defense of shoal northeast of Luzon. Will be given rank of coast Guard Captain.

Mission:
(1) To eliminate* Chinese illegal fishery within the said water and, break Chinese blockade.
(2) Sustain Phil. Coast Guard presence despite Chinese harassment.

*The Phil. Navy will assist and a detachment will be under your command.

Candidate will have to present tactical recommendations and types of assets to be used within reasonable reach of current Phil. resource and, within 1 year of schedule, complete defensive envelopment of said shoal.

Successful implementation of this mission shall merit the PCC Captain with promotion to Rear Admiral (lower grade), a PCC Service Star Medal, plus full benefits and permanent commissioned employment in the PCC.
