Southeast Asian Watch of Troubled Waters Urged

Manila. The Philippines is proposing that Southeast Asian countries create a regional information-sharing system to better watch waters troubled by territorial disputes, piracy, smuggling and rapid degradation of marine resources.

Philippine officials made the proposal Wednesday at the start of a three-day maritime forum in Manila organized by the Association of Southeast Asian Nations. Indonesia made a similar proposal at the conference, which was attended mostly by senior diplomats and private maritime experts.

The annual conference, now in its third year, is among efforts by Asean’s 10 members to weld their diverse region of more than 500 million people into a European Union-like economic, political and security bloc by 2015 as a counterweight to Asian powerhouses like China.

Organizers were careful to point out that proposals like the offshore information-sharing system were not aimed at China, which some governments have accused of bullying smaller countries and aggressively asserting its territorial claims in the South China Sea.

“This forum is a platform for regional cooperation,” said Philippine Foreign Undersecretary Linda Basilio, who led the Manila conference. She said the South China Sea disputes were off the agenda.

In my opinion;

Cambodia - Certainly Not
Malaysia - With doubts
Singapore - with enough motivation, yes.
Success through information, victory through disinformation.

Singapore is doubtful, its economy gains more if it appeases China whereas we dnt have that much economic clout with Singapore.

China dangles $474-M for ASEAN maritime cooperation

In spite of flexing its military might against rival claimants to islands in the South China Sea, China on Friday offered 3 billion yuan ($474.36 million) to set up a maritime cooperation with the Association of Southeast Asian Nations (ASEAN).

Vietnam Deputy Foreign Minister Pham Quang Vinh announced in a briefing during the First Expanded Asean Maritime Forum at the Manila Hotel on Friday.

ASEAN and East Asian countries, as well as China, Japan, Russia, and United States discussed the challenges and areas of cooperation in South China Sea – which Manila officially calls West Philippine Sea.

The discussions focused on the territorial disputes in the region, the Vietnamese official noted.

They (China) are the trouble makers and wants to be the first one to contribute and get some clout over their small ASEAN neighbouring Countries.

If not for China's absurd claims in WPS or the whole SCS including other Countries EEZ territories, the only thing to talk about would be developing the area into a paradise heaven of peace that would benefit everyone, particularly Countries which really technically owns these territories under UNCLOS.

Phnom Penh, Cambodia... This won't be an easy task for the President. After all, he is in the domain of the Chinese. I smell another sabotage or at least an attempt to derail it by Cambodia and Laos.

Don't let South China Sea disputes overshadow ASEAN Summit - China

BEIJING/PHNOM PENH -- A regional summit in Cambodia should not be overshadowed by a dispute over the South China Sea as the situation is under control and countries involved can resolve differences themselves, a top Chinese diplomat said on Saturday.

China's assertion of sovereignty over the stretch of water off its south coast and to the east of mainland Southeast Asia has set it directly against Vietnam and the Philippines, while Brunei, Taiwan and Malaysia also lay claim to parts, making it Asia's biggest potential military trouble spot.

But Chinese Vice Foreign Minister Fu Ying said the dispute was well in hand, ahead of a meeting beginning this weekend of regional leaders in Cambodia attended by Southeast Asian heads of states as well as China's Premier Wen Jiabao and US President Barack Obama.

"As soon as this region is bought up everyone thinks it's very dangerous, very turbulent, because of the South China Sea issue. In fact, over the past few years, China and the countries surrounding the South China Sea have successfully controlled the dispute and not let it intensify," Fu told reporters.


China, however, has resisted proposals for multilateral talks on the sea, preferring to try to negotiate disputes with each of the far less powerful individual claimants. It has also opposed Washington's attempts to get involved.
