A suggestion; Police Emergency And Community Engagement Plan "PEACE Plan" The proliferation of crimes and their obvious complete disregard of our police institution is a testament to their low respect towards the capability of our law enforcement units, especially the police force, and the overall city security plan, including the private security guards manning the usual targets, which includes the banks, malls and jewelry shops. There are major factors why criminals dare carry out the crime, from robbery to murder. We will consider 3 main factors here, which are Access, Confrontation and Accountability. ACCESS This is the environment or the window of opportunity that dictates whether the criminals can take on the criminal act or not, at a given moment. Things like, how easy they can get into a building, how fast they can get out, how fast and easy they can complete the whole plan and how easy and fast they can get away completely. CONFRONTATION This is level of response by the police and the private security companies, who are tasked to guard their business, to the criminal group's actions. This also involves other responses from the public like the Barrangay Tanod and the city's local security unit. ACCOUNTABILITY This is the actual effort made by the law enforcement offices and the private sector in bringing the criminals to justice by means of sustained manhunt and the ensuing court proceedings. It can be considered that there is a low degree of accountability if the criminals believe they can get away with the crime because they enjoy the protection from corrupt people in government or the police, as well as the possibility of the victim not filing criminal charges anymore due to coercion by the criminals as well as a settlement. If these negative scenarios are absent and it is a fact that a dependable law enforcement and legal arm of the government are indeed flourishing, then we can say that there is a great degree of accountability. Low accountability situation may embolden criminals to carry out their crime while in a high accountability situation, it will greatly discourage criminals from pursuing the crime. Perhaps, delaying it until the right opportunity for them becomes obvious. In reality as of the moment, the 3 factors are at low levels. Access favors the criminals since many criminals can easily get inside the target building or office undetected and unrestrained. They can get away fast and easy as well. This is also what the actual news reports announce in fact. Also, confrontation level is low. Police response is slow. Security guards are no match to the firepower these criminals use. The criminals can easily overpower the guards and even the cops. Lastly, accountability is low as well since cops are having a hard time capturing them. Worse, many simply get away with it because the plaintiffs simply lose interest in pursuing the case. Worse, their protectors or "padrinos" from the government and the police force are doing everything to subdue and circumvent the law to make them escape that accountability. Coercion is also a normal part of the ploy. Possible Solutions Denying the Criminals the Access Criminals sneak in and out easy because of poor security plan. These concerns should be implemented or perhaps corrected or enhanced, if these are already in place. 1. Good level of security check at access points must be maintained or enhanced In shopping malls, many criminals were able to get in, carrying with them their guns, undetected despite the usual frisking at the entry and exit points. I myself noticed that the mall guards soften up on their frisking when there's no alarm or after the trauma from the last incident has waned down. So, the security guards must always maintain the level of security to ward off any new attempt. Metal detectors, scanning machines and the simple frisking rod (that you used for checking the contents of the bags). 2. CCTV Cameras covering 100% of the entire area There should also be a CCTV on critical areas inside the bldg. Like for example when in malls, the area where the banks and jewelry shops are located must be covered by a CCTV. This is because when an attempt is captured by the CCTV, the security force leader can quickly make the decision and react on the matter soon enough. Access is not just about the time the suspects get in but also about the time they get out. Immediately reacting to the declaration of the robbery or the obvious acts, is a form of controlling the access out. 3. Access roads and parking lot gates must be secured Also, the getaway vehicle must not be able to fetch the fleeing thieves fast and it must not be able to speed away from the parking lot. The design of the parking lots or where the exit road (or access roads) from the mall entrance must be made wherein it is controlled by a gate, which is secured by an armed guard. Some malls implement this already but the security flow is not really covering all the vehicles that drive in and out. Only those who park at the paid parking slots are getting screened. The role of the armed security guards, the barriers, CCTV and properly designed vehicle access flow are vital here. 4. Police units must be properly distributed across the entire city to control the movement of the criminals The over-all security plan goes beyond the mall's premises. City cops must be present on strategic spots to effectively control the movement of these fleeing criminals. Blocking the possible exit routes is essential. The police unit shall take over from the mall's security guards the task of stopping the fleeing criminals, in case the criminals manage to escape from the mall's security implementation. 5. Armored police cars for stronger and safer engagement against criminals Armored units should be deployed to provide a formidable blocking force and fire-suppression against the criminals as well as the needed fire cover for the good guys. With the armored car the cops will not be held off by hostile fires. They can barge in and strike anytime they want to. The armored car provides a cover during the insertion of police units as well as the extraction of the wounded. The distribution of these armored assets must be planned carefully. All police stations must have it. The armored car complements the roles of the tactical units or SWAT. 6. Tactical units complement the blocking force to deny the criminals escape For the malls, they can create a Tactical Unit composed of 5 well trained guards. They have to be armed with accurized assault rifles and automatic pistols. They need to be protected with kevlar, helmet, goggles, protective pads for the knee, shin and arms. They must have the communications equipment for better coordination and for faster delivery of information from the command and control station. The tactical units can even help prevent an entry attempt if the criminals are detected early. While the police SWAT units provide the needed engagement outside of the mall's premises and will take over from or join the mall's own tactical units once they arrived at the scene. SWAT units must not be confined to a single station. They must be divided into teams of at least 5 men and must be scattered in different police sub stations that are strategically located across the entire city. One of the 5 will be their leader, with 2 teams composed of 2 men per team. Sharpshooters will surely pose a big problem upon the fleeing criminals. 7. Helicopters for a more effective control of the situation Helicopters does help since the movement of the fleeing criminals can be monitored and the cops can respond correctly to that. 8. Snipers help enhance the barrier that prevents criminals from escaping Snipers aboard the chopper provides added burden to the fleeing criminals. The snipers can also disable the getaway vehicle by shooting the tires or the engine. The choppers can be used as command and control for the tactical operations commander directing the police engagement. 9. Intelligence gathering to preempt attacks or act correctly on a particular incident Intelligence gathering does help in minimizing crimes by acting on it before the crime is committed. Assaulting their lair before they set out to pursue the crime. Remember one thing, ACCESS is not just about denying them entry but denying them escape as well. Therefore, the access involves the ff; a. private security personnel b. the metal detectors c. x-ray machine d. CCTV e. security guards f. 100% secured access road and parking lots g. police units strategically positioned across the city i. armored cars for the SWAT or other tactical units h. sharpshooters or tactical units (SWAT) i. helicopters for command and control j. snipers to help stop the fleeing criminals. k. intelligence gathering Source: http://en.wikipedia.org/wiki/SWAT_vehicle Providing the Needed Capability to Confront the Criminals Effectively After we have secured the access concerns, we need to strengthen the capability of both the civilian and police units tasked to confront these criminals. 1. Tactical Units The cheapest way to implement a good deterrent and a reliable response to the attempt is by employing the use of tactical units. For mall owners, they need to have at least 5 men who are highly trained for tactical operations. One acts as the leader with 2 teams composed of 2 men each. He can use the 2-man team to approach the criminals from 2 directions or employ 2 tactical schmes at the same time to confront the threat. They must be made to wear the proper body protection like vest and helmet. They must be equipped with a UHF communication system too for better coordination and faster delivery of information updates from the command center. Goggles may be needed to protect the eye from tear gas and other dangers. SWAT units from the police must also be scattered strategically across the city. Considering the 2-minute response time in all areas of concern, as per the directive of the PNP itself. 5-man teams can be activated. One team per sub-station or forward station. Appropriate assault riles and pistols The rifles must be accurate (with scopes) to improve accuracy thus greatly minimizing collateral damage. Shotguns are not for malls. The scattered projectiles endanger the lives of innocent civilians. Bullets used for the assault rifles must be 9mm or 22 caliber and no heavier than those in order to lessen the danger to innocent civilians that may get hit by stray bullets. Also, it must not penetrate walls that may endanger the lives of people who are out of your view but who happened to be standing behind that wall. Men must be highly trained become highly knowledgeable about the technicals on using these guns to control collateral damage. "One shot one kill" or a burst of 2 or "double taps" must be considered. Full automatic fire must only be used when civilians are safe from the gunfire. You may check the MP5 Assault rifle (see photo below) and the FERFRANS SOAR rifles. Snipers help save lives during crucial moments Snipers provide the needed capability when criminals began to take hostages. The snipers do help save lives. Police sniper units may be allowed to use M14 or the Magnum .357 rifle. The sniper units from the mall's security team may use the caliber 22 rifles with a sniper scope. Snipers can deprive the criminals their chance to escape too. Snipers aboard helicopters can shoot the engine or tires to disable the vehicle too. Armored Cars protects cops when in a hostile environment and provides fire support Armored cars are perfect for setting up roadblocks to stop the fleeing criminals. It provides the needed armor protection and fire support when engaging the criminals. It also provides fire cover when extracting injured people. The machinegun used must only be 30 cal guns or lighter. Police armored units in the urban deployment must never carry the 50 cal guns since we cannot risk collateral damage. 50 cal projectiles penetrate walls and even metal sheet like the body of the common armored vans that banks used. The suggested armored vehicle with military grade qualities is the MX8 Armored Escort Vehicle (also known as the Barako). The MX8 is a product of Filipino ingenuity combined with inputs from soldiers and cops in the field as well as technical people and military analysts. This is locally built too. Police choppers enhances situational awareness and control Choppers serves as eyes monitoring the action. This helps cops find the criminals faster. City Peace and Order Personnel, Traffic Enforcers or Barranggay Tanod As Support Units The metro is filled with so many personnel from the city's local security unit, Baranggay Tanods and even traffic enforcers. We can utilize these massive force by arming them with Extendable Baton (see image) and train them on Arnis or Kali. If they have the weapon and the skills, they can respond to the usual crimes like snatching and robbery using knives. Mall security guards must carry it too as well as the teargas. They get protections from corrupt men in uniform and the corrupt politicians. We need to remove this great hindrance to the nation's fight against crime. Best if there is a special unit that will run after corrupt men in all law-enforcement agencies too. A presidential task group may be appropriate. They will also target corrupt men in public office up to the Congress and Malacanang itself. Also, we can build a database for recording all crime-related information and use it to serve as reference for all job employments. From call center jobs to household help, every employer must refer to this crime database. The law may compel all employers to seek clearance from the designated agency first before the applicant is given the job. HOLISTIC APPROACH The fight against crime must have a holistic approach. One of which is providing jobs for the people. A big slice of the number of the perpetrators are related to poverty or the lack of the opportunity to get jobs. The government and the private sector must work hand in hand to save the would-be criminals from being swallowed by desperation and the ensuing criminal inclination. We have to save the souls of these hapless individuals. There is hope for them.
