The biggest contract offered, worth P130.5 million, is for more basic equipment: 90,000 pairs of patrol shoes for the country's police officers. Another P49.5 million has also been set aside for 90,000 pieces of PNP patrol shirts. The PNP also has set aside P52.4 million to buy 300 200cc motorcycles for "surveillance and transport." According to the specifications set by the National Police Commission, the motorcycles must can be on or off-road models with at least 16 horsepower and 5-speed transmissions. They must come with a warranty of at least one year, after-sales support, and must pass the PNP functional test and evaluation. Around P22.4 million has meanwhile been set for 23 patrol jeeps that will have an engine displacement of at least 2,500cc and should be able to put out at least 80 horsepower. The jeeps should also be able to transport at least 12 passengers. They should come with a siren and blinkers as well as a provision for a mobile radio, according to Napolcom specifications. To protect the cops, PNP will also buy 1,000 units of personal body armor, with a contract price of around P47.9 million, and 1,000 units of "tactical vest level III-A w/ upgrade plate level IV" with a budget of P48.1 million. According to the National Institute of Justice Ballistic Resistance of Body Armor standards, new level III-A armor is expected to protect against 357 SIG FMJ Flat Nose and .44 Magnum Semi-Jacketed Hollow Point bullets. Level IV armor, meanwhile, is expected to protect against .30 caliber armor piercing (AP) bullets. Money has also been allocated for 2,000 units each of hand and body protectors and anti-riot shields with budgets of P12.2 million and P13.3 million respectively. Close to P15 million has meanwhile been set aside for 30 explosive-detection dogs and another P29.9 million for 1.150 units of crime scene kits. Jing Pascua of the PNP National Headquarters-Bids and Awards Committee secretariat told Yahoo! Southeast Asia that the items will be bid out with delivery for most items due within 90 days of receipt of notice by the winning bidder. The patrol shirts and shoes have longer delivery periods of 150 days in three tranches. The items to be purchased will be distributed to police units nationwide except for the jeeps, which will be sent to the Autonomous Region in Muslim Mindanao. Bidders are required to have completed a similar supply contract worth at least half of the approved budget of the contract bid for within the last five years. |

siyempre dapat bantayang mabuti ang procurement ng PNP kesa mapunta nanaman sa bulsa yan.. alam naman natin na napaka notorious ng PNP pagdating sa mga ganyang bagay.. at sana matuto na tayo sa helicopter scam, ferfrans rifle scam, 810k pesos a piece na savage rife, etc, etc.. |

iskwala..., Do you know that half of those policemen committing graft and corruption are under the influence of Chinese espionage and are either closet NPAs trying to wreak havoc on police services or agents of influence, influencing decisions on arrests and seizures of NPA and Chinese triad contraband..Ohh..China does not have to spend organizing these. They make money organizing these.. |
