New Delhi: Admitting delay in construction of the Navy's indigenous aircraft carrier, the government on Wednesday told the Rajya Sabha that the launch of the ship is now expected to take place next year.

In a written reply to the House, Defence Minister A K Antony said, "The complexity of the project and this being the first ship of its kind being built in India, has led to timelines being extended."

As per the phase-I, the first launch of the ship was envisaged in October, 2010, he said.

"However, due to delays in receipt of steel plates and pre-launch equipment like diesel alternators and gearboxes, the launch of the ship is now expected in 2013," Antony said.

The contract for building the first indigenous aircraft carrier for the Indian Navy has been awarded to Cochin Shipyard Limited.

On scheduled delivery of the ship, he said, "Delivery of the ship is currently envisaged in 2018."

In reply to a question on funds for defence schemes, Antony told the House that for 2012-13 Rs 66,032.24 crore has been allocated for the purpose.

China denies blame for damaged ship boiler

http://www.upiasia.com/Top-News/2012/09/28/China-denies-blame-for-damaged-ship-boiler/UPI-51371348838065/

MOSCOW, Sept. 28 (UPI) -- China rejected Russian claims that faulty Chinese firebricks caused the failure of boilers powering a retrofitted Indian aircraft carrier, officials said.

The carrier Vikramaditya had propulsion problems during trials in the Barents Sea last month, RIA Novosti reported.

Andrei Dyachkov, president of United Russian Shipbuilding, which refitted the ship, said earlier this month "substandard Chinese firebricks" had damaged the boilers the company was supposed to insulate.

Chinese Defense Minister Yan Yujun turned aside the claim, saying "Chinese enterprises" have never exported such products to Russia."

Another official involved in retrofitting the ship blamed India.

He said the boilers failed because India refused to use asbestos to protect the structure around the boilers from heat, so designers were forced to use the firebricks.

The boiler problem adds to a list of delays and cost overruns the ship has experienced since India agreed to buy the carrier from Russia in 2005 for $947 million. Delivery has been postponed twice, pushing the cost of refurbishing the ship to $2.3 billion. The new deadline is October 2013.

The carrier, christened the Admiral Gorshkov when launched in 1982, was renamed after the collapse of the Soviet Union in 1991. It was put up for sale in 1996.

I'm not trolling. I only posted an article related to your aircraft carrier. I did not make this up.

If your aircraft carrier development has difficulties, then be man enough to accept the facts.

Bought by China

Fret not Gary Oldman. Boiler problems can be solved, it's what we call "birth pains" and nothing usually starts without its own set of problems. For what's it worth. At least India has decades of experience with regards to carrier based operations. India has established it's own doctrine as to how to use carriers. China has got a single carrier with no planes, and no idea (zilch, nada, nein) as to what to do with one. IMHO, India is at least a decade or 2 ahead of the China.

Russian carrier refit delays irk New Delhi

by Staff Writers
New Delhi (UPI) Oct 4, 2012

Indian and Russian defense ministers met in New Delhi this week with disputes about the former Russian aircraft carrier, which is to become part of the Indiana navy, expected to be high on the agenda.

Analysts say prolonged delays in Russia's refit and delivery of the former Soviet aircraft carrier Admiral Gorshkov, now renamed INS Vikramaditya, are likely to draw much attention.

---

The 44,000-ton INS Vikramaditya aircraft carrier's transfer to the Indian navy, scheduled for October 2013 after sea trials detected problems in the ship's propulsion system, is the largest element in the bilateral Russo-Indian arms trade.

The refit of the aircraft carrier is estimated to be the largest item in India's defense budget of Russian arms purchases.

A Russian naval official familiar with the sea trials said on condition of anonymity, told RIA Novosti that "seven out of eight steam boilers of the propulsion machinery were out of order." He said the reason for the boilers' failure was that India refused to use asbestos as insulation. That led the boilers' designers to use firebrick, which proved not to be sufficiently heatproof.

The 2004 contract for India purchasing the Russian aircraft carrier was originally for $947 million but its delivery has been delayed twice, raising the total cost of refurbishing the vessel to $2.34 billion, much to New Delhi's annoyance.

The delays in the aircraft carrier's refit at Russia's Sevmash shipyards in the White Sea will figure prominently in the discussions this month between Indian Defense Minister A.K. Antony and Russian Defense Minister Anatoliy Serdiukov.

The government ministers are to be co-chairmen for a meeting of the India-Russia Inter-Governmental Commission on Military-Technical Cooperation, New Delhi Television reported.

The discussions between Antony and Serdiukov are part of a series of preparatory consultations to set the agenda for the annual summit between the leaders of India and Russia.

Russian President Vladimir Putin is expected to visit India in November for discussions with Indian Prime Minister Manmohan Singh.

During recent sea trials of the INS Vikramaditya in Russia, Indian navy officers observed test launches of a MiG-29K and a MiG-29KUB, both fourth-generation fighters, which performed 41 successful takeoffs and landings with full arms payload and additional fuel tanks.

The INS Vikramaditya is expected to be a replacement for the aging INS Viraat (R22), a Centaur class aircraft carrier and currently flagship of the Indian Navy. INS Viraat was completed and commissioned in 1959 as the British navy's HMS Hermes and was transferred to India in 1987.
