Vietnam To Receive Advanced Russian Sub in 2013
thediplomat.com
<snipped>
Ria Novsti reported that “The first of six Varshavyanka class (Project 636M) diesel-electric submarines will be delivered to Vietnam in 2013 as scheduled.” Commonly referred to as the Kilo-class, the subs reportedly boast “advanced stealth technology, extended combat range and ability to strike land, surface and underwater targets.”

According to a recent article from USNI News, Vietnam has ordered the most advanced variant of the Kilo, the improved 636MV. The USNI article explained:

“The Project 636 Kilo-class submarine has been dubbed the “black hole” by the U.S. Navy for its level of quietness. The Project 636MV-class sub has improved stealth features through the removal of flooding ports and treating the hull with multilayer anechoic rubber tiles. The tiles are fitted on casings and fins to absorb active sonar waves that reduce and distort the return signal. The anechoic tiles also shield sounds from within the submarine thus reducing the range of detection by passive sonar.”

While such a purchase by Vietnam will surely increase its undersea capabilities, it will take years for such subs to come online. All of the vessels crews will need to undergone extensive training and the subs will also need to be thoroughly tested. Also, all six submarines will not all be available for duty at all times, as such vessels are cycled in and out of service for repair and training.

An update for Vietnam's frigates:

Defense Industry Daily

Vietnam’s Russian Restocking

Apr 24, 2014 17:00 UTC by Defense Industry Daily staff

April 23/14: Russia’s Nudelman Precision Engineering Design Bureau confirms that the “People’s Army of Vietnam Navy” (Maoist heritage, much?) will equip its Project 11661 anti-submarine light frigates with the same SA-19 Tunguska derived Palma air defense and CIWS system that sits on the first 2 surface warfare frigates. The gun/missile system provides a maximum air defense reach of 10 km and 19,500 feet altitude, with a 2nd kill zone out to 4 km for the guns.

The ships are scheduled for delivery in 2017, and given the space constraints involved in a 2,100t platform, it’s always interesting to see what can and can’t stay when they’re equipped for a new role. Sources: IHS Jane’s Navy International, “Vietnam to arm new Gepard-class frigates with Palma CIWS”.

Vietnam Seeks to Be a Tough Adversary to China
by TREFOR MOSS

Long before China towed a huge oil platform into disputed waters east of Vietnam this week, the Vietnamese government started making preparations for just this situation.

Its response to the increased assertiveness of its powerful neighbor to the north, leaders decided, should be to invest heavily in advanced military capabilities - especially naval systems - that would make Beijing think twice before threatening Vietnamese interests.

Their rivalry has ended in bloodshed in the past, with scores of Vietnamese troops dying in two separate clashes over disputed islets in the 1970s and 1980s. China remains in control of the territory it seized during those battles - a fact that irks Vietnamese nationalists to this day. But clashes haven't always been one-sided victories for China. A 1979 border war, which was supposed to be a punitive incursion after Vietnam invaded Cambodia, ended inconclusively, with China bloodied.

Now, Vietnam is beefing up its firepower hoping to improve its odds in these exchanges.

Vietnam won't assemble an arsenal to rival China's, but its determined efforts to modernize its military could be sufficient to help shape future Chinese behavior, said Mr. Huxley. "Vietnam can never defeat China, but they can offer bloody resistance to China," he said.

Meanwhile, Vietnam's military buildup to counter China stands in stark contrast to some of China's other neighbors also involved in territorial spats, such as the Philippines, which is taking China to court in The Hague, accusing it of breaching the United Nations Law of the Sea through its territorial claims.

Some in Vietnam ask whether a military buildup alone will be enough to temper Chinese behavior.

"Vietnam should take stronger diplomatic steps. Maybe it's time for Vietnam to quickly sue China at the U.N."
- Tran Cong Truc, a former head of Vietnam's National Border Committee

He suggested, following the lead of the Philippines.

However, Mr. Storey said that China's outright rejection of the U.N. tribunal launched at the Philippines' request would be more likely to convince Hanoi that it needed to double down on its military approach, and order still more new weaponry.

"Events like [the deployment of the Chinese oil rig] will simply accelerate Vietnam's military modernization," he said.

Vietnam Navy inaugurates two new missile corvettes

July 18, 2014

The corvettes, coded HQ-377 and HQ-378, were built by Ba Son Shipyard using Russian technology.

They are among six Project 1241.8 Molniya (Lightning) corvettes that the Ba Son Shipyard ordered for the Vietnam Navy in 2009.

The corvettes were first manufactured by the Russian Vympel Shipyard, which later transferred the technology to Vietnam. Vietnam created its own production line for the 1241.8 boats with the assistance of Almaz Central Marine Design Bureau in St. Petersburg, Russia.
