Editor's Note: The image above depicts possible joint development areas in the South China Sea that could be created to which an open-access, common carrier energy infrastructure could be added. Such joint development and collective infrastructure could reduce or solve territorial tensions.


Arbitration, joint development, coordinated investment, shared infrastructure. The plan above could offer an "everybody wins," face-saving solution to the increasingly dicey situation in the South China Sea. None of the points are novel. All are on the table or represent logical extensions to existing initiatives.

The South China Sea represents a classic case of crisis leading to opportunity. Upcoming multilateral meetings offer a pathway for moving the ideas forward.

Handled correctly, it could represent a turning point in history.

China threatens peace in Southeast Asia: Argentine experts [thanhniennews] - July 01, 2014

Diego Velazquez, Social Media Manager of Equilibrium Global agreed, arguing that China is seeking to demonstrate its strength to intimidate others with the goal of illegally appropriating natural resources in the East Sea.

Velazquez underscored that China’s deployment of its drilling rig and a large fleet, including military ships, into Vietnam’s waters is tantamount to an act of invasion.

Fleshing Out a Paramilitary Response to Maritime Tension in the South China Sea

I would like to flesh out David Brown’s proposal by offering the following: the prime aim of United States maritime strategy in the South China Sea should be to create circumstances where China would have to accept the status quo or escalate. The United States should pursue an indirect strategy by leveraging its alliance with the Philippines and security ties with Vietnam and engaging in peaceful maritime pursuits aimed at deterring China. The United States should not directly confront China with its own naval forces. ...

Regional security analysts expect China to mount aggressive naval displays in the South China Sea every year from May to August moving forward. This provides an opportunity for the United States and Japan to organize a series of continuing maritime exercises and surveillance flights with Vietnam and the Philippines just prior to the arrival of Chinese forces and throughout the period from April to August each year. The details of all operations should be completely transparent to all regional states including China. ...

These combined maritime and air forces would operate in international waters and airspace that transverse China’s nine-dash line. The objective would be to maintain a continuous naval and air presence to deter China from using intimidation and coercion against Vietnam and the Philippines. Deterrence could be promoted by interchanging the naval and aircrews in all exercises. The scope and intensity of these exercises could be altered in response to the level of tensions.

In the months ahead, the United States and Japan will transfer a couple of dozen cutters and patrol boats to Vietnam and the Philippines. Whatever China may attempt next spring and summer, there is good reason to organize extended multinational cooperation exercises in the waters between the Paracels and Spratlys. Only coast guard/maritime police elements should take part. For public consumption, these exercises can focus on hands-on training in search and rescue, interdiction of smugglers or pirates, defending against foreign incursions into territorial waters, etc. The United States and Japan should urge Australia, India, Indonesia, Malaysia, and Singapore also to join in these exercises.

Elements of the flotilla should remain at sea from March through July, ready to stymie another Chinese deployment simply by getting in the way. Such a concerted show of paramilitary strength would demonstrate that the littoral nations and their friends will no longer tolerate China’s salami-slicing tactics. There is a downside risk of deliberate collisions and the use of water cannons, tactics employed by China against Vietnam this summer. However, the more likely scenario is that Chinese vessels will choose to avoid confrontation on equal or near-equal terms, in effect resetting Chinese tactical assumptions and opening the way for more rational and mutually respectful outcomes.

EU backs peaceful resolution of West Philippine Sea dispute [philstar] - September 16, 2014
In a joint press conference with President Benigno Aquino III in Belgium, European Commission President Jose Manuel Barroso said the territorial disputes should be resolved without the use of threat or force.

"Let me stress that the European Union encourages all parties to seek peaceful solutions through dialogue and cooperation in accordance with international law, in particular, the United Nation Convention on the Law of the Sea," Barroso said.

In response, Aquino said the arbitral proceedings initiated by the Philippines in 2013 are based on international law.

Aquino also assured Barroso that the Philippines continues to work with China and the Association of Southeast Asian Nations for the early conclusion of a legally binding Code of Conduct in the South China Sea.

U.S. would welcome Japan air patrols in South China Sea

TOKYO - The United States would welcome a move by Japan to extend air patrols into the South China Sea as a counterweight to a growing fleet of Chinese vessels pushing Beijing's territorial claims in the region, a senior US Navy officer told Reuters.

Currently, regular patrols by Japanese aircraft only reach into the East China Sea, where Tokyo is at loggerheads with Beijing over disputed islands. Extending surveillance flights into the South China Sea will almost certainly increase tensions between the world's second- and third-largest economies.

"I think allies, partners and friends in the region will look to the Japanese more and more as a stabilizing function,"Admiral Robert Thomas, commander of the Seventh Fleet and the top US navy officer in Asia, said in an interview. "In the South China Sea, frankly, the Chinese fishing fleet, the Chinese coast guard and the (navy) overmatch their neighbours," Thomas said.

Furthermore, the US-led international effort to defend freedom of navigation and uphold international rules-based system received a tremendous boost when: (a) Australia renewed its calls to conduct freedom of navigation operations (FONOPS) in the South China Sea; (b) Japan committed to monitor more rigorously Chinese activity in East China Sea; and France announced its plan to coordinate the navies of European Union powers and regularize its presence in the volatile region.

He said last week the idea of a Spratly Island Peace Park could also be brought up in the ASEAN summit.

The establishment of peace parks would entail setting up a “decision-making body” which would have representatives from the countries. They should be experts in the field, and governments must not send “just anybody”. They must send the most qualified people, McManus said.

Defense ministers discuss defusing South China Sea incidents | Fox News - October 01, 2016
