April 10, 2013: China continues to maintain patrol boats at the Filipino Scarborough Shoal in violation of a deal made last June. Not only did Chinese patrol boats soon return to Scarborough Shoal but Chinese fishing boats are again operating there and even erected a flimsy barrier (with rowboats, rope, and fishing nets) across the entrance to the lagoon and dared Filipino fishing boats to cross it. Scarborough Shoal is in waters the Philippines claim (according to international law). The shoal is only 250 kilometers from the Philippines and 1,200 kilometers from China. Despite this, China claims ownership of Scarborough Shoal but has not yet used deadly force to assert that claim. What China is apparently doing is sending patrol boats from their fishery protection service to “protect their fishermen.” According to China, they are in compliance with the June deal, as they never agreed that Chinese fishing boats could not operate around Scarborough Shoal. The Philippines does not agree but has refrained from sending warships to the shoal and chasing the Chinese fishing boats away.

As the government awaits developments in its case against China in connection with Beijing's alleged excessive claim over the South China Sea, a fishing town in the province of Zambales has been feeling the brunt of the territorial dispute.

According to Mayor Desiree Edora of Masinloc town, the local fishermen's livelihoods have been "paralyzed" as a result of the continued presence of Chinese ships at the Panatag (Scarborough) Shoal, a disputed area.

Actually naga-attempt silang pumunta kaya lang itinataboy sila ng mga Chinese, Edora said in a recent interview. Marami na nakapaikot na mga malalaking barko. So itong mga fisherman na ito, ano naman ang kakayahan nila para lumapit nga e nakaharap sa kanila, baril. So ang ginawa nila, umalis na lang sila."

Mario Forones, a local fisherman, said ever since the standoff at the Panatag Shoal a year ago, he and his companions have to do their fishing in small boats to avoid detection by Chinese vessels.

Parang nakaw-nakaw na lang sir ang pagpupunta dun. 'Yung bangka kong malaki lalayo, tapos yung maliliit na bangka na ganyan, [na] hindi gaanong pansinin, yan ang nangingisda doon, he said.

Edora said they have received complaints that local fishermen were being driven away by Chinese ships stationed at the Panatag Shoals lagoon entrance , an allegation that the Department of Foreign Affairs (DFA) denied as early as last year.

Our fishermen has lost their livelyhood in the area but the Pres is still busy attending the campaign sortie of LP...what a sad reality :headbang: ...maybe its time for the DFA to see it for themselves so they will know that what they are saying is in complete contrast from what is happening

MASINLOC, Philippines - For decades, fishermen along the northwestern Philippine coast treated the teeming fishing grounds of the Scarborough Shoal as their backyard, less than a day's boat ride away.Now, they see it as a foreign country."I lost my livelihood when we lost 'Kalburo' to the Chinese," said Mario Forones, a 53-year-old who owns three fishing boats that worked the reef for about a dozen years before armed Chinese vessels arrived in force last April.

Locals call the shoal "Kalburo," their pronunciation of Scarborough. The Philippine government calls it Panatag Shoal or Bajo de Masinloc.Interviews with fishermen in two coastal Philippine towns - some of whom tried to fish the shoal as recently as this month - show how the Philippines has effectively ceded sovereignty of the reef about 124 nautical miles (230 km) off its coast after a naval stand-off last year.

European Parliament Adopts Resolution Supporting PHL Arbitration on the WPS Issue

23 April 2013 – The European Parliament adopted a resolution on March 14 approving a report which included its support to the Philippines’ arbitration initiative, under the 1982 United Nations Convention on the Law of the Sea (UNCLOS), in clarifying the country’s maritime entitlements in the West Philippine Sea.

In the said resolution, a paragraph on the West Philippine Sea was included, viz:
...underlines the global importance of the South China Sea through which one third of the world’s trade passes through it; is alarmed at the escalating tension and therefore urgently appeals to all parties involved to refrain from unilateral political and military actions, to tone down statements and to settle their conflicting territorial claims in the South China Seas by means of international arbitration in accordance with international law, in particular the UN Convention on the Law of the Sea, in order to ensure regional stability.
The report, done by the Parliament’s Committee on Foreign Affairs on European Union-China relations, likewise called on China to “commit itself to observing the UN Charter and international law in pursuit of its goals abroad.”

i hope something comes out of the EU's support... why not ask them to arm us and provide easier terms to pay for those items... there is a big chance that the EU would actually agree to these as they are currently trying to sell their excess defense articles due to their economic crises... :snipemo:
