Philippines 'Rejects China Deal on Disputed Shoal' - as China Denies Making Any Such Offer

The Philippines has rejected a Chinese offer to withdraw its ships from the Scarborough Shoal, if Manila did the same and delayed international arbitration on the territorial dispute.China's offer was made "informally through back channels", Roilo Golez, a former congressman and presidential national security adviser told the South China Morning Post yesterday.Citing a "very reliable source", Golez said: "The carrot is that there's going to be mutual withdrawal [of ships off Scarborough Shoal] provided the Philippines will not file the memorial [a "memorandum" setting out the Philippines' position on the dispute] on March 30."Another source said the offer had been made in January.In Beijing, foreign ministry spokesman Qin Gang rejected claims that such a proposal had been made regarding Scarborough Shoal, known in China as Huangyan Island.

you will see lot more action once the ITLOS has issued their ruling. its hard for the aggrieved party who is weaker at the same time to initiate aggressive action if they do not know that they are legally covered. for example, if we ram in scarborough and the bully respond by firing and we fire back and they fire lots more, they can blame us for starting it simply because ownership of scarborough is still in dispute, but if ever, ITLOS rules that we have rights to the shoal then obviously we also have rights to initiate aqgressive action if required so even if they claim we initated or started first, it will not hold water since we have the police authority , legally speaking...........By that time, hopefully , the PCG vessels from japan have started arriving and more PN assets and choppers ,aircraft are in place.

Like what some suggested put some of the retired navy ships to pcg. I would also like to either hire more pcg people or use place navy reservist to pcg.

Some 60 map illustrations by Western and local cartographers were unveiled to the public at the De La Salle University, showing that Scarborough Shoal, known locally as Panatag or Bajo de Masinloc, has always been part of the Philippines.

Foreign Secretary Albert del Rosario called the exhibit, entitled “Historical Truths and Lies: Scarborough Shoal in Ancient Maps,” “a compelling argument” against China’s indisputable claim over nearly the entire South China Sea.

Manila calls China’s far-reaching claims “excessive” and “a violation of international law” as it infringes on the territories of its Asian neighbors, including the Philippines.

“This meaningful exhibit strengthens our resolve to pursue not just any kind of resolution to our maritime dispute but a just and lasting solution grounded on international law,” Del Rosario said in his speech at the exhibit’s launching ceremony.

Book proves Scarborough Shoal part of Philippine territory

MANILA, Philippines - A book about the disputed Bajo de Masinloc or Scarborough Shoal, which strengthens the Philippines' long-standing claim over the area, was launched on Wednesday.

A collaboration between the University of the Philippines Institute for Maritime Affairs and Law of the Sea (UP IMLOS) and the National Mapping and Resource Information Authority (NAMRIA), the book "Bajo de Masinloc (Scarborough Shoal): Maps and Documents" is a compilation of documents that prove the Shoal has always been a part of the Philippine national territory.

"It's very timely because we're trying to convince the world especially the people in China that Bajo de Masinloc has been historically part of the Philippines since 1636 and there is not a single official map, ancient documents or ancient artficact showing China has ever set foot on Bajo de Masinloc," Associate Justice Antonio Carpio said during the book launch.

Chinese Coast Guard vessel rams 3 PHL boats off Panatag Shoal
February 4, 2015

A Chinese vessel rammed three Philippine fishing vessels off a disputed shoal, a radio report said Wednesday. The vessel allegedly belonged to the Chinese Coast Guard, radio dzBB reported on Super Balita sa Umaga Nationwide.

The Chinese vessel then rammed the Filipino fishermen's boats, damaging their outriggers. While the 29 Filipino fishermen were not injured, they were traumatized as they recalled two Chinese Coast Guard personnel aimed firearms at their direction. —Joel Locsin/KG, GMA News
