" But Sir you did not answer the question. Should I repeat it again? The question is can you confirm that there are 75 concrete blocks in Panatag Shoal?" Sir, the question is not about sovereignty but whether there is a plan to put up structures in Panatag Shoal. Is that true Sir? Sir, I know you fully understand the question but you seem to be beating-around-the-bush(evading the question). Is that true sir? .....you're dealing with pure blooded Communists!....Liars, no morals, heartless, godless, manhid.

^It gets worse: In a brief question-and-answer statement, Chinese Foreign Ministry spokesman Hong Lei addressed the following question: “The Philippine side reportedly said that China had built concrete facilities on the Huangyan Island. Please confirm.” Hong said, “What the Philippines said is untrue." ![]() Rappler So, the million-dollar question . . . who put those things in there? Aliens? Atlantis? Syrian rebels?

Speaking of the "Declaration of Conduct" it's so obvious that they made this agreement tailor made for us, "Tayo lang yata ang sumusunod dito, samantalang lahat sila ay Modern permanent structures na ang mga tinayo!" Continuously! Do as the Romans do...

Here is an interesting piece from the Naval Diplomat pertaining to the declaration of conduct. Also posted on these forums: ASEAN Should Reject a Code of Conduct in the South China Sea The only code of conduct worth having would be one by which China renounces its nine-dashed line of the region and the associated territorial claims: 1) Matches its words with deeds by evacuating sites it has poached from other countries' exclusive economic zones. 2) Stops asserting the right to proscribe certain foreign naval activities within the nine-dashed line. 3) Agrees that the purpose of any code of conduct is to lock in the UN Convention on the Law of the Sea as the regional status quo. Philippine foreign minister Albert del Rosario understands the dynamics at work in the South China Sea. "We think that China is trying to stay ahead of the CoC," del Rosario told Reuters this week. The code of conduct will look forward in an effort to defuse future controversies, not back to reverse past offenses. Beijing, accordingly, is pushing "an assertion agenda." - It will grab what it can, then agree to a code that guarantees it can keep what it just grabbed. That becomes the new normal. If ASEAN consents to a code of conduct anyway, it will have ratified the current state of affairs, including China's seizures of Scarborough Shoal and Mischief Reef, deep within the Philippine EEZ. Southeast Asian countries will have consented to a region wide protection racket, in hopes that letting China keep its past gains will purchase its forbearance and goodwill in the future. Philippines says China expanding territory before code takes effect Rosemarie Francisco and Manuel Mogato MANILA Wed Sep 4, 2013 8:41am EDT (Reuters) - China's planned occupation of a disputed shoal in the South China Sea is aimed at expanding its territory ahead of a regional agreement governing maritime rules, the Philippines' top diplomat said on Wednesday. "We think that China is trying to stay ahead of the CoC. We think that they have an assertion agenda that they are trying to complete before they are able to sit down and negotiate a CoC. There are some sectors that believe China's delaying action on the CoC is a strategic procrastination on their part ... because the CoC looks forward, not back. This kind of activity places the region in jeopardy in terms of peace and stability." - Foreign Affairs Secretary Albert del Rosario Reuters |

Philippines recalls envoy amid new China sea dispute AFP News - 13 hours ago The Philippines has called home its ambassador to China for consultations, the foreign department said Thursday amid fresh tensions in a long-running maritime territorial dispute. Foreign department spokesman Raul Hernandez announced ambassador Erlinda Basilio's trip after the defence department accused China of laying 75 concrete blocks on the disputed Scarborough Shoal in the South China Sea. Defence officials have expressed concern this could be a prelude to building structures at the shoal, 220 kilometres (135 miles) off the main Philippine island of Luzon and within the Philippines' internationally recognised exclusive economic zone. "She was asked to come home for consultations and will return to Beijing in a few days," Hernandez told AFP. Yahoo News |

PHI to Remove Concrete Blocks Erected by China in Panatag Shoal http://www.mb.com.ph/ph-to-remove-concrete-blocks-erected-by-china-in-panatag-shoal/ by Elena L. Aben September 10, 2013 The Philippine government is planning to remove the 75 concrete blocks believed to have been put up by the Chinese off Panatag (Scarborough) Shoal.Philippine Navy chief Vice Admiral Jose Luis Alano said this in an interview during the ASEAN Navy Chief’s Meeting in Makati City. The Department of National Defense (DND) last week reported that an aerial reconnaissance flight conducted by the Navy between August 31 and September 2 spotted 75 concrete blocks scattered in a two-hectare area in the northern portion of the shoal, also known locally as Bajo de Masinloc. With the sightings of the concrete blocks, Defense Secretary Voltaire Gazmin accused China of preparing to start construction inside the shoal. Since the discovery of the concrete blocks, Alano said there has been no changes in the situation in the shoal. He, however, said they are monitoring the situation in the area.“… the situation is still being monitored as to the development there,” said Alano, adding that the National Security Council (NSC) is now looking into it.So far, he said, “there has been no significant change.”When asked if the government has any plan to remove the concrete blocks, Alano replied: “Yes, as of now there is, that’s being discussed.”The Navy chief, however, declined to tell how the government plans to remove the concrete blocks.“That’s being discussed as to how to…but I do not like to preempt what will (be) the decision,” he said. |
