Concrete blocks by China seen in Panatag Shoal off Zambales–Gazmin
September 3, 2013
Quote:

The defense chief made the disclosure in a budget hearing at the House of Representatives where he said: “Concrete blocks were sighted (in Panatag) which is a prelude to construction.” He added that three coast guard ships were also seen last August 31.

Defense spokesman Peter Paul Galvez told reporters that more or less 30 concrete blocks were spotted in the northern portion of the shoal, estimated at two feet by two feet.

The concrete blocks were spotted over the weekend by a Navy plane patrolling the area.

He said the Department of Foreign Affairs was informed for appropriate action.

A military source confirmed the presence of concrete blocks and said the scenario appeared to be heading towards the same situation with Mischief Reef or Panganiban Reef near Ayungin Shoal, which is located 70 nautical miles from Palawan.

It's not to late to send the pcg to halt or even slow down production. While we're at it turn this into a huge media banana to the international community and especially our own people, this may encourage our government to increases military funding. Then convert the frigate budget into the fac/coastal corvette budget to build lots of vessels that are similarly deigned to the Taiwanese FACS/corvette, then if budget is tight then may have to delay lift/fighter program to procure land based SSMs+SAMs to cover our EEZ. But if budget is not tight then probably get more SSM+SAM or get fighters ASAP and ask Uncle Sam for training to prepare for a possible conflict.

IMMEDIATE ACTION NEEDED:
The Philippine Govt. should do something and make a resolve asap, WARN China now! If they don't respond, PH should do the unthinkable, regardless of our PN's limited capability, this is the time to show them, that, is red line for us.
Now, we need to make sacrifices, give a short quick warning and blow up those structures before it's too late... If we can activate our flyable F-5s or S-211s and do a quick hit n run while US on stand by within Philippine Area. No PN ships needed to go to Scar to do naval blockade, but except on the route where the PAF Jets are suppose to flyby within PH territory and airspace to give air support with air defences.

They should talk to the US and other allies like Japan regarding this situation, it is pretty clear that China is using this opportunity while The US is currently focused on Syria.

"When the Big cat is away, the big mouse will play!"

PH should include "the retaking of Scarborough" as part of the negotiations regarding the new basing agreement with the US... Everything should remain as "status quo" before...

WE CAN LET THEM SLIP PASS WITH THEIR SHIPS STANDING BY, BUT NOT PUTTING UP PERMANENT STRUCTURES! ESPECIALLY WHEN THERE ARE CASES FILED ON THE ISSUE AGAINST CHINA!

Careful with what you suggest your suggestion may trigger a global conflict and won't give us time to defend. This is why we should be patient and use the pcg to patrol and delay or slow down construction while we use diplomatic means to sort this out peacefully and while we wait for tha VFA to take into action. If we give them time then the next thing the chicom will see are us us,jap and ph warship patrolling the ph EEZ.

@fernandez,

I respect your opinion bro, but isn't this what we've been doing for the longest time, you know pretty well that it didn't do us any good, but only more to China's advantage.
The minute we bring back our ships to Scar, the quicker they'll push to finish setting up those structures, for the Chinese are trying to race against time before any PH/US basing agreement gets ratified. "We are being BULLIED only because WE ALLOW THEM TO BULLY US!"
China knows very well, the minute the agreement starts, they will have a hard time to do this or will fail of their objectives supporting their 9 dash line claim.

Feasible ways to stop China:

1) The only thing that Philippines can do as an alternative are to include - (US support PH claim, stand on Scarborough shoal, to help re-take the shoal)

2) US agrees on the background and to warn China directly regarding Scarborough as part of Philippine territories, like how they vocally and openly support Japan's claims on Senkakus Islands. Scar standoff 2 w/ US backing..

3) PH and US to agree on partnership to explore O&G in WPS PH territories in the future, use it as bargaining chip in a way of helping US Economy, US helping our AFP modernize to the fullest enough to counter China.

I totally agree with this suggestion...send in the PCG because its time that we draw the line so that the chinese will take us seriously...eventhough we still lack the capability but showing up in the Shoal will let them know that we have not given up our territory...use part of the Pork Barrel Fund to cover the operational expenses of our PCG boats...constant and not limited patrol will do

Having a heart and standing up to what is lawfully ours..?

Should have been last year, but continuously at the same time as the Chinese presence.

Unfortunately for the Philippines, we blinked and didn't do anything, now going back to the quote above, now it should mean STOP or ELSE regardless of our incompetence.. TO LET THEM KNOW THAT WE CAN BITE, REGARDLESS! :salute:
