Well, Manila can only do much, doesn't it... with or without "US advise" if there's any... but those advice may be for the better...

China won’t abandon Panatag Shoal

MANILA, Philippines - Despite the reported departure of Chinese vessels from Panatag (Scarborough) Shoal off Zambales, China will still not give up its claim over the area, a defense expert said yesterday.

“China will not abandon Panatag Shoal after exerting efforts to establish control of the area despite international pressure against it,” Rommel Banlaoi, vice president of the Philippine Association of Chinese Studies, told The STAR.

He said that leaving Panatag Shoal will run counter to China’s current strategy of maintaining control and influence in maritime areas that China considers an integral part of its sovereign territories.

China has made it clear it is not interested in negotiating with weaklings. Really, what would be the point? UNCLOS/ITLOS/diplomatic protests are also worthless since who would enforce them? Rallies & protests make a lot of noise, but so what? China does not care about any of that either. What it boils down to is protecting what is ours. If we patrol Panatag with PCG/PN and the Chinese open fire on our vessels and even sinks one of them, this would be an act of war BY China since it is well within a sovereign country's 200-mile EEZ. The point is, they are the ones who are committing an aggressive act. We then have permission not to be a "peace-loving people" (or whatever garbage terminology they want to use) any longer.

MANILA, Philippines -- China appears to be preparing to construct something at the Scarborough Shoal, Defense Secretary Voltaire Gazmin told congressmen Tuesday, noting that Philippine naval and air force saw “concrete blocks inside the shoal, which is prelude to construction.”

"As of August 31, we have noticed the presence of three coast guard ships in Bajo de Masinloc and we have also sighted concrete blocks inside the shoal, which is prelude to construction," Gazmin said at the hearing of his department's budget at the House of Representatives.

The defense chief showed photographs taken at the site, which he said were submitted, together with a report, to the Department of National Defense, Department of Foreign Affairs, and the Office of the President.

"I would suggest you frontload the acquistion of helicopters against fighters. Otherwise, baka mahirapan kayo sa budget na 'yan. Who will you fight, China? Maski ano gawin natin diyan," Biazon added. (You will have difficulty getting that budget approved.... There's nothing we can do about that.)

A number of suggestions that the Pnoy Administration needs to do ASAP.

1. File a complaint with the ASEAN re: Declaration on the conduct of parties for China to cease and desist from escalating the situation in South China Sea.

2. Summon Ambassador Ma and ask what those construction materials doing in Panatag shoal. Send the media to grill Ma to give an explanation.

3. The bigger fish is the Ayugin Shoal. Covertly send reinforcements to the Sierra Madre to secure the entrance to Reed Bank. (This is the "tinik", together with the filing in The Hague, in China's quest of South China Sea domination.

4. We had an opportunity to sign the purchase agreement last December for the Maestrales. The scheduled delivery was September 2013. This would have been an opportune time to send some ships and meet them head on if they begin construction in Scarborough Shoal. Whether it was expensive to operate the Maestrales in the long run or not it does not matter. As this situation develops the Maestrale purchase would be priceless.

On the other hand, as one American commentator said, if China continues to push its luck, the U.S. might as well arm the Philippines. Hmmm...F-16's?

Lastly, the mother of all "pork barrel" is in the hands of Pnoy. An estimated P130 B is one fat lechon stuffed with greens (not tanglad but money). Let's see if Pnoy knows how to exercise his executive powers.
