Free for all: Where any WA nation can become delegate so long has they gather sufficient endorsements.

Elections: The WA delegate is voted in by Caprecian citizens

Appointed: Where the WA Delegate is appointed by the Prime minister.

Free for all is what I voted for, just let whoever naturally gets the most endorsements be the delegate (if they are not active in voting, then people can withdraw their endorsement and pick someone else).

Obviously this vote was important to alot of Caprecians. Its been 7 days so I will await confirmation from either the consul or interior minister over whether the "free for all" decision is final.

I'd assume it would be ammended to go into the constitution.

On the contrary, seen as the WAD isn't mentioned at the moment in the constitution, an amendment won't be needed as, as far as the constitution is concerned, we are already operating a free for all system. (Free for all is the NS default if you will and, in the absence of direction from regional laws, the default remains.)
