President Akhin Ersch Announces He Won't Run for Re-Election in Coming Presidential Elections

Akhin Erch, President of the Confederation of Western Cardohesia since 320, has announced today he won't seek a re-election in the next presidential elections, on October 329. His announcement comes only two weeks later that the Republican Party confirmed that its Second Congress will be hold on May. The Congress was aimed to reform the political platform of the Republicans, who have been in power since the Confederation was proclaimed (although along different coalitions), and confirm Erch as candidate, or appoint a new candidate. No other candidate has announced his intention to run for President, although it is believed that the Mabhmir brothers are likely candidates. Erch announced that there are both personal and political reasons for this decision, which will be irrevocable.

"Despite all the problems we've faced, I am proud of our achivements and the nation we've built during this last decade", Erch declared. President Erch, 47, said that this won't be the end of his political career, and he will continue to be a proud member of the Republican Party, which he helped to found already 10 years ago. "I look forward to working on issues that I am most passionate about for many years to come", he said.

In his statement, President Erch defended his legacy by highlighting some of his achievements while in office. "From national security and independence to creating our health care system and supporting economic growth and development, along with Cardohesian integration, it has always been my top priority to find the best solutions for the citizens". He asked to the members of the Republican Party to prepare with care and dedication the coming Republican Congress, and support the new presidential candidate.

Akhin Erch was jailed during the last years of the Mevei Commonwealth, following the creation of the Republican Alliance and the protests which led to the Cardohesian Revolution, in 320-321. He was elected in 321 as the first President of the Confederation of Western Cardohesia, and reelected in 324. In both elections, he defeated the candidate of the Communist Party with a wide margin. He also confirmed there won't be changes in the Western Cardohesian Government at least until May. Currently, the Government is formed by a coalition of the Republican Party and the Ponteanic Socialist Democratic Party.

Western Cardohesian Presidential Elections: Adaar Mabhmir Wins First Round

Adaar Mabhmir, candidate of the Republican Party and Minister of Defense has won most votes in the first round of the country's presidential elections. However, he was short of the needed 50% of the votes to avoid a second round, a result which can be considered disappointed. Adaar Mabhmir aimed to be Akhin Erch's replacement in the presidency. His role as Minister of Defense in the D'Haran War, which received some criticism, and the economic decline experienced by the country as consequence of the disrupt of trade and investment, are considered the main causes of the poor result of the Republican candidate, who received about a half of the votes Akhin Erch received, only 4 years ago.

Mabhmir obtained 39.6% of the votes, while Ikan Tzicnal, the candidate of the Communist Party, was second with 34.1%. The two men will face each other in a second round on November 2th. The candidate of the Reformist Party was third, with 14.5%, while the Radical Party's candidate -a left-wing split from the Republican Party- obtained 6%. Despite the result, Adaar Mabhmir declared he was "best placed to become the next president of the confederation", and that he was confident that he was going to have a comfortable campaign. "I'm sure that our citizens will vote for stability and security over absurd promises", he said.

Communist candidate Ikan Tzicnal, who only recently replaced Nektal Thelakos as leader of the Communist Party, declared that -after a decade of Republican governments, it was time for a change. Tzicnal had promised to end corruption and bad practices, and his program included raising taxes and nationalization of foreign companies on key industries, along a more radical agrarian reform.

Communist Party's Candidate Ikan Tzicnal Elected Second President of the Confederation of Western Cardohesia

In a surprising outcome, Ikan Tzicnal, the candidate of the Communist Party, defeated former Minister of Defense Adaar Mabhmir in the second round of the Presidential Elections. Tzicnal achieved 52,1% of the votes, while Mabhmir received 47.9%. The low turnout -below 51%- has considered one of the explanations of the victory of the far-left candidate, along accusations of corruption to some local members of the Republican Party, headed by Mabhmir since last May. Although the authority of Mabhmir isn't considered questioned, this was the first electoral defeat of the Republican Party in a decade, since the Confederation was formed.

Ikan Tzicnal, 42, the General Secretary of the Communist Party since 328, will become the second President of the Confederation -replacing Akhin Erch, President since 321- and the first openly Communist President in a Cardohesian nation. The las months of the presidential campaign was centered in the economic situation, corruption, and industrial policy, issues which were more likely to favour Tzicnal's campaign. Two weeks ago, most of the polls still predicted a Mabhmir's victory -although for a minor margin- or a technical draw. While this article is being written, Tzicnal's supporters are waving red flags and communist banners on to the streets of Nawhal, Ludöek, and other towns. As soon as the official results were announced, President Akhin Erch read a statement, declaring he hoped "the new President will help to contribute the stability of the Confederation and the welfare of the citizens", and wished Tzicnal good luck. Erch also pointed the fact that "alternance in power is a key aspect of a democratic republic, along the respect of the constitutional order".


Since the proclamation of the Confederation, Western Cardohesian politics have been dominated to politicians and activists who had a prominent role in the Cardohesian Revolution of 320. Tzicnal, a former union leader, had only a minor role then, and many have asked if this result is likely to open a new chapter in Western Cardohesian politics. This, however, will have still to wait as the Republican Party has still a relative majority in the Cardohesian Parliament, at least until new elections expected in 6 months, a situation that it's not clear how Tzicnal is going to face.

Much of Tzicnal's electoral campaign was based in some controversial economic promises, such as the nationalization of foreign and national companies in key industries, increase of taxes and social spending, and a more radical agrarian reform. In foreign policy, Tzicnal has often criticized the "ambiguous and unclear position" of the Erch Administration, even if the Communist Party openly supported the Western Cardohesian Government during the recent D'Haran War. Akhin Erch's governments are considered to have tried a pragmatical approach with more influential countries, and favouring Cardohesian integration along the United Chieftains, which led to the signing of the Cardohesian Pact. During the last years, the Confederations has also kept good relations with the Trilateral Alliance -which United Chieftains is a member- although the Republicans aren't likely to be considered applying for full membership. It is not clear if Tzicnal will try to push for membership, now or after the next elections, but he has already mentioned that the Confederation may need some constitutional reforms, and a change in a more clear foreign policy.

Only time could ask if Ikan Tzicnal is prepared for the position, but many fear that the country's stability and calm position could be indangered by the economic policies of a party with such radical orientations.

Western Cardohesian President Announces Nationalization of Foreign Companies

President Ikan Tzicnal signed the law-decree, which will nationalize national and foreign companies of key industries. As consequence, the state will have now a complete control of the main oil company, Cardohesian Energy Consortium, and the national and affiliated companies of the Cardohesian Investment Trust will be nationalized and taken by the government. This will involve the nationalization of 19 Viratellan and other foreign companies, as well the nationalization of 4 national banks with partial Batavian and Jandrean ownership. The nationalizations will take effect on March 1st, until which time companies may negotiate the terms of the nationalization.

"We are achieving property and management in these strategic areas", President Tzicnal said. "This will give us control of own economy, and strengthen redistribution of wealth which belongs to the citizens of the Confederation. This will help to build a new and better Western Cardohesia". President Tzicnal said, though, that foreign companies are still welcome in the country, just not as majority stake holders of key sectors. Tzicnal declare that the government does not want "that the companies leave, but that they are minority partners. The owner will be the Confederation and the business will be in the hands of the Cardohesians...But foreign companies will still gain from investment in the country".

Chairman Nektal Thelakos denied that the joint Western Cardohesian-United Chieftains projects related to the oil industry will be affected, though. The nationalization decree will not affect the Pan-Cardohesian Trust, in charge of build and manage the joint oil pipeline. "Rather, the project will be strenghtened", Thelakos declared. The nationalization law was passed in the Cardohesian Parliament last week, with the votes of the Communist-PSDP Coalition, with support of the Cardohesian Party. The multi-ethnic party, despite critical of some policies of the new government, accepted to support the law in exchange of the promise of passing a new Agrarian Law reform in the coming months.

Controversial Land Reform Passed by the Cardohesian Parliament

A majority of the members of the Cardohesian Parliament, with the votes of the Communist-PSDP coalition and the Cardohesian Party has passed the Reform for Agricultural Ownership and Goods Act, also known as the Second Agrarian Reform Law. The law will ammend the previous agrarian reform, approved in 324, and it will introduce radical changes in the land ownhership of the country.

The law establishes the classification of all arable land in three categories: federal land, communitarian land, and private land. All owners and families who own more than 158 acres of arable land, will be forced to register their land. If the land is register as federal land, the ownership will be transferred to the Confederation -following a pacted compensation-, and a leasing could be negotiated with the local government. If the land is registered as communitarian, a cooperative -with state funding- will be formed, under a collective management. All citizens will have 60 days to register their land. If they register their land as private land, or if they fail to register at all, they would risk a forced expropiation by the state, established by the Ministry of Agriculture and Rural Development. The law establishes, however, that the land distributed, independently of its size, to tribal and local communities during the previous agrarian reform of 324, will be respected and have a special legal status.

The Reform is aimed, declared Chairman Nektal Thelakos, to correct some of the limitations of the previous agrarian reform. The 324 Law, also it allowed to relocate and give land ownership to more than 190,000 peasants, it had a rather limited outcome in land ownership. The law, disegned under the so-called “willing buyer, willing seller” principle didn't change the class and ethnic balance of land ownership. To the date, according to unofficial estimations, less than 7% of the Western Cardohesian population -most of them ethnic-Cardeans or settlers of Jandrean, Lomarrean, or Batavian descent- owned more than 60% of the fertile land of the country. The multi-ethnic Cardohesian Party has often denounced such situation, demanding not only ammends in the 324 reform law, but also an increase of federal subsidies, as many of the Mayrach or Kekerian peasants who favoured the redistribution of 324 were plunged into debts, as consequence of their less productive labour and resources.

One of the most controversial clauses of the law is certainly the established “compulsory sale” of private or unregistered law, along the limitation of the size of farms to 220 acres of land (300 acres for those with more than two children) and introducing a new federal land tax (the local land tax could be, however, kept, if local governments decide so). The expropriated land will be aimed to redistribution for landless and relocated peasants. The law will establish as well a legal and financial limitation to private leasing of land, although the mediation of the Ministry will be allowed and promote. The Government has also promised the creation of collective cooperatives with the new federal land, as well the relocation of former settlers in communitarian lands in Kardhesia, under collective management supervised by the Ministry. The law established a minimum wage for agricultural wages of 60 cardes per day. Finally, an additional clause will establish that landless peasants who purchase land from the government will be given forty years to complete repayment.

Representatives from the Mayrach communities called the reform “a historical achievement”, and praised the government, despite their recent criticism on other issues, specially economic and cultural issues”. Meanwhile, the Cardean-based Reform Party and the more controversial Minority Party, very popular between the settlers of Central Western Cardohesia, have criticized the reform as “unconstitutional” and “a clear violation of individual rights and personal freedom”.

President Ikan Tzicnal Replies to Batavian Threats

Ikan Tzicnal, President of the Confederation of Western Cardohesia, intervened in the Cardohesian Parliament in order to explain the Government position on the recent diplomatic conflict with the Batavian Government, after the Batavian Foreign Minister condemned in harsh words recent policies of the Western Cardohesian Government, and asked Great Entente members and other countries to act against the Confederation. We reproduce a fragment of the President's speech.

Ladies and Gentlemen, Ministers and Deputies, I address you on these special circumstances. I can only disagree with those who have declared, here and in the press, that the foreign policy of the current Administration is not clear, but I address you in order to avoid such misunderstanding. The Batavian threats are a serious and important issue, and they must be dealt accordingly. I realize that the usual reaction have been either dismissing them as cheap talk or outrage against them, but both positions are wrong. It is our duty, to understand the situation and answer it accordingly, I must repeat.

In a recent declaration, Batavian Foreign minister declared, as you all are aware, that some of the recent policies of our Administration were “brutal attacks -his own words- on the right to property”. Not only that, but he added that he asked to form an international “coalition to defend the interests and investsment of the Great Entente citizens”. One shouldn't be exactly surprised how some political leaders show a great deal of cynicism in foreign policy, but we do not see it often being expressed so bluntly...What does exactly “brutal attacks” mean? It does not mean anything, just another hollow phrase that men like the Batavian minister, with that typical false moralism and aristocratic and bourgeois charlatanism, enjoy to use. But it is needed to look upon the reality of such words, as materialists as we -or rather, men with a materialist understanding of the world- consider the only pragmatical method in the political arena.

Which right to property was the Batavian minister talking about? The right of property is protected by most of the so-called civilized nations, our Constitution and legal code included, in a way or another, that's true. Including nations and people whom men like the Batavian ministers would call “uncivilized” offer at some degree protection, in their customary and communitarian laws, to the property and possessions of their citizens or individuals. But the limits and extent of such right varies as much as constitutions and states exist. Both capitalist and socialist states, and those nation which are in between, establish limits and conditions on the right to property, along different definitions of the concept of property. This is not the place or moment to discuss in detail such realities. But this is not an unique and special feature of the right to property, but it could be applied to other kind of basic rights as well. Foreign minister Van Agteren could travel to MKE, one of this main international allies, disguised as a Kubanizan citizen and scream harsh words and profanities against the Emperor in some crowded square, and he would see how his right to free expression is respected [laughter]. Was the Batavian minister talking about some concrete right to property? It doesn't seem so, it rather looks as he was talking about some abstract and absolute notion -even metaphysical, one could say- of right to property.

The Constitution of the Confederation of Western Cardohesia, passed by the Cardohesian Constituent Assembly, and ratified by a clear majority of the citizens of our country in a fair and free referendum almost ten years ago, establishes: “The entire wealth of the country in its different forms, irrespective of ownership, shall be subordinated to the general interest...State initiative in economic activity is recognised. Essential resources or services may be reserved by law to the public sector, speciallyin the case of monopolies. Likewise, state intervention in companies may be imposed when the public interest so demands”. Therefore, the actions of our Administration were constitutional and legal, and no violation of rights can't be claimed. Unless, obviously, the Supreme Court establishes otherwide. And no, the Batavian of foreign affairs lacks such constitutional power [laughter]...The notion that exercising a sovereign decision, allowed by our constitutional order, can be considered a “brutal attack” is utterly ridiculous. The Batavian corporations and banks were aware, I suppose, of their existence. Could it be that such procedure is not allowed by the Batavian legal order? It could be so, but Batavian law doesn't apply in Western Cardohesia. It is true that the Batavian minister claimed that the claimed violation of property rights ignored “international law and establishing treaties? Which international agreement was the Batavian minister talking about? Nobody knows. The fact is that Batavian corporations and citizens must compel Western Cardohesian laws in the same way that Western Cardohesian companies and citizens are compeled to respect the law and constitutional order of Batavia if they establish there. In any case, the actions of our administration weren't a “general policy against Batavian interests”, but an action regarding a few concrete foreign companies. In no way our actions could be considered a discrimination against of Batavian companies or citizens as a whole.

And with the Batavian claim that they would deeply concerned if “any individual holding Batavian citizenship is affected” by our land reform, the Batavia Government showed his real face. This can only be considered a threat against Western Cardohesian sovereignty. Our reform has nothing to do with Batavia or any other foreign government, it is a national legislation aimed to end an unfair situation, prolongued for too long time. We do not pursuit a policy of revengue or reprisal. We've offered to all the citizens and owners affected by the reform a fair alternative, either by an economic compensation or through relocation in individual or collective lands. Those lands were acquired under a racist and terror regime which deprived the majority of our peoples of their basic rights and freedoms. It is our duty to solve such situation, allowing a peaceful and legal redistribution of land, in order a majority of our citizens are allowed to pursuit their own welfare, instead of a minority who benefited from a illegitimate policy...[protests from some Cardean MPs]. Our Reform won't avoid the welfare of any citizen, independently of their ethnic origin or economic class, but it will provide real chances for all citizens...Such [Batavian] position only proves that their position is just hollow rhetoric, disguised in false talk about “property rights” and “legality”, aimed to attack our national sovereignty.

All this would be a very comical situation if it wouldn't be for the real consequences behind the Batavian government's threats. They have spoken clearly. Batavian claims that they're “keeping all options on the table”, whatever that is supposed to mean. Those are real threats, which will be answered accordingly. What does it hide behind arrogant rhetoric as “mobilize the Great Entente to form a coalition to defend the interests and investment of the Great Entente” members? Only disregard against sovereign nations like ours. They consider our national sovereignty and laws as null and void, and they call for impose their national interests and their legislation on us, by all means necessarily. When the Batavian foreign minister talks about “defend the global investment climate”, he is speaking clearly, only with his presumptuous and hypocritical style. That is nothing but bluntly imperialism. That so-called “global investment climate” is just another name to impose the interests of the powerful states and the greedy corporations on weaker peoples and nations. A return to colonialism. The same colonialism that exploites without consideration the Iryiiad and other peoples in the name of “civilization” and “legality”. But no! That won't happen!

That is precisely the reason why our peoples rose up, already ten years ago, after decades and decades of exploitation and oppression, against the Commonwealth's colonial regime. Our process, with all its shortcomings, gave a signal not only to the region, but to the world. We can be proud of the two achievements of our revolution: the birth of the Confederation and the Cardohesian Pact. Two realities who gave a clear message that there is an alternative against the oppression of imperialist and oligarchic regimes such as Batavia. This is why this situation is not only about Western Cardohesia. Governments such as Batavia are frightened that our example will be followed by other peoples and nations soon. That tyranny and colonialism will end, if our national sovereignty, our free institutions, aren't crushed. But we won't allow that. I call for unity and responsability in order to deal with this crucial situation.
