Concept Landaran Treaty
Concept Landaran Treaty Preamble
The BATAVIAN COMMONWEALTH - represented by [insert representative here], the MEDO-KUBANIZAN EMPIRE - represented by [insert representative here] and the ARISTOCRATIC REPUBLIC OF RITTERSCHILD - represented by [insert representative here] have come to an agreement of establishing a treaty organization between these three nations that shall be known as the LANDARAN TREATY ORGANIZATION, named after the Landaran Sea in Iryiiad which connects the aforementioned nation-states, for economic and political cooperation.
RECOGNIZING that the Landaran Sea is of vital importance to the well-being of the aforesaid nations and their economies and that this sea is increasingly dominated by the Commonwealth of Nations, specifically the Holy Lanlanian Empire.
REALIZING that the monopolization of sea trade routes in the Landaran Sea are a risk to the prosperity and the well-being of the Batavian Commonwealth, the Medo-Kubanizan Empire and the Aristocratic Republic of Ritterschild [alphabetical order by nation name] and that the Commonwealth of Nations form a regional hegemony in Iryiiad, which means that joint political action is required to transform the international environment in Iryiiad in favor of the contracting parties.
SHARING the same interests, namely keeping the Landaran Sea and the Fiko Gulf open seas for trade, ensuring the free exchange of products, goods and services, maintaining peace, security and stability and sharing the same values, we have come together as nations to defend our common interests, morals and values.
DESIRING to transform the international political system and the balance of power in Iryiiad through peaceful means to expand and defend the breathing space that the signatories of this treaty require for the well-being of their peoples.
AGREEING that to ensure economic and political cooperation and collective security for the Batavian Commonwealth, the Medo-Kubanizan Empire and the Aristocratic Republic of Ritterschild, the following must be done:
Chapter I: Economic Cooperation
Article I: A customs union shall be established between the signatories of this treaty, meaning that: A. all external tariffs for goods and services from other member-states shall be removed; B. import quotas for the goods and services of other member-states shall be abolished; C. a common external tariff shall be established between the signatories against goods and services from outside this customs union; D. a common immigration barrier against immigrants from outside this treaty organization shall be established to protect the public order and public morality, but also the internal labor markets of the member-states; E. export subsidies on exports within this treaty organization will be banned, unless all member-states agree on a specific subsidy given by another member - in such a case an official amendment must be made to this treaty that will formally include a specific export subsidy;
Article II: The administrative barriers for the movement of capital between the signatories of this treaty shall be reduced to a minimum.
Article III: The signatories of this treaty shall equally participate in the protection of the sea routes that run through the Landaran Sea: A. each member state shall be assigned a maratime zone which it will have to patrol with the Coast Guard or any other maritime security organization in order to combat piracy and intercept smugglers and neutralize other threats against the trade routes of the members of this treaty organization; B. Commonwealthian merchant vessels passing through our sea trade routes must be intercepted and searched by the Coast Guard for illegal posessions or persons on board before they can continue their voyage;
Article IV: In order to protect our own economies, trade barriers against the Commonwealth of Nations shall be strenghtened: A. manufactured goods from the Commonwealth shall be imported against tariffs of at least 40% of the original value in order to protect the industries of the signatories of this treaty; B. companies that originate from the member states of this treaty organization will receive a preferred treatment when opening offices in other member-states over non-member states; C. agrarian products from the Commonwealth of Nations shall to be imported against tariffs of at least 40% of the original value in order to protect that agriculture and farmers of the signatories of this treaty; D. import quotas shall be established for all goods classified as luxury products produced in the Commonwealth of Nations;
Article V: A common external trade policy shall be established: A. see Article IV; B. the member states shall establish common import quotas for products and goods made by states that are a part of the Trilateral Alliance;
Chapter II: Political Cooperation
Article VI: The ministers of foreign affairs from the member states shall meet once a month at rotating locations to discuss international affairs, trade, bring up grievances and determine a common political strategy;
Article VII: The heads of government of the member states shall meet twice a year at rotating locations to discuss strategy, international affairs and improve the personal relations between the member states;
Article VIII: All decisions that are made between the members of this organization, all amendments to this treaty and all future innovations must be approved unanimously by all members; A. other nation-states may not apply for membership, but they can join this treaty organization through invitation - this means that if non-members want to become members they will have to convince entire treaty organization to send them a formal invitation; B. candidate members must have access to the Landaran Sea in order to qualify for full membership; B. candidate members must be approved by all member states; C. non-member states can apply for a 'preferential trade agreement' with this treaty organization - which means their products will have 'preferred access' into our markets through reduced tariffs;
Article IX: When a member of this treaty organization is under military threat or attack, the other members shall come to its aid: A. by providing military passage through its territory, airspace and territorial waters; B. sending as much military aid as needed to do what is necessary and to win that war and nothing less; C. providing strategic and financial assistance to the member under attack; D. providing humanitarian aid such as harboring refugees and delivering whatever people in need require;
Article X: Member states shall consult each other before responding to international issues regarding Iryiiad;
Article XI: Member states shall at all times support each other when dealing with the Commonwealth of Nations; A. in case of the members disagreeing with each other over an issue concerning the CoN, they shall solve their differences behind closed doors and never openly disagree with or defy each other;
Article XII: A Landaran Security Council shall be set up that will meet once a month at rotating locations to discuss matters of international security and military strategy and keep all nations updated of maritime, military and strategic developments; A. the Landaran Security Council will consist of all Ministers of Defence/Ministers of War, all military Chiefs of staff (Navy, Army, Air Force), all executive heads of the intelligence services and all executive heads of the domestic security services;

Did I forget anything? Im pretty tired now so I probably forgot important stuff. I think we should also include that our nations will start a joint nuclear program... for national security of course.

If you think the Holy Lanlanian Navy is just gonna sit by...you've got a cruise missile coming. 
And...there's both a Holy Lanlanian Fleet and a Commonwealth fleet in Iryiiad--the HLE operating out of Southerland, while the CoN from Sabine. Together, that's four supercarriers and four carriers, plus escorts, plus' patrol groups' (read: what the CoN and HLE have already patrolling the area), /plus/ amphibious groups. I don't think it's a naval war you guys would be particularly ready for...especially considering Sabine's strategic location.

There could arguable be setbacks between Ritterschild/Batavia and Lanlania/Sabine, though I doubt it if they express interest in this...as, we wouldn't have been trading much to begin with. :p
Can't say the much is particularly relevant to me. However, I do advise certain larger parties to not succumb to the temptations of weaker bodies. There's parts of this treaty that should be turn-offs, as they strip little bits and pieces of a nation's sovereignty. :p

Well, multiple problems I have with this draft that I would like fixed.
First off, in Chapter I, Article III:

This just sounds like asking for trouble. I'd like a definition for "sea trade zones", but whether that includes international waters or not I don't think the Commonwealth will be happy. By that I mean they'll most likely fight back.
And then this:

The Medo-Kubanizan Empire has no worries about its economy being threatened by the Commonwealth. I'm not sure how I feel about outright public discrimination against Commonwealth trade/goods.

I'd like Medo-Kubaniza to have control over its own immigration laws and tariffs. The Medo-Kubanizan heartland is in East Uroca, Zaroca, meaning that we have a much larger range of nations, immigrants, and trade partners that we have to deal with and I'd like the freedom to adjust our laws concerning them to be left with us.
Chapter I, Article IV:

Again we'd like to have complete control over trade laws concerning nations that have nothing to do with Iryiiad. The Empire already has official trade agreements with Falsea and Myeongju.

Perhaps we should change it to "must have access to the Landaran or Tethys Seas" in order to have a wider range of possible candidates in the future.

I understand your point, and like Lines said, this could potentially backfire and hurt our own economies. So I guess we could make the protectionist meassures less ...protective. But I still think it would be logical if our lil alliance maintains some protectionist meassures against the CoN to prevent our economies from becoming too dependent on the CoN, which is after all a major economic player.. particularly in our region. Out of geopolitical considerations, I think this alliance should take meassures to reduce the economic influence of the CoN over our own economies, even if it might hurt ourselves a bit.
We could also take the Bismarckian path: instead of treating the CoN as a threat, see it as a tool and an opportunity to our own security by strengthening our economic ties with the CoN - making it more difficult for them to be ...rude to us. I actually like both paths, but the first one of protectionism lies more in the IC nature of Batavia.

I see no problem with removing those two points, I mostly added them to generate some unity in our laws and markets (no worries, I am not the great Leviathan monster from Brussels that eats sovereignty for lunch).
