MESTRAN CENTRAL NEWS The Imperial News for Home and Abroad 3rd November 321 Backlash Amid Government Welfare Cuts by Tobias Ferris ![]() The Imperial Senate Building on the river I'vala The passage of the Monetary Equalization Law at the end of Autumber has been met with harsh criticism from many welfare recipients and their families. Thousands marched on the capitol, blocking the streets of I'balan as the protesters marched to stand outside the Senate Building. Margaret Batchfield expressed her displeasure, "Hey it ain't right what they be doing. I and my fourteen children need those money so we can survive. The government has no idea how hard it is to survive." Mrs. Batchfield a single mother of fourteen lives with her boyfriend of twenty years. She uttered several more unsatisfactory words as she walked away talking on the newest cellular device released by Synergist Industrial. Various other protesters had similar things to say, while some in fact were only their to support their families. Bill Rackley, 64, was marching to support his daughter, Sara, and son-in-law, Brad, who had fallen on hard times when Brad had been laid off as jobs were moved to the Anderis Province. Bill commented, "What I don't understand is how people who rightly need help are now being made to suffer by those who clearly abuse the system. The government needs to recognize this problem and make it work for those who need it and against those who clearly abuse it" Bill's eyes were clearly focused on Mrs. Batchfield as he justified his response. There has been no official word from the Senate on the matter, and police were brought in to keep the peace. A spokesperson for the Palace has confirmed that plans are being put into place to clarify and rectify many of the issues that legitimate families are facing. MESTRAN CENTRAL NEWS The Imperial News for Home and Abroad 9th April 322 Government Finalizes Welfare Reform Plans by Tobias Ferris The Imperial Government has made final plans to implement the new Welfare Program requirements issued by the Emperor following the backlash against the Senate after the passage of the Monetary Equalization Act in 3rd November 321. While many are still protesting the reforms, the government is rolling out additional tax incentives to businesses that are likely to be affected by the decrease in revenue as a result of the welfare cuts. These incentives and tax cuts will be funded by the money saved by the reform cuts and will remain in effect for at least five years until the mandate reform cuts are scheduled to end. At that time additional incentives and future cuts to the nations vast welfare program will be addressed by the Senate with the entire House of Parliament weighing in to help decide the future course of what many call a government handout. |

MESTRAN CENTRAL NEWS The Imperial News for Home and Abroad 8th May 323 Imperial Senate Outraged by Angleterran Representatives Comment by Tobias Ferris ![]() The Imperial Senate Building on the river I'vala The Imperial Senate is outraged today as US Representative Hao Xue calls for a cessation of relations with the Mestran Imperium. The continued expression of the actions taken by the Mestran Imperium as being an abuse of power have outraged not only the Senate but also many members of the Houses of Parliament for the provincial governments. Senator and Minister of Defense Suzzane Rodrigo told the press, 'We will consider all options when dealing with any and all potential threats to the Imperium. However there is no need for the brash outburst engulfing the Senate today. The statements of one individual has no strong bearing on Mestran-Angleterren relations. I wouldn't be surprised if some of our own political officials do not start demanding an end to relations as well.' The Imperial Palace has been quiet as tensions begin to grow. Insiders are speculating that the Emperor will make a point to contact newly elected US President Briscoe to discuss the situation further. Reaction from members of the Syntrealite Alliance have been rather moot, likely do the inclination that the comments made are nothing more than a publicity stunt aimed at gaining the nation of Angleterre some attention amid a region filled by the growing influence of the Mestran State. MESTRAN CENTRAL NEWS The Imperial News for Home and Abroad 8th May 323 Mestra braces for Olympic Surge by Paul Mathews The Mestran Government today has announced its plans for the upcoming Summer Games to be held in New Orleans, Angleterre. As many know Angleterre is the western most neighbor and one of the largest trading partners for the Imperium. Despite early fears that the nation would boycott or denounce the games, the government has continued to provide support for our western neighbors. The government has finished renovating several of the main bridges that cross into Angleterre and are planning to strengthen the border patrol along the border. The Ministry of Defense has released its plans to deploy portions of the army along the Mestran-Angleterren border to prevent illegal passage across the border. The government has contacted the Angleterren authorities to coordinate border security during the weeks leading up to the games and during. The Cias International Airport has finalized its renovations to allow more flights to come in. Many flights for Aero Imperial will be bringing in tourists for the games directly into Cias, or will be diverting the normal flight plans to Angleterren airports where capable. In other news the IOOC will be licensing out the Olympic Games digital streaming rights to Prism Entertainment, a Mestran company, whose Opo system is utilized around the globe and on various tvs, game consoles, computers, and various other hardware. The equipment and crew that will film the opening and closing ceremonies will be hired from Angleterren companies. Currently the IOOC has announced that game events will be recorded by Angleterren, Mestran, Lanlanian, Arkausan Confederation, and various other Nysan crews as part of a regionalized network. Crews are expected to coordinate with the Angleterren Olympic Committee. |

MESTRAN CENTRAL NEWS The Imperial News for Home and Abroad 10th Vernil 325 ![]() Crown Estate Finalizes Purchase of Varmout University by Paul Mathews The Crown Estate, the financial arm of the Imperium (Imperial Family), announced today that it has finalized the purchase of the University of Varmout in I'balan. Varmout University or Varmout as it is more commonly known has been the teaching institute for the imperial and royal families for the past four hundred years. The university which had received annual funding in excess of 1 billion Denari to manage its yearly obligations and pay for most of the tuition for the schools forty thousand students. With the transition to the Crown Estate, Varmout University will no longer receive general government funding from the Ministry of Education, and its financial system will be re-structured to reduce costs and the burden on the Crown Estates funds. Daily operation and current tuition, scholarship, and faculty salaries will not be changed. In another turn of events, the Crown Estate has announced it will begin transitioning government owned parks under its control. To aid in the cost of the transition, the Crown Estate will be receiving later this year and 4% increase to its government funded accounts. While some citizens have expressed concern and outrage, the documents release by the Estate early this morning indicate that several Ministries will have budgets cut has the transition is completed. Overall expenditure of the government budget is expected to be completed in the next three years. Our analysts expect the government to begin cutting taxes across the board as government costs decline and the budget is cut. A spokesperson for the Imperial Palace has stated that the Imperium's current objective is to reduce government waste while streamlining several programs across the nation. Several Ministries have hired consultants from industrial firms to help streamline government websites, paperwork, and to help cut immense red tape. Stocks: Stocks across several tech and industrial manufacturers rose today as news that the government had offerred special tax incentives to these companies. New manufacturing centers in the Anderis Province have begun to bring in record profits as the area grows rapidly with spending up for families who are purchasing goods and services. Agriculture declined on the news that food supplies would be in abundance after the Agricultural and Commodities Trade Treaty was renewed with Mestra's southern neighbor Gallia. |

MESTRAN CENTRAL NEWS The Imperial News for Home and Abroad 4th May 325 ![]() Fiance Ministry Releases New Tax Code and Budget Statistics: Stocks Soar! The Finance Ministry today announced the government will begin phasing in its new tax code which includes a reduction in overall taxes from 44.30% to 36.00%. The net loss in revenue for the government accumulates to 316,468,035,355.70. Apart of the plan is the restructuring of government agencies, programs and an overhaul to most Ministry systems to standardize and update them to modern standards. The decrease in expense to the ministry operations is providing the government freedom to reduce the taxes by a considerable amount. The recent purchase of the Varmout University and transfer of national parks to the Crown Estate {see Varmout Purchase } has reduced the Ministry of Education and Ministry of Agriculture & Interior's overall budget, respectfully. Despite this the Imperium has received a 1.07% increase in its annual budget. The question still remains how the increase in funds will be spent, some wonder if more money will be handed out to the Imperial and Royal Family. Despite the celebration at the decreased taxes, the government expects a near 63 billion Denari deficit as the transition is made. Treasury Minister Garrus Valko expressed little concern over the matter.

MESTRAN CENTRAL NEWS The Imperial News for Home and Abroad 4th February 326 ![]() Violent Protests in Corali Shock the Nation; Fears of disenfranchisement high. Cora, Corali Reported by Anthony Green The Mestran world was shocked late last night as violent protests erupted in the streets of Cora, the capital city of the Coralian Republic. The shock to the nation comes amid concerns by the Coralian government that their citizens do not receive equal recognition in the Imperium and are often treated as second class citizens when traveling to Mestra proper. Anguish over the establishment of an independently governed Corali by the Emperor after the annexation of the country following the Coralian War in 314 has gradually lead to a downhill slide in Coralian independence. Consistently the nation has found itself unable to act on the global markets as it had before it was, in the words of many now angry Coralians, "Conquered". As the Imperial Senate and the nobility continue to sap power away from the fledgling nation many are left to wonder is Corali really a nation, is it really independent? The protests started at 6:30 outside of the former Mestran Embassy, which now serves as the Governor's Palace. The peaceful demonstration of some 8,000 Coralians was planned to be a simple demonstrations of the resolve of the Corlian people to the Senate appointed Governor. By 9:25, the crowd had grown to an estimated 12,000 people. The increased crowd surrounded the Governor's Palace, and began stretching towards other governmental buildings. At 9:45, local law enforcement arrived on the scene with crowd control gear. It took just 13 minutes before violence broke out in response to the police force. 329 persons have been arrested since the rioting broke out; the police are searching for an additional 300 suspects who are believed to have been involved in the damage to property. Corali Governor Michael Sanchez has been evacuated from the country and is now scheduled to stand before the Senate later this week. As is suspected Coralians are demanding the Governror be returned to face justice by Corali law. It is not clear what the Governor would be charged with, as Imperial law supersedes the national law of Corali. Andera, Anderis Across the region in the Mestran controlled Province and territory of Anderis, citizens have been motivated to protest at the events occuring in Corali. There own lack of representation to the Senate and to the main government has caused some outrage among citizens there. Unlike Corali, there is no expectation of riots to break out in Anderis, where citizens are allowed a greater voice in the imperial government, albeit it small. In Other News

MESTRAN CENTRAL NEWS The Imperial News for Home and Abroad 16th February 326 Military Deployed to Corali; Government takes steps for a Peaceful resolution. Cora, Corali Reported by Anthony Green The Mestran Second Fleet out of Cora, Corali has been deployed from its dock at the naval base to prevent rioters from attempting to seize the base and its assets. Further military deployment into the city has begun, as the military is providing assistance to local law enforcement in their attempt to maintain peace throughout the city and the greater nation. When asked about necessary need for military intervention Admiral Alexis Drake, the head of the Joint Chiefs, stated; "Our need to mobilize military assets is to assist local law enforcement agencies to better secure their own homeland. I would assure the Coralian people that there will be no military patrols in the nation and that there are no plans to implement any form of martial law. Our primary goals are to keep innocent civilians safe from those who seek to do harm in their protests". It still remains unclear how military personal will be assisting local law enforcement, but with an estimated 4,000 soldiers deployed into the region, it is unlikely that a full scale military oversight would occur. The Coralian government does remain operational and unaffected by the military intervention. I'balan, Mestra Reported by Tobias Atwood The Imperial government has begun to take action with the crisis in Corali. Empress Isabella du Forza, a native born Coralian and daughter of the late Coralian King Bryan will be flying to the Coralian capital of Cora later today. She is hoping to calm the fears and tensions of the Coralian protesters and assure them that their government has not forgotten them. A Palace source has informed us that the Emperor will be flying down to the Anderis province to speak with the provincial government and protesters there. Anderis unlike Corali has had peaceful demonstrations and has been for the most part stabilized by the efforts of the provincial government and or the higher rights of citizens there. When asked about the recent developments, State Minister Suzanne Margo stated; "The government including their Majesties are taking this matter seriously. We are beginning an engagement of talks with the provincial and national governments of Anderis and Corali, respectfully. The violence that is occurring in Corali is very unfortunate but is being drawn out by the media as being overly hostile; we are making every effort to secure that nation and maintain a peaceful order there." Minister Suzanne Margo has remained confident that the rights of all citizens would be restored. Suzanne is the first woman and the first non-nobility to hold the rank of Minister in the Imperial Government. Her appointment last fall was a transitional step set in motion by the Emperor in a bid to balance power in the Imperial Government. In Other News

I'balan, Mestra Reported by Tobias Atwood The Defense Ministry today announced that troops in Corali would be removed as peace has been restored. The Emperor announced major transitions today in a public address of the 492nd Imperial Decree. Record of the Address "Ladies and Gentlemen of the Press, His Majesty the Emperor." His Majesty approached the bench as the gathered members of the press stood. The Emperor now standing before the podium motioned his hands downwards to instruct the assembled press to sit. He stood silent and still for a few moments for giving the Decree.
The massive effects of this sweeping Imperial Decree are likely to transform the empire into a vast modern democratic state. During questions His Majesty made several mentions of the kinds of powers that would be transferred from the throne and into the hands of the people. When questioned about the throne remaining the executive branch, His Majesty stated, "The matter has taken some consideration. I have come to this decision solely to provide stability as we transition to a more democratic state than before. I and my family have governed this nation with near absolute authority, though such powers are seldom utilized. My presence on the international community is well known, and my relations with other foreign heads of state will be critical as we move forward. I have no intentions to veto law passed by the House of Parliament except when absolutely necessary. As we move into the future and our new government is stabilized, such executive powers will be given to the Prime Minister." On other topics His Majesty was quite vague. MESTRAN CENTRAL NEWS The Imperial News for Home and Abroad 21st March 326 ![]() Markus Salrio Appointed Interim Prime Minister Markus Salrio, the Lord Chancellor of the Imperial Senate and the second most powerful man in Mestra, has been appointed as the interim Prime Minister. Following the 492nd Imperial Decree issued by the Emperor on the 10th of March, Markus is set to remain the second most powerful man in the nation as the Senate is set to be dissolved. Many critics are questioning the motives of the Emperor and long term political opponents to imperial rule have began a campaign against the Emperor. "Our fears are that the recent Decree is nothing more than a ploy as the Emperor moves to reassert his own control over the nation," says President of the Mestran Democratic League. However, the official announcement by the Palace which was released earlier today provides an alternative view. "Markus Salrio is the most appropriate choice to lead the nation in this time of uncertainty as we begin to transform our government. Markus' appointment will exist until all elections of parliament members has been concluded before the first elected Prime Minister takes office. We are certain that Lord Salrios' expertise and experience with governing the Imperial Senate will greatly assist this nation as we began dissolving various offices and institutions of this government." Lord Salrio, a long serving military officer and friend to the late Emperor Zacharus, has been a long term fighter for the rights of the common citizen, having worked his way up through the military ranks and eventually being knighted by the late Emperor. His mentoring of His Majesty Nicholas and his subsequent appointment to the position of Lord Chancellor have been pivotal to the countries well being. Rumors are abound though that Lord Salrio may run for Prime Minister when the election process begins. ![]() The Imperial Senate Building on the river I'vala Delay on the Dissolving of the Imperial Senate The Palace has confirmed that there will be a delay on dissolving the Senate until the new House of Parliament has been operational and able to govern. "Ultimately, our goal is to have a Parliament that is capable of governing. The body will be required to draft its procedural operations which will be approved by the Senate and the Emperor, once these have been passed into law, the transition of power will take place. The Ministries have already been separated from the Senate and have been re-established into the Imperial Council. Mr. Salrio will oversee the Council and the Senate during this transition, and he will be charged with maintaining order within the new Parliament." The Provincial Houses of Parliament are also being delayed in their dissolution as the Provinces are charged with reorganizing their governments. All of the core provinces have agreed to maintain the current structure of their provincial government. Corali is expected to establish a republic style system as is her sister province Canan. Anderis however has yet to make any final preparations. MESTRAN CENTRAL NEWS The Imperial News for Home and Abroad 25th September 326 ![]() The Mestran Empire formally dissolved; Markus Salrio elected first Prime Minister The former Mestran Empire was formally dissolved today marking a momentous occasion for the nation. Today in the halls of the Imperial Senate building, (now the House of Parliament), the Emperor signed the new constitution which had been ratified by the Provinces. With this move the former Mestran Empire which had existed as the current iteration of the nation for over 800 years. From the Emperor's Speech:
Many changes are abound throughout the newly created Federation, as the transition from semi-absolute monarchy to a constitutional monarchy take place. The Federation is divided into six provinces: Canan, Corali, I'valis, Emir, Valen, and Anderis. The new legislative body the Parliament replaces both the Houses of Parliament and the Imperial Senate and it is headed by the Prime Minister. The PM acts as head of Parliament and Head of Government, where upon the PM shall oversee the Ministry Cabinent. The former Ministries have remained in tact as they are transitioned into the Cabinet, with the Ministers being appointed by the Prime Minister with the approval of Parliament. The exceptions to this are with the Ministry of Defense and the Ministry of Foreign Affairs, whose appointments are made by the Emperor without approval by Parliament. The Executive Branch of the Federation is headed by the Emperor who acts as the Head of State. In this capacity the Emperor oversees the armed forces and foreign affairs. This established institution has been implemented to allow the elected government to focus on the nation domestically, while the Emperor may focus on the state internationally. Under the new constitution however, the Prime Minister shall advise with the Minister of Defense and Minister of Foreign Affairs, the Emperor on all matters pertaining to the international presence of the nation. Additionally the Emperor may not carryout actions without first consulting the Prime Minister, though this will not prevent the Emperor from holding meetings and talks with foreign leaders and dignitaries. The Judicial System will remain much the same, and newly created provincial governments will handle provincial affairs much in the same way they always have. While the government makes its final transitions over, the nation should begin focusing on our bright future. Markus Salrio the interim Prime Minister has been elected the first Prime Minister for the Federation. His expertise and knowledge of government functioning was the likely reason for his election. Mr. Salrio ran on the Imperialist ticket. The first term (6 years) is expected to focus mostly on stabilizing the new government. Several key political parties have emerged as elections have finally concluded: The Imperialist Party whose platform is to continue to project Mestran power both through military and economic efforts are likely to gain control of Parliament. The Social-Democratic Party is vowing to increase social programs to aid the citizens of the nation. Other parties are still emerging and we will keep you up to date with the latest happenings in I'balan. |
