October 317| Yokahari, Sainam - With all polling station closed, and all votes counted. Hitomi Yamade has been elected the first female President of the Federal Republic of Sainam; she succeeds Takashi Kaminogi after his twelves years at the helm of the Sainamese government.

Yamadel received 53% of the vote cast in the election. Kaminogi was the first to congratulate her before she accepted the election. This election saw the incumbent government of the Sainamese Democratic Party (SPD) hold a total of 261 in the Chamber of Deputies, while gaining five seats in the senate to give them a total of 52 seats; and total control of the Federal Assembly.

Hitomi Yamade Re-elected, SDP loses seats

YOKAHARI| With all polling stations across the nation closed, and all counting of the casted ballots finished. Hitomi Yamade, the first female President of the Federal Republic has been officially re-elected.

A total of 63,141,474 ballots were cast by the time the final polling stations were closed, putting voter turnout at eighty two percent, making it one of the highest turnouts in recent times. When final counting was finished, 53.1% of the votes cast; enough to prevent a runoff election. Her closest rival, Misashi Shibuto, of the center-right Sainamese Conservative Coalition (SCC) received 38.6% of the vote.

With this win, President Hitomi becomes the eleventh Sainamese President to make it to a second term, and the first female to do so.

It was also Assembly election time in the nation, which saw the ruling the ruling center-left Sainamese Democratic Party lose ground to the Sainamese Conservative Coalition, and the People's National Congress. The SDP saw their share of seats in the Chamber of Deputies shrink to 239 seats from a previous of 248 out of 452. The SCC gained an additional six seats, bring their total number of seats in the Chamber to 163. The People's National Congress also gained seats, bringing their total to 50, a increase of three seats.

Things were much quieter in the Senate, with only one seat changing hands, which was the SCC picking up another seat; but the SDP's majority in the Sainamese upper house, 47 of 90 seats remained intact.

Government plans to build nation's longest undersea tunnel from Hino to Anji

YOKAHARI| The government is planning to spend 30 billion marks to build the nation's longest undersea tunnel across the Arekuruu Strait.

The proposed 131.5-kilometre railway project would carry passengers and vehicles between the port cities of Hino on Yokahari and Shima on Shima island, according to Shima Bi-montly, an island-based newspaper. The report said the tunnel, of which 93 kilometres would be under water, would surpass the nation's longest channel tunnel - the 37 kilometer long Salkmark tunnel which runs between Akajime Island, and Salkmark

"It is a key national project that won the full support of Vice President Daisuke Yamagi when he was Senator in 314," said Professor Fugaku Ichijouji, a tunnel and railways expert from the Yokahari Academy of Engineering.

While the massive proposal must first be reviewed, Ichijouji said work could start as early as 326 and would take about seven years to complete. The Federal Railway Engineering Corporation would manage the tunnel after it opens.

For security reasons, the structure and design would mirror the 37-kilometre Salkmark Tunnel, which is possibly one of Zaroca's longest and deepest operational undersea tunnels, Ichijouj said.

Passenger vehicles would be loaded onto rail carriages and transported at up to 450km/h, shortening travelling time between the two islands to an estimated 50 minutes. Shima Bi-monthly said ferries between the islands, which are about 170 kilometres apart, require eight hours to make a single trip.

The tunnel proposal includes 20 comprehensive studies compiled by more than 150 experts over more than two decades. It could be submitted to the Federal Assembly with an endorsement from the academy as soon as next month, Ichijouj said.

YOKAHARI| Sainam's conservative leader Tanaka Hamuguchi was sworn in as the country's 18th president on Monday in the nation's capital, vowing to lead the nation further down a road to advancement.

Hamuguchi , who won the presidential elections on October 1st, promised in his inauguration address to revive the country's economy, which has seen sluggish growth recently, cut the nation's and to introduce pragmatic ideals into foreign policy.

"Sainam will be a nation where the government serves its people with devotion, a nation where the economy is robust and the weak and marginalized are taken care of and a nation where labor and management collaborate is in harmony," he said.

"We must move from the age of ideology into the age of pragmatism," he said. "Pragmatism is a rational principle prevalent in the histories across the globe, and practical wisdom useful in charting our course through the tides of globalization."

He stressed that Sainam will continue to strengthen the strategic alliance it currently has with the Commonwealth of Nations and seek peace and mutual prosperity with it's close neighbours, including the Medo-Kubanizan Empire.

The government said about 245,000 Sainamese attended the inauguration ceremony held in front of the Federal Assembly in Tagoya, central Yokahari, while media sources reported the participants reached a record high of 278,000.

Lanlanian Emperor Brendan Bonde, Kejian President Tani Naoko, Aurentine Prime Minister Harold Hawthorne, Seipanese General Secretary Tsun Yao Tsen, the Zanarite Emperor, and Mestran Emperor were also present at the inauguration ceremony.

The inauguration of Hamuguchi, who was a successful CEO of the Genryuu Group is regarded a positive signal for creating a business-friendly environment to reinvigorate the economy. The Sainam Composite Stock Price Index (SCSPI) rose 34.2 points the next day after election results were announced.

Following the inauguration, Hamuguchi is set to meet with Brendan, President Naoka, Prime MInister Hawthorne and General Secretary Tsen separately at the presidential office later in the day. Local media said Lee will visit Saitoki and Seipan in November to further strengthen bilateral relations with both states.

Federal Assembly passes framework for major tax reform

YOKAHARI| Today, barely a week after being sworn in the Federal Assembly approved the final version of a framework bill which enables the Government to implement a major tax reform. The Bill was immediately signed by President Tanaka. And after signing he marked the occasion as a step forward for the revitalization of the Sainamese economy. The bill will become effective as of 22nd of Autumber 329.

The Bill includes 16 articles through which the Assembly empowers the Government to enact the tax reform by issuing a series of decrees.

The principles which reportedly inspire the reform embrace general rationalization of the taxing system, a fight against tax evasion and base erosion, lowering of the tax rate, support for business internationalization, simplification of tax obligations, certainty and stability of tax rules, and an enhanced relationship between tax authorities and taxpayers.

Once the Bill enters into force, the Government will have six months to issue the respective decrees. In order to stimulate the process the Bill specifically provides that the Government must deliver at least one of the decrees within two months from the effective date of the Bill for preliminary review. It is also provided that the Government will report to the relevant Assembly committees on the work in progress every month.

Among the various areas of intervention addressed by the Bill, the following may be of interest for multinational groups with Sainamese operations.

New rules should specifically address the adoption by large taxpayers of internal tax audit models to manage and control their tax risk. Companies complying with such internal control models will benefit from incentives such as penalty reductions, simplified compliance and quicker advance rulings. The Government will also have to harmonize the current anti-avoidance rules with the general unwritten principle of Abuse of Law to provide more certainty to taxpayers.

Other areas of tax reform include:

  • Review of tax incentives and deductible expenses
  • Rationalization of VAT and other indirect taxes
  • Reform of the tax assessment system
