"Hm, I suppose you are right about the number of delegates. I guess I'm a bit biased; two delegates would be appropriate for a nation such as Florinthus, where there are two unique cultures who may have different views on a particular subject. The multiple observers would also be useful for a nation where there are many different parties that would be interested in what occurs in the meetings, such as the states of my nation."

Galdean Free Trade and Economic Cooperation Agreement

Preamble:

The nations of Galdea,

RECOGNIZING that economic cooperation promotes success

DETERMINED to lay the foundations of an ever-closer union among the peoples of Galdea,

RESOLVED to ensure the economic and social progress of their countries by common action to eliminate the barriers which divide Galdea,

RECOGNISING that the removal of existing obstacles calls for concerted action in order to guarantee steady expansion, balanced trade and fair competition,

ANXIOUS to strengthen the unity of their economies and to ensure their harmonious development by reducing the differences existing between the various regions and the backwardness of the less favoured regions,

DESIRING to contribute, by means of a common commercial policy, to the progressive abolition of restrictions on international trade,

RESOLVED by thus pooling their resources to preserve and strengthen peace and liberty, and calling upon the other peoples of Galdea who share their ideal to join in their efforts,

HAVE DECIDED to create the Galdean Free Trade and Economic Cooperation Agreement, whose aim is to achieve integration via trade with a view to economic expansion.




Article I: The Principles of GFTECA

Section 1:The Purpose of GFTECA

1.GFTECA shall be established on the principles of the free market.
2.GFTECA shall be dedicated to promoting the free movement of persons, services, goods and capital between the member nations, heretofore known as the "four freedoms", and the abolition of any restrictive policies that may limit the Four Freedoms between member states.
3.GFTECA shall also be dedicated to promoting the overall living standards of citizens of ALL member nations, and shall not create policies that would severely threaten the living standards of any member nation.

Article II: The Establishment of a Common Market

Section 1: The Galdean Economic Council

1.In order to coordinate and conduct the actions of the GFTECA, a Galdean Economic Council shall be established, in order to establish future policies of the GFTECA.
2.The Galdean Economic Council shall be made up of one delegate from each member nation.
3.The Galdean Economic Council shall only serve to craft common policies that promote the Four Freedoms.
4.The Galdean Economic Council shall meet in Denil, Florinthus to craft further policies at any point, should any of the delegates have a proposal for the Council. The Galdean Economic Council shall also meet on the first of January every year to create those policies as described below is Sections 2, 3, 4, and 5.
5.Proposed policies/addendums shall be ratified and added to the treaty by a simple majority on a standard poll of the assembled delegates of the Galdean Economic Council.
6.Policies, once ratified and added to the treaty, will not come into effect until twelve months after the policy was ratified.
7.The Galdean Economic Council shall work to craft policies as described in Sections 2, 3, 4, and 5.
7.All future policies not described in Sections 2, 3, 4, and 5, shall refer to this treaty as reference, one of the four freedoms, or the principles and ideals of the common market, as referenced in this treaty.

Section 2: Goods

1.To promote trade between the member nations, all tariffs will be set at 0% within twelve months of joining the agreement. This goes for all goods, be they edible, manufactured, or raw materials.
2.The common market being based on the principle of free competition, the Treaty prohibits restrictive agreements and state aids which can affect trade between Member States and whose objective is to prevent, restrict or distort competition between member states.
3.One years after the the formation of GFTECA, The Galdean Economic Council shall work to establish Common External Tariffs on certain goods for non-member nations.

Section 3: Persons

1.Two Years after the formation of GFTECA, the Galdean Economic Council shall work to establish policies promoting the free movement of persons within the borders of GFTECA, and to remove restrictions on the free movement of persons within the borders of GFTECA, as described in Section 3, Clauses 2-4.
2.Request that member nations remove policies that restrict the free movement of persons in GFTECA by requiring visas, or other forms of identifications to enter their nations borders.
3.Promote policies that enable joint-citizenship among the nations of GFTECA.
4.Promote policies that establish open borders within the borders of GFTECA.

Section 4: Capital

1.Four Years after the formation of GFTECA, the Galdean Economic Council shall work to establish policies that will promote the free movement of capital within GFTECA.
2.Promote policies that allow the common use of all member-state currencies as legal tender within GFTECA.
3.Six Years after the formation of GFTECA, the Galdean Economic Council shall work to establish policies that will create a unified currency and also request that all member states adopt this unified currency as their own.


Section 5: Services

1.Two years after the formation of GFTECA, the Galdean Economic Council shall work to establish policies to promote the free movement of services within the borders of GFTECA, and to remove restrictions on the free movement of services within the borders of GFTECA.
2.Promote policies that enable companies to have free-right to further their interests, be they new facilities, agreements between other companies, etc. within the borders of GFTECA, in the interest of the free-market and the further establishment of the common market.
3.Promote the abolition of policies that promote "protectionist-economics" within the member nation of GFTECA.

Hm, well, I don't think it would suit GFTECA to invite a rebel state into our fold, but should they gain control of the nation, then they would be free to join, I suppose.

OOC: I chose Galdea and Heractia only because I figured we needed a tighter knit union if we're going to make a common market, sice they need to be somewhat "common", you know? Those Andresians are more than welcome to sign individual deals with us or make their own union and make a deal with us.
