Oliver was pleased that events had not gotten away from him and his brief business with House Urquhart had been dealt with in a satisfactory manner. Now he was representing the state, not his house and he had to do what was best for the nation, not his family. Well, maybe not what was best for House Taris he thought, chuckling. He looked at his watch as they pulled up to the Palace of Marbleston.
"We're not late are we?" he asked his aide.
"Just a tad, m'lord" he replied.
The minister nodded and looked to the door as it was opened. He quickly stepped out and walked briskly into the palace, giving a wave to the press as he moved.

Ferrence and the Grand Duke led the way. The crowd would soon follow and the doors to the diplomatic room was opened. The Grand Duke and his Diplomat took their seats at the head of the table, with the other diplomats sitting next to them in a semi-circle. Ferrence's gaze to Conolly went away, and adjusted to the matter at hand.

Carlo-Felice spoke first, "I once again thank you all for coming. And I'd like to formally welcome Veldria's diplomats for coming. We're pleased to see you have arrived after all. First let me let you now why I invited you to Lomarre. The letter, of course were vague, however, I hope you understood the gist of it. My peaceful duchy wants to see our fair continent become more intertwined. For over 50 years The Grand Duchies of Lomarre and Äustlenburg have kept a unified currency system. Lomarre's relations with Florinthus has been excellent for centuries."


"Now, I'm asking for you, the representatives of your nations to come together. I think that it is time Galdresia becomes a more unified body. I called you here to discuss the idea of a Galdresian Confederation of Independent Nations. Not led by Lomarre, but lead by your nations top diplomats. The floor will be open to you all for questions, ideas, etc."

Ve'Saan nodded. "Among the learned peoples of my nation, this has been a debate for many years. To me, it would be beneficial for many nations to work together, but there are many matters that must be clarified for this to be truly beneficial. For instance, how would this union operate? We need to start simply, and think about the big picture. Is this union of nations going to be primarily centralized or decentralized? A unified currency, for instance, is a very centralized idea. Do we want to give this government jurisdiction over the nations themselves? How much power are we giving up for the sake of cooperation and unity?"

Ferrence stood up, "That wouldn't be a smart idea. At least not yet. Although the nations of Äustlenburg, Lomarre and Florinthus have a unified currency, it would be unwise to force other nations do do so. We're looking for a more of a decentralized confederation. After all, we'd like to restate that we'll be independent nations, after all."

Etain tapped a finger lightly on the table. "People... I think we're getting ahead of ourselves here. You're trying to debate particulars before we even have a general idea of what this will encompass. For instance, you mentioned currency. Before that, should we not be discussing trade in general? And what other matters are we to put into it? Common military assistance? Scientific research? Space exploration?" She leaned back and gave a light shrug. "Once we have agreed on the general areas, then we can break them down into specific categories and details."

Exactly, currency was just an example of a centralized idea. We can have a mixed approach where certain regions of jurisdiction favor a centralized model while others prefer to let the states be.

So, is this going to be a simple alliance with some specific trade, military, and technological agreements, or will there be a lawmaking body, a general council per se, that makes decisions for the union?

"I'm agreed on that point, a simple free trade, free migration, military & scientific cooperation treaty would be what we seek from this conference. Science and trade know no borders ladies & gentlemen, ignoring that fact will only prevent us from reaching our full potential. Currency on the other hand is a bridge too far. We would need certain regulatory body's to take power away from states to ensure the currency would be stable, but those same regulations would make the idea unpalatable to my government."

Carlo spoke, but remained seated, "Well, I would support a council, but the council would be in place to vote on new members for the Confederation or things such as that. Not to make new laws."

Ve'Saan continued. "Would a council really be necessary though? Couldn't a new member nation just sign a document and be accepted? I prefer a governing body because it's more versatile, but for the sake of quality debate, I can understand why it would be unneeded. If we really had to change the union we could just host another meeting such as this one."

"I do think a council is needed to approve new members and give an arena for debate on issues that may arise. I would say that it does not need to meet all the time. Perhaps once a month or when major issues happen that demand instant action."

Carlo-Felice nodded, "Aye, I agree with Miss Connolly. We can either have them meet here in Lomarre, or one of the dozens of Islands around the Lomarren coast. We'd be willing to give that said island away to be 'Independant'. It'd be neutral territory."

Ferrence would connect his laptop to the projector in the middle of the room. It was a news article from the Barryburg Newspaper. "The Pacium League becomes less of an Idea, and more set in stone."

Carlo sighed, "We're not the only ones looking to create a Continent-wide alliance."

"I think we're all in agreement about the need for some sort of governing body that would coordinate our cooperative efforts and ensure that the actions of our organization remain relevant as the times change. If we are, what if we simply created the union now? It would only be a foundation - a framework for future work - but would state that our nations are dedicated to cooperate with one another." Ve'Saan nodded as he spoke, clearly thinking through each sentence. "Then, with the union established, we can actually decide what we want it to do. We can decide how we want our union to govern itself, and then get to the actual work at the first meeting, should we choose to hold meetings. I think it wold be a good idea, as it would be hard to decide how and what we want our government to govern when we don't even know what the government is."

"To begin that discussion, I would like to put forth the idea of a governing body, a general council if you will, that would consist of two delegates from each member nation. This General Council would meet once every so often - it could be as often as once a month or as infrequent as once or twice a year - in some location - we could even have a rotating list of locations, should we desire. This council could also be called into session at any time by a member nation should there be a need or issue. that needs to be addressed."

"There are still several things to debate though, should we decide to have such a body. How will the delegates be chosen? Will we force one to be elected and one to be appointed, or will we simply allow each nation to decide on their own? When will the council meet and where? Do we want to allow observers from non-member states, just member-states, or will we meet in private? Should we allow observers, will we limit the number of them? There are a lot of things to decide."

"Seeing as how the delegates will be, in essence, ambassadors to this union, I would submit that they be appointed by their respective government. For that matter, why do we need two? I think one would be enough to express the wishes and concerns of their nation." She leaned forward and propped her elbows on the edge of the table. "And we certainly do not need 'observers' sticking their noses in where they don't belong. If they want to have a say, then they can petition to become a member."
