The Assurian President scowled, before turning back to the So'Karsan. "Regardless, I believe you are well on track to solving this predicament. Perhaps you might cooperate with Chairman Meow on combining the two proposals?" "Another note, however," Councilor Harder spoke up again, "Sir Smith, does your state maintain a catalog of bodies orbiting Phoenix?" The Noberian President nodded, glancing at his Andresian counterpart. Gabriel answered, "We have, between ourselves, identified over ninety-six percent of estimated objects larger than one-kilometer, and over thirty percent of objects between the size of one-hundred-forty meters and one kilometer. Four years ago we launched a more powerful space telescope than our previous models dedicated to identifying Near-Oracia-Objects. With this, our array of terrestrial telescopes, and a second telescope being discussed by our space agencies, we expect to have over ninety-percent of all N.O.O. over a-hundred-forty meters accounted for by 324. We are willing to coordinate efforts with national space agencies, which would likely expedite the effort." "Would your states make this information publicly available?" The Hegemon smiled. Ironos stood up once again "Emperor Valus has agreed to this treaty as well as the previous un-revised ones, as to you who are fearful of what you show. If you cannot stand in honor to prove your worth than return to the mud houses your ancestry came from, it is tiresome to hear the bickering of small details as per bureaucratic red tape. The heavens do not belong to man, and should you discover something there the chances are you don't need to hide it, and if you do then you would surely be in breach of this treaty anyhow. Instruments of destruction are the only real thing that can encompass what you would wish to hide. Or is it perhaps that you small delegates would force these honorable spokesmen to change this treaty for the benefit of you hiding your spying on your neighbor's wives? I stand with the treaty as it is your Honors." |

Premeir Tzzak stood up, "I agree with Representative Ironos, I have agreed with the treaty the whole way, but I wanted to see how some of the other delegates thought. Now I see that many of the delegates are insistent upon quibbling among themselves and avoiding the main issue.. Chairman Meow, President Smith and Hegemon Cortez have been kind enough to invite us to talk about the treaty, they have made most of the changes that you have requested, what more do you want? The level of paranoia in this room is crazy, this treaty in its original form is not designed to take away any sovereignty, it is supposed to help countries work together FOR THE GOOD OF ORACIA, however it is apparent that some of the attending countries are to paranoid to accept any kind of cooperation and their delegates are to immature to present themselves in a civil manner." Tzzak took a deep breath and turned to Meow, Smith and Cortez, "I motion for an immediate vote on the last revision that Chairman Meow has made, I hope that at least some of the countries will come to their senses and that we can finally end this ridiculous debate. Chairman Meow, can you pull up both the second and third renditions of the treaty? I would prefer the second revision but it seems that some feel so strongly against it that we must go with the third rendition of this treaty." |

Hayate nodded at the Premier's words " What the Premeir Tzzak says is honestly true, this treaty was made for the good of Oracia, but most of you can only think about destroying your political opponents, a way to make your nations richer, or are to paranoid to even understand reason." He looked at the representative from Taenus. "If your nation does not seek to aid in something that could make this world safer, maybe it would be better for your nation to return to it's shell." he looked at Councilor Harder "The Federal Republic shall also not sign any agreement that allows the deployment of kinetic strike systems, as they are many other safer ways to protect one nation." |

Premier Lance Stephens smirked as the arguments continued on, retiring to his seat as the delegations presented various revisions to the treaty. Personally, he just wanted this over with and would sign the piece of paper with his ballpoint pen as soon as he could. The comment by the Sovreignian representatives however, put him on edge once more. Gathering his last bit of anger for one final remark, he faced Carsten and retorted towards him, all his hostility towards the Kingdom of Sovreignry being thrust into his words. "Your accusations are baseless, and I find it hypocritical that you, a nation that has a proximity to launch a first strike on my homeland through the islands of Merish, will accuse us of wanting to blow you off the map. The People's Republic has already declared its intention to comply with the provisions of this treaty, yet your country, supposedly a 'democracy' refuses international peace and cooperation?" "The pride and paranoia of your country pierces even the high heavens, it's disgusting. If I was in the charge, I would've hones--" The Premier's words were cut off as Hopkins coughed loudly and gave Stephens a cautionary stare, saying something along the lines of stand down. Stephens moved his dark blue eyes between Hopkins and Carlsten, sighing as he retreated back into his seat. "Again, we must say that we are committed to the preservation of peace and global cooperation with all states regardless of political alignment. We shall sign the treaty into effect, and encourage everyone to do so as well." |

And contrary to popular believe, there is nothing in the first two proposals that forces you work with them. Do recall that you 'shall' only welcome them onto your facilities on a basis of reciprocity--suggesting negotiations and that they must trade something of similar value. Similarly, they would only be welcome to your launches after your consideration and, even then, on your terms. 'Facilitating' and 'encouraging' does not mean you must work with them, it simply promotes cooperation; details further in the treaty clarify that this cooperation is on your discretion." "Gentlemen," Chairman Meow intervened, "please, allow me the stage." Not waiting for an answer, he glanced at the United Socialist Premier, "Indeed, the third proposal is easily the most open. It prohibits the most damaging of orbital weaponry, and does nothing more. The other topics are rendered open-ended, not governed by law and at the discretion of each individual power. Quite frankly, I'm surprised the Taeunasan refused it so lightly, when it clearly sets no restrictions on anything but weaponry--weaponry the majority agree should be prohibited." As the man spoke, he absentmindedly pressed a few keys on his computer. The screen behind him broke into four, each containing a different version of the treaty. The original took up the left, followed by the second version and third. The final screen was composed of the So'Karsan proposal. "Now," the Chairman began, "let us review these, yes?" The Chairman glanced at the Hegemon beside him, turning away when the man passed him the tablet. Meow slid his finger over the screen, tapping in a few places, and the first treaty quickly grew dominant on the screens behind him. "The Original Proposal," Meow began, speaking into his headset microphone, "clarifies who maintains liability and responsibility for accidents and damages; declares outer space a place of peace and scientific inquiry; encourages international cooperation with fellow states through communication between those states; founds the International Space Agency as a documentation, janitorial, and observation organization; prohibits the orbital deployment of kinetic strike systems and missiles intended for land-assault; prohibits the orbital deployment of weapons of mass destruction; prohibits military establishments, military maneuverings, and military weapons testing on celestial bodies, though does not prohibit military personnel for peaceful purposes; protects astronauts as envoys; protects celestial bodies from being claimed as territory by corporations and nations; protects a launch State's property and constructs in outer space as it's own; protects the right of all states to use outer space, including celestial bodies, for scientific or otherwise peaceful purposes; and seeks to protect the environment and integrity of both celestial bodies and our own. "The Second Proposal maintains all this, while clarifying the role of the I.S.A. and protecting the right of all sapient life, rather than simply mankind. "The Third Proposal clarifies who maintains liability and responsibility for accidents and damages; prohibits the orbital deployment of kinetic strike systems and missiles intended for land-assault; prohibits the orbital deployment of weapons of mass destruction; and protects a launch State's property and constructs in outer space as it's own. This treaty does nothing more than this. Anything more than this and we start pressuring you to cooperate, a concept that some of you have rejected. "The So'Karsan Proposal..."
