A file was brought to the attention of the defense council. It bore the seal of the Carpathian Commissar for the Trilateral Alliance and was classified as "Top Secret". Codenamed "Operation Breakwater", it provided a detailed schedule for a nuclear proliferation program within the Trilateral Alliance. The Allied States would contribute money and technology to the endeavor, their extensive knowledge of nuclear and biological weapons would be very helpful in establishing a joint nuclear program.

The generals of the defense council reviewed it. The file had already been approved by the Emperor and the People's House and all that remained now was to be reviewed by the military high command. It was decided, then. Carpathia would invite the other Trilateral Alliance governments to send their scientists to Bucharest, in order to be instructed in the construction, use and maintenance of nuclear weapons. Carpathia will provide the blueprints for every piece of equipment needed, as well as help fund the efforts of the other member nations to build them.

The official invitations were sent to every Trilateral Alliance country and now, the Allied States waited. Operation Breakwater had begun and with it, the nuclear arms race of the Trilateral Alliance.

Premier Tzzak was sitting in the Politburo meeting, listening to them discuss matters of the state when the United Socialist Commissar for the Trilateral Alliance walked in. The room fell silent as he handed Tzzak a manila envelop, stamped with the seal of the Trilateral Alliance. The Premier opened the envelope, pulled out a single sheet of paper and scanned it momentary. He then rose to his feet and said "Members of the Politburo, the Trilateral Alliance has invited us to Operation Breakwater." Immediately, hushed speech started among the members as the discussed the potential outcomes and issues surrounding this issue.

Tzzak waited for the talking to die down and then continued, "As you know the Commonwealth has been kind enough to offer to assistance in our nuclear program..."

Several members snorted, "Dirty Commonwealth dogs just want to spy on us."

Tzzak glared at the offending members and then started again "However, I can tell King Bonde that the motion for nuclear assistance has not passed the People's Congress. Then we can begin collaborating with other TA nations on Operation Breakwater. Does the Politburo of the United Socialist Empire support Operation Breakwater?"

The members of the Politburo all nodded and Premier Tzzak rose and turned to the United Socialist Commissar for the Trilateral Alliance. "Commissar, please tell the Trilateral Alliance that the United Socialist Empire will support Operation Breakwater and that we look forward to further reports from the Trilateral Alliance."

The Commissar nodded and left the room, Tzzak turned to face the Politburo I look forward to the technological advancements that both Operation Breakwater and Project 142 will bring to us. Gentlemen, I believe that the United Socialist Empire is entering another era, we are stepping onto the international stage and with that honor comes much responsibility."

After finishing, The Premier sat down to applause and cheers from the members of the Politburo, and leaned backwards and whispered to his aide, "I just hope that we don't have any trouble from any other nations."

"So you're saying that the Trilateral Alliance's nuclear program has begun?"

General Secretary Louise Rourke was pacing back and forth in his well-lit office, a young aide sitting in one of the crimson couches nearby explaining the details of Operation Breakwater. Rourke stopped for a moment as the aide fumbled to hand him the document containing the seal of the Trilateral Alliance.

It took only a few seconds for him to skim through the document, eventually facing the aide as he asked, "When did the meeting took place?"

"The meeting, in which most members of the Council of Commissars, took place this Wednesday. I believe that meeting to start up the nuclear program coincided with the biweekly discussions of the National Economic Planning Commission, so you were unable to attend, sir."

"Yes, I remember now.", came the slightly lower voice of the President. Rourke was perhaps the only head of state to actually serve as the Falsean representative to the alliance as well, something he wasn't accustomed to but was nonetheless forced to accept following the decision of the Politburo.

"Go on ahead and inform Bucharest that we'll be present in the beginning of this joint endeavor.", he finally said as he returned to his mahogany desk, placing the folder as he contemplated who to send in the operation as Falsea's representative.

The President knew the sheer amount of nuclear weapons, both old and new and in various forms, the People's Republic has been developing for years. This was an opportunity to help the Alliance's members be more secure against foreign aggression and obtain additional sources of uranium for the country as well.
