"That is true, the lack of a land border would be a possible blockade to cooperation, however I believe we should not let this hinder our efforts.", he said first in response to the Belgen monarch. Allowing the entry of foreign capital and goods into the whole country was not a bad idea, but it would most likely endanger his position at the next National People's Congress due to the more hardline members of the Falsean People's Party.

"With regards to this, I believe we can create a sort of arrangement to allow the citizens of our respective countries to be able to travel freely, as well as conduct business even", he said after. Tourism was almost always a strong point for the economy, especially considering the beauty of the country's natural environment.

"Moving on, a customs union does sound enticing. Aside from the FTA, I can also add that the Falsean government will cut corporate taxes to any Qingese and Belgen companies investing in our country. A common trade policy...well the country's flexibility in trade with many nations allows our export-import sector to stay afloat, although, if it would not infringe on the currently existing FTAs the People's Republic has with other nations, then there should be no issue."

Aurellia Westerwelle replied “Well that shouldn't be a problem then, we should agree to the amount of taxes to be lowered in a percentage figure, let’s say 5% down from our current corporate tax rates? Although these are only suggestions gentlemen afterall, we don’t want to do too much too fast. ”

General Secretary Aiyong Laoh interjected. “Such an agreement is feesable, but would the Falsean legislature allow more liberal market policies? We have to consider that position, however if Mr Rourke says its not problem then I trust it wouldn't be, we must however stipulate terms like fixed reduction figures on this agreement, who wants to be the first to propose such numbers? We need to conduct a full cost and benefit analysis here.”

Rourke nodded at the suggestion of the Belgen monarch. "I must support the suggestion by the Empress to begin with a 5% slash on corporate taxes, as a first step in getting to know one another and encouraging foreign direct investment for our countries."

The statement by Laoh struck the Falsean as soon as it reached his eardrums. While the Falsean National Assembly, a meager body of 90 elected and 10 appointed party representatives, was indeed a rubberstamp parliament in most cases, it was the hardliners in the party Central Committee and Politburo that would present their vehement opposition to any sort of "market liberalization".

But then again, with him being virtually Falsea's dictator as both ceremonial head of state and as head of the Falsean People's Party, he could most certainly make decisions without the full support of said organizations. With Stephens' realpolitik foreign policy and a majority of the government's inner circle behind him, these measures couldn't possibly fail to pass.

"I'm sure we could make compromises on the extent of the cooperation. Now, shall we recap what we have discussed so far?", he said with a clap, facing both leaders. "A customs union including a free trade agreement and common trade policy not affecting our other current trade operations, slashing of corporate taxes...are there other suggestions any of you might have in mind? perhaps a travel treaty of some sort?"

General Secretary Aiyong Laoh replied. "Well Belgëreich already have a freedom of movement agreement between our states and have over 20 years, however Falsea can be treated the same way...How though is the question? Any ideas Your Majesty?" He asked while looking at Aurellia Westwelle with a warm smile.

The Empress replied “Well I think we will leave that to the Falseans to come up with their ideas of freedom of movement. However I also have to bring about other matters, a non-aggression pact as well as intelligence sharing and a possible extradition treaty, say allowing all of our intelliagence outfits to have offices in each of our nations. Thoughts gentlemen?”
