Hayate sighed, "So be it, a request for a few hundred DU troops could sent in the coming weeks. I fully understand your decision, and please excuse my persistent behavior; I can fully understand that you are just looking out for the interests of your people."

He then nodded at Francis's last statement "Yes, plans are in order for the construction of an base in the area, it would be a joint army and airbase, and stationed in close by as to provide an optimal response time should something go wrong."

He looked at Francis "Have we come to a deal then ?"

"Indeed. I'd like it on paper, however. A treaty, detailing the joint construction venture, the joint adventure against the indigenous, and any further agreements between our states. Your chief engineers should also begin arriving within the next month--I shall ensure they have ample quarters in the city--to begin coordination and planning with Spacian personnel."

When it is completed a copy shall be sent over for you to read over for yourself." he rose up from the couch and put his hand for a handshake "Our chief engineers shall probably soon; so that is good to hear." he smiled "It was pleasure discussing with you Premier Francis."

March, 17th, 312 RE

Kazue surveyed the room as she sat down, it was fairly small; seating about ten people she estimated. The seats were arranged in two of rows of five. Most of the seats were already occupied, and there was the slight sound of chatter as the other occupants chatted with one another.

At the front of the room on a wall sat a monitor, it look at least 15 ft wide and 10 ft high. It's main purpose could only be for presentations, as most televisions in Oracia were much slimmer and way smaller than the gargantuan screen before her.

A few minutes passed before the door she had entered through opened, a group of men of both Sainamese and Porte Spacian decent entered; the proceeded to towards the front of the room were the giant monitor stood, a table was soon laid out and a cloth covered object was placed onto it by to of the men.

"Good evening ladies and gentlemen," began a middle aged Porte Spacian "you have been gathered here today because you are some of the brightest minds in your field." he clapped his hands together at this statement. "You already wonder why uou are hey, neh ?''

Most of the heads in the small room nodded at this question, Kazue the most.

"It's fairly simple really," the man began "you have been chosen to help participate in a joint venture between the Federal Republic of Sainam, and the City State of Porte Spacia." he smiled "What would such a joint venture be you mask ? It fairly simple." he gestured to one of the men behind him who then proceeded towards the covered object.

When he finally reached, he pulled off the cover that was on the object revealing a scale model of Porte Spacia with a completed Space elevator.

The turned back around "That is the joint venture, with the aid of the Sainamese government and it's allies; construction of the Porte Spacian space elevator will be launched in the coming months." The screen behind him then turned on "Most of you might of heard of the Western Space Elevator, owned and operated by the Andresian League," a picture came up on the screen showing the thing the man spoke of just seconds before.

"With this elevator, the Andresian League can launch objects into space at a fairly low cost compared to other methods being developed and used today, this gives them a fair advantage in space." A diagram of a space elevator appeared next."

"It's a fairly simple concept, a space elevator would entail a carbon nano-tubes composite ribbon anchored here on Oracia that would stretch to a counterweight located in space. Mechanical lifters attached to the ribbon would then climb the ribbon, carrying cargo and humans into space." The man swept his eyes over the audience.

A hand shot up from the front row on the left side, and the Porte Spacian man acknowledged it, a man of So'Karsan descent then spoke. "How would set a about building such a thing ?"

The Porte Spacian man nodded, and the image behind him change.

"It would first require the construction of an initial seed nano-tube cable, that would be launched into space. The cable would then be lowered down back to earth, and anchored here. Then the climbers that would used to carry cargo into the future, would be used to carry up more carbon nano-tube cables, widening the original cable each time." the image changed again to that of a space station.

"All of this would then be anchored into a space station, that would serve as a counterweight to the pull of gravity." the man sighed lightly "That's a fairly watered down version of the construction process, but that is the gist of what would be taking place." he scanned the room once again.

"Any questions ?" all the gathered hands shot up.

April, 26 th, 312 RE

Preparations started one week after, with the design for the base of the elevator approved and a site chosen, 1 km of the coast of Porte Spacia, connected to the city by a bridge of about one km in length. The construction process would entail the implanting of large numerous concrete pilings into the bedrock of the Cartic Gulf, that would then be made into separate foundations. One for the main body of the elevator base, and a smaller one for the operations area.

After that was completed, construction would begin on the main body and operations center, with the construction crews working 24/7 with 12 hour shifts; construction would take approximately three and half years to complete. Construction of the bridge would be happening simultaneously as the base structure for the elevator, construction would take approximately three years.

With preparation for construction of the anchor point under way, the attention of the Sainamese and Porte Spacians in charge of the construction project turned towards other matters. Such as the construction of the counterweight in space, and the very important carbon nano-tube cables.

Out of the two, the carbon nano-tubes would the easiest to fulfill; all that was required enough factories to build the immensely long cables. Two hundred and seven were needed, and manufacturing would distributed between those states aiding in the construction; mostly Sainam, So'Karsa, Lanlania and Porte Spacia.

On the other hand, the counterweight would be the most challenging. Since both Sainam and Porte Spacia lacked space programs, both were incapable of any kind of space travel, and thus construction of the station that would serve as the counterweight was made impossible.

Solutions were thrown back and forth during various meetings, when one day a simple aid who was present during one of the meetings gave them the answer that had been staring them in the face.

Following a recent meeting between officials in charge of the construction of the Eastern Space elevator in Porte Spacia, members have come to the decision to ask the Lanlanian Commonwealth to aid them in construction of the facility, more specifically the part of the elevator that requires access into space.

With the aid of the Lanlanian Space Program, they beleive that construction of the elevator could be completed on time.

December, 23 rd, 312 RE

"The Andresians have agreed to supply us with the final 10 CNT cables, it us while to finally convince them to aid us aspect; but after a few slight promises by the Porte Spacians, they finally agreed."

Takashi nodded, he was presently in his office listening to a report by his Foreign Secretary who had recently returned from a joint negotiation with his Porte Spacian Counterpart to the Andresian League to secure some CNT tubes, and a contract for launching the pieces of the space station.

"Do you have a report on the pace of construction ?'' Takashi asked

Hayate nodded, and then handed him a folder "That was given to me by the Porte Spacian counterpart, I skimmed through on my return, mostly information on the progress of the anchor point and bridge, the rate at which their factories are producing CNT."

Hayate looked at Takashi "Oh, and a question pertaining too our plans to construct the airbase and begin the removal of the natives living in the outskirts."

Takashi scowled, he had been pushing back that issue every time the Porte Spacians brought it up over the last ten months.

"Why did you say we would do that again ?''

"Cause, with the Porte Spacians all holed up in their city; it basically gives us free reign of the territory surrounding them." Hayate smirked, chuckling slightly

Takashi sighed "Alright, tell them operations shall begin in the coming months, but first we must set up a minor airfield to handle the relocation of the natives."

Hayate nodded, a slight smirk on his face as he left the office.

February, 4 th, 313 RE
25 km North of Porte Spacia

Sergeant Oshida Yamamoto pushed through the dense brush as he proceeded forward, his men doing the same. The midday sun was high above, shining it's intense rays down upon Oshida and his men; also combined with the humidity of the tropical forest, it was safe to say it was a horrible time to be moving through the jungle.

Oshida looked back, turning his head looking for a certain person in particular. He found the person he was looking for instantly, it wasn't a hard task, the person stood out with the style of clothing and markings upon his face. Compared with the military clothing of their own.

Oshida beckoned the man forward, and in native Kyoman , proceeded to ask him if they were headed in the right direction. When he nodded he gave the command for them to continue forward, and soon followed after.

They traveled for two hours more before they came upon their destination, a small sized native Kyoman
settlement, he gave the order to stop; and soon the native Kyoman man came forward.

"I would like to speak to the chief of this settlement." Oshido spoke to the man. The man nodded, then proceeded towards the village. Other villagers were wandering around the village, they had stopped what they were doing when we had come out of the forest, most stared at them in curiosity; but others were looking at them with slight fear in their eyes.

Oshida hoped the events that had transpired when Sainam had colonized the areas north-east of here had not spread, if it had not, it would have made this operation much easier, and if it did; he held his gun a little closer to his chest.

He was dragged from his thoughts when he saw the native Kyoman man returning with a somewhat elderly man following behind him. A few seconds passed before the man was in front of him with the elderly man.

The native Kyoman manned then bowed to man before departing.

"Are you the leader of this village ?'' Oshida asked in Native Kyoman.

"Yes. May I ask what do you need of me ?" the elderly man replied


Oshida nodded "Good then, I come to you bearing a proposition. On the request of the City State of Porte Spacia, the Federal Republic of Sainam shall aid in the removal of all native tribes located within a 100 km radius of the city, in return for this all tribes shall be moved to a location that has been deemed suitable enough for habitation."

Oshida stared at the elders face, shock was evidenced on his face. He was basically asking them to uproot their lives, and move away to somewhere else on the request of foreigners. Oshida understood how the man felt, as if was asked to do the same thing. He would probably feel the same way.

The elder stayed silent for a few minutes before answering "I shall accept your request, as I beleive refusal shall have unpleasant consequences."

The man was right, Porte Spacia had informed them that if the natives didn't move willingly, they would be removed forcelly. Oshida then smiled at the man's response.

"Transportation shall arrive in the coming weeks to help transport you to your new home. Now I believe it is time for you to tell your people your decision."

The elderly man nodded before turning around and proceeding back to his village, as he watched the man return to his village Oshida hoped the other similar operations to this one went as peacefully as his.

March, 17 th, 313 RE
15 km North-West of Porte Spacia

"That the last one ?" asked Oshida, he was currently staring at a Federal Airforce CH-85 Pelican that was presently landing. It hovered in the air for a few more minutes before slowly descending and softly touching the hot asphalt.

"Mhmm, that's the last of them." replied a solider, they were presently on the Sainamese Air Force base that had begun construction a little more than a year ago. Most structure were completed, with only a minor details to completed.

Oshida nodded in reply as he watched as the cargo doors of the Pelican open and it's cargo starting to be unloaded. One by one men, women, and children began walking out of the aircraft, all of native Kyoman descent. They were brought to be registered, and then relocated to their new homes further into the Cartic jungle. Far away from the Porte Spacian settlement.

He continued to watch as children clung to their mothers tightly as they were ushered of the helicopter, and into one of the temporary structures built to facilitate the process. Oshida had seen the process many times before, but even after all that time. It still didn't feel right to him.

He had complained to his superior officer that what they were doing was wrong, but all he had gotten in reply was a "You're right, but their is nothing you can do about." So he had shut up, and continued obeying the orders given to him.

Fifteen minutes passed before a group of natives exited the building, they were escorted to a waiting pelican further down the tarmac. It continued like this for another Forty-five minutes, before the last native was registered and loaded.

The Pelican's pilots then started the engines, it two massive rotors spinning until in created enough lift to allow it to take off, Oshida watched as it took off into the Cartic sky. Taking with it, a cargo off native Kyomans to their new homes far away from Porte Spacia.

March, 20 th, 313 RE

"The operation in Porte Spacia is complete sir." stated Hayate, he had just returned from another meeting with his Porte Spacian counterpart. They had discussed mostly trade and military agreements, though the joint military operation that was taking place in the forest around the city was also discussed significantly.

Takashi grimaced slightly at that information, he had been mulling over his decision to continue with the operation over the weeks. He had approved the removal of thousands of people from their home and livelihoods, forcing entire villages from places that they had considered sacred for centuries, and all on the whim of some paranoid Porte Spacians.

"Any casualties ?" Takashi questioned

"One, a marine died while saving a native child from a large wild cat." Hayate answered, he then proceeded to hand Takashi a folder. "That folder contains a full report of the operations, details such as number of natives moved, and casualties are included."

Takashi nodded, dismissing Hayate with a wave of his hand, who nodded and proceeded to leave the room. Takashi then picked the folder and began to read."

"Contact was made by Sergeant Oshida and his unit........."

December, 24 th, 313 RE

"WHAT !?" People cringed as the shrill scream rang throughout the room. The source of this scream was none other than Kazue, she had just been informed some bad news and she tended to show her emotions easily in such circumstances. The person who had delivered the was presently rubbing his hears checking to see if he could still here out of them.

Kazue took a deep breath before calming down and facing the messenger once again. "Could you please repeat that please." she stated quietly.

The messenger nodded before before taking a breath and repeated the message. "At 1800 hours today, while en-route to the Andresian League, the aircraft carrying ,module one for the Space Station that will be the counter weight for the Eastern space elevator has crashed."

Kazue scowled deeply at that information, module one had been the first to completed out the first five modules that construction had been started for. While not an integral part of the station, replacing with set back the assemblage of the station, which consequently set back the starting of the spooling process.

Kazue sighed and waved the messenger away, who nodded and then departed the room. Kazue stood from the desk she was sitting at when the messenger had arrived and went to the window of the room which showed a view of Porte Spacia.

The view showed the old city in the distance, cut from the new one by an electric fence. She turned her head right and out to sea were she could the construction of the anchor point going smoothly, after a year of construction the site was coming into a basic shape and hopefully in the next two years would be completed

'Now if only I could start the other phase' she thought miserably.

September, 11 th, 314 RE

Kazue smiled as she observed the party around her, it had been some months since the accident that had lost module one for the Eastern Space Station. With lost of the module, the launching of modules two- fifteen were delayed as module one was vital piece for the assemblage process. With that Kazue and her team doubled theirs efforts in constructing the replacement module.

This lead to her current mood, after some long hours over the past months. They had finally completed their goal, the new module one had been completed and was presently orbiting Oracia until it reached it new location above Porte Spacia, and in the coming months the rest of the modules would go through the same process.

Her thoughts were interrupted when a shadow came over her, she looked to the smiling face of her subordinate Manuel, she smiled back. Manuel was one of her top workers, when news had spread about what happened to module one he was one the first to come to her to ask when were they getting started on the replacement.

He was very dedicated to his work, and when construction of the new module one started he was one the put in the most hours into it's construction, even though he been asked no to do so.

"It's great isn't it, all our hard work finally paid off." spoke Manuel as he grabbed a seat next to her. Kazue smiled.

"Yeah it is, all those months off hard work are finally over, but it's not completely over yet and you know."

Manuel face fell playfully at that "True, we still have to oversee the assemblage process and then spooling of the CNT's," he sighed "Hadar, why did I sign up for this again."

Kazue smirked "Cause, it pays well."

Manuel busted out laughing "True, that a good reason." He then raised his glass in the air "A toast ?" I nodded and raised my own glass

"A toast to a successful day." Our glasses clinked, and we downed our drinks in one go.

November, 17 th 314 RE

Hayate sighed he leaned back into his seat of the sedan as it pulled away from the building that housed the Porte Spacian Premier. He had just concluded a three hour long meeting with the Porte Spacian Premier, and those leading the construction of the elevator. Reports were given by each sector head, most was good news: while some was not.

The major point of the meeting was report given by Juan Carlos, the overseer of the construction of the base. Takashi had nodded when the man had finished, he had basically said that all major construction at the anchor point and bridge was complete and all that was left was some minor cosmetic details.

A young Sainamese woman had reported next, he had learned that she was in charge of the space station counterweight in orbit. He her report had been a little less bright, but still held some good points. With the delay caused by the lost of the first module, the completion of the station had been pushed back into late 315.

That's how it went for the remaining hours, each head giving a report until all information concerning the elevator was said and done. When all was finished he spoke to Premier Francis concerning some small military matters, then departed the building to the waiting vehicle that would take him to the airport, and the waiting jet.

February, 21 st, 315 RE

"The Andresians are increasing our launching cost again." spoke Hayate, he was currently lounging in a chair; on the balcony that over looked the gardens of the Presidential Palace. Takashi was in front of him, dressed in a cream polo shirt, and khaki pants; as today was one of his rare day offs, a day off that was about to be cluttered with work.

Takashi who had been enjoying his day off up until that point, scowled at the news. This was the second time for the year that they had done this, he had hoped that they would see the benefit of aiding them in this project; but it looked like greed had won out.

"It seems eventual competition for the launching business is to much for them to take." Hayate began again.

Takashi sighed "Bloody Andresians." Hayate chuckled slightly at that. "So it's decided then ? We shall be looking for launching options."

Takashi nodded "We shall, though the options are extremely limited." Hayate nodded, silence passing between the two of them for a few moments before Takashi spoke again, a small smile on his face.

"Hayate, I beleive I have got us a new launching source."

It is unfortunate, though not unexpected. We're both busy gentlemen, after all, with entire nations resting on our shoulders. It's a sad truth of our jobs, that we have little time for pleasantries with those we meet along the away. Perhaps we might enjoy a relaxation together one day soon?

Regardless, I'd have happy to assist. After all, having the friends alongside us in outerspace would undoubtedly be to our benefit. To these ends, I believe can arrange for the appropriate discussions and meetings.

Unfortunately, I'm not much enlightened on the readiness of the Commonwealth Outerspace Administration. Please have your people contact Axel Solberg at <email>, and we can finalize any agreements they reach.
