Republic of Vye Avyon, November 313

Since President Belo Trezo suffered five consecutive strokes between July and August and losses consciousness, the country seemed in a situation of political impasse. When General E. Senhart, the second hand of Trezņ in the military dictatorship and his closest collaborator during decades, was killed in a terrorist attack -blamed to the nationalist insurgents- the situation seemed failing in a long and difficult political crisis. Violence increased, the ruling National Front was divided in internal fights, proving unable to control the situation, even having a majority in both houses of the Parliament. November 11, this came to an unexpected end.

A group of military officers, known as Young Officers, and backed by General Vitņr Kólgar, organized and launched a military coup d'etat. In less than three hours, they took the control of most of the territory of the country, seized almost all the radios, newspapers, and TV channels, reinforced the border with Assuria and Antova, and mechanized troops entered and marched in the most important cities, included Etwal and the capital city of the country. Government buildings were occupied by military forces, included the Presidential Palace and most of the Ministries. The National Assembly was stormed, and most of the members of the Government, the representatives and local leaders of the ruling National Front detained and transfered to unknown installations. Only some troops loyal to the Government remained in the Eastern provinces, but they retired to their bases as soon as General Farcat Kihon decided to support the coup d'etat, after hours of a long negotiation.

Just a hour later, Lieutenant Colonel Galart Kódonye read a message in the building of the National Radio, which was broadcast to all the country.

Quote:

"I address you, citizens, as a soldier and as the speaker of the vanguard of the Armed Forces. I address you concerning extraordinarily important questions. Our homeland is at edge of an abyss, as consequence of chaos, corruption, bribery, mischief, and the absence of governmental stability".

"The achievements of a generation that had been built up from the dust are about to turn into ruins. State and social structures are ceasing to function. Each day delivers new blows to our weak economy. The atmosphere of social, ethnic, and religious conflicts, misunderstanding, hatred causes moral degradation, surpasses the limits of toleration. Violence has become a norm of life. Chaos and demoralization have reached the magnitude of a catastrophe. People have reached the limit of psychological toleration. Many people are struck by despair. Not only days, but hours as well are bringing forth the all-national disaster, which our enemies are expecting and hoping".

"Citizens! The load of responsibility that falls on the Armed Forces on this dramatic moment in our history is huge. It is our duty to take this responsibility. We declare, that today the Military Council of National Salvation has been formed. The Parliament is declared temporary closed. Martial law is imposed all over the country. Negotiations for a Provisional Government will be started as soon the order is restored".

"I wish that everyone understood the motives of our actions. A military coup, military dictatorship is not our goal. The only purpose of the Military Council of National Salvation is to keep the legal balance of the country, to create guarantees that give a chance to restore order and discipline, and an aspiration of social justice and freedom. This is the ultimate way to bring the country out of the crisis, to save the country from collapse. We appeal to all the citizens. A time of heavy trials has arrived. But we have to prove that we are worthy of Vye Avyon".

"Long live to our nation! Long live to the peoples of Vye Avyon!".

Republic of Vye Avyon, November 19th

Colonel Jņn Etidye, an important member of the so-called Military Council of National Salvation, announced the formation of a Provisional Civil-Military Government, led by Avrab Savoru, former Minister of Foreign Affairs between 299 and 306. Savoru, 61, was a prominent member of the first Governments of President Trezņ but he left the Government as consequence of serious disagreements with the constitutional reforms started by the President. Since them, he retired from political activity. The Military Council also announced and proclaimed General Vitór Kólgar as Commander in-Chief of the Armed Forces and Minister of Defense in Savoru's Government. Savoru, meanwhile, announced several measures that he had agreed with the Military Council.

He announced that an economic plan was going to be launched, in order to improve the economic situation. He also declared that the Government will annulled some of the last controversial decisions of Trezó's Government. "The Republic has no official religion", it was declared. "There is no space for ethnic or religious persecution in our country", Prime Minister Savoru declared. However, he was ambiguous if the properties confiscated were going to be returned. He declared as well the limitations to political parties will be erased as soon as the martial law was annulled. Savoru was ambiguous again if the Nationalists could be legalized again, but he opened the door to the legalization of any radical political force which renounce to violent means. He also announced a reform in education and state administration. He promised that democratic elections will be held in a reasonable and short period of time.

November 30th

Lieutenant Colonel Galart Kódonye, Speaker of the Military Council of National Salvation, announced the Military Council had decided to end with the contradictory constitutional situation. As consequence, the Constitution of the Republic of Vye Avyon was, therefore, abolished, and the Parliament -formed by the National Assembly and the Senate- was abolished as well. The Military Council drafted and announced a constitutional text, called "Charter of Rights", which granted basic liberties and human rights recognized in the old constitutional text, but with important omissions about the political institutions of the Republic. In a provisional way, it was announced, the Military Council will assume full legislative powers. The Charter of Rights will come into force, it was declared, in January 1st 314. The same day the Martial Law will declared annulled, Lieutenant Colonel finally declared. Parliamentary Elections will be announced soon afterwards.

Nationalist Leader Returns from Exile

Republic of Vye Avyon, January 314

Demetrar Zakhurdia, founding member of the Nationalist Party, has returned to the Republic of Vye Avyon, after almost a decade in the exile in the People's Republic of Falsea. After the end of the Second Civil War and the proclamation of the Republic of Vye Avyon, in 298, the Nationalist Party, which combines nationalist ideas with a social justice inspiration, became the most important opposition force. Zakhurdia left the country when threats against his life became more evident, and only four years later the Nationalist Party was banned by President Trezņ, resulting an armed countries which resulted with thousands of people killed, most of them Nationalist militants.

Last month, the Military Council for National Salvation decided to officially retire the banning to the Nationalist Party and other political forces, probably in a sign of national and reconciliation. Although the organization should be built again from its ruins, the Nationalists are one of the political forces with more support nationwide -besides ethnic and religious parties- many experts believe. This support should be proved crucial, as Elections were announced for February 314.

Zakhurdia, 61, should face important challenges, even inside his own party. Recognized as a charismatic leader with attitudes toward intellectual work, however, many doubt his capacity of leadership in a situation of democratic competence. Although Zakhurdia is probably the most experienced leader the Nationalist has, the party is divided in ideological and internal conflicts -it's believed- mainly by the exile leadership -lead by Zakhurdia himself- and the younger and politically unexperienced internal committees which led the everyday political and military struggle against President Trezņ's regime.

Such internal divisions suggest future complications for the Nationalist Party in the coming elections. Today, the Nationalists seem moving between uncertainty and ambiguity. Asked if he rejected any collaboration with the Military Council, he declared "we don't believe in words, but in facts...First Elections, later a Constituent Process which could led a constitutional but strong Government to deal all national and international reforms and changes our country needs, with a new leadership". But many believe, inside the Nationalist Party, that a more revolutionary approach is needed, by military means if they were required.

In any case, just only a week after his return, Zakhurdia proved to be a divisive character in our nation, with Conservatives denouncing the Nationalist leader as a "terrorist" and a "Communist and Falsean agent", and demanding the Military Council to arrest him and put into jail.

July 314, Republic of Vye Avyon

The February elections, organized by the Military Council, led to a victory of the Nationalists, despite divisions in the radical party, as consequence of the most revolutionary wing of the movement split from the organization -now called Nationalist Democratic Party- and boycott the elections for a parliament with limited powers. However, the NDP, led by Demetrar Zakhurdia, rejected join the Government, and demanded the creation of a constituent assembly. Anyway, the Government could gain some partial support of the divided parliament, formed by more than twenty political parties and electoral coalition.

Prime Minister Avrab Savoru agreed with the Military Council the draft of a new constitutional text, called the Basic Law of the Republic. The new constitutional order included the election of a provisional head of state, democratically elected but with the supervision of the Military Council, which will be renamed as National Council of Defense of the Republic. The Basic Law also established the creation of a bicameral parliament, and many civil freedoms were restored, including freedom of press and removing of military censorship.

On May, the preparations for the presidential elections were ultimated. The existing political parties were divided if they should attend or denounce the elections as unfair and improvised. Several candidates were barred from the elections by the Military Authorities, between former Minister Pare Kamyonč -now leader of the National Development Party, with the reason he was being investigated for a corruption case-, and the Nationalist leader Demetrar Zakhurdia -for a reopened case of inciting violence. The Nationalist Democratic Party launched a political campaign denouncing the elections are a fraud, but other opposition parties, like the Liberal Democratic Party, decided to remain in the electoral campaign. Between the favorites were General Lavro Vispirel, Riveirą Fondyņn -candidate of the Liberal Democratic Party-, and Soure Tédlo, the conservative candidate. Another military candidate, Colonel Mirė Malėsor, a member of the "Young Officers" group, a military-based movement which organized the recent coup d'etat against the former regime, and current Prime Minister Avrab Savoru -who was ruling as an independent candidate- were receiving increasing support in the polls.

Many believed that the presidential elections would need a second-round, as most of the candidates lacked the social support to be elected easily. However, the result -announced on June- gave a different result. Colonel Mirė Malėsor was announced the winner with a 52.71% of the votes, with Savoru and Tédlo second and third, respectively. The result shocked to many, but some found an easy explanations, as the only serious non-Melanji candidate, he obtained the support of the Artvelian and Abėrėsh ethnic groups, while the rest of the candidates -probably, with the exception of Prime Minister Savoru- were unable to gain support outside of the own regions and areas of influence. But it was also true that Malėsor was the only candidate which focused in a program of social justice -considered populist by many-, instead of talking about vague economic and constitutional reforms, which sounded distant to the majority of the population.

Malėsor, as elected President of the Republic for the next three years, announced that he was going to focus in three main issues: improving the economic situation, and the drafting of a new Constitution for the Republic. But refused to believe that Malėsor, both a military officer and the first non-Melanji head of state of the modern history of Vye Avyon, was a politician able to keep the country under control, without a real social support and the Nationalists, Communists, and local radical leaders denouncing the new regime as a mere change of facade.

August 314, Republic of Vye Avyon

After consultations with the Government, President Mirė Malėsor announced several decrees which will turn into laws in the new weeks, between them a Agrarian Reform. The Reform, known as Law 12/314, is the first step of a radical but rational of a series of economic reforms which help the improvement and stabilization of the national economy, the President announced. The measure had divided most o the political forces, some for principle reasons and other for procedures ones (as the law wasn't initially consulted to the recently elected parliament). The most critical with the project was the Conservative Party of Vye Avyon, backed by the most important rural landowners, which defined the law as a Communist-inspired legislation. The more controversial or important points of the Law 12/314 include:

  • Land owners were prohibited to possess more than 75,000 acres of land.
  • The government established cooperatives for farmers holding less than 5,000. The members of those cooperatives should work together to obtain supplies such as fertilizers, pesticides, and seeds as well as cooperating to transport their products to market.
  • The rest of the lands would be distributed between other peasants considering their family and personal needs.
  • A minimum wage for agricultural workers is set by the Authorities.
  • The government established a special tax reduction for taxes.
  • A limit on rental rate for land was set at five times the land tax value of the plot of land.
  • All land leases were given a minimum duration of three years.
  • Expropriated land owners will received a reasonable compensation in government bonds at a fixed interest rate.

According to experts consulted, the land reform is likely to improved the situation of the peasants while essentially abolish the political influence of major land owners, organized in the Conservative Party of Vye Avyon, who played an important role in the last twenty years, as the official opposition and eventual government's partner during the Presidency of Belo Trezņ. As consequence of differences with some of the contents of the law, Prime Minister Avrab Savoru has announced his resignation as Prime Minister. President Malėsor will announced a new Prime Minister in the next days, after negotiations with most of the political forces represented in the parliament. This won't stop the activity of the government, a Speaker of the Ministry of Presidency said, and another important reforms are currently being studied and prepared, between them a ambitious reform of the Armed Forces.

September 314, Republic of Vye Avyon

The death of former president Belo Trezņ in the Belgereich State, when he was being treated of his illness, was confirmed. It was not clear if the death of the man who had brought peace first, and later ruled the country in an authoritarian and not very efficient way, was going to brought calm to the nation or increase internal divisions. But calm didn't last too much, apparently, as during the early morning of the last day of August, heavy artillery shots were heard in a eastern suburb of the capital city of Vye Avyon, known for its military presence.

The Government remained silent about this issue, and several rumours starting to spread in the capital, including one saying that President Malėsor had been killed. The Government rejected such claims as baseless, but security was increased in the main cities of the country. Later was known that President Malėsor had forced Vitor Kólgar, Minister of Defense and Commander-in-chief of the Armed Forces to resign in all his positions. The next day, Colonel Malėsor, President of the Republic, appeared in a special broadcast message.

"I'm talking with you, citizens, as consequence of a sad event", Malesör declared. "A sad event, but which only has proven the strength of our cause, the cause of all the citizens of our Republic...A group of individuals who pretended to be loyal to the nation, were conspiring with our enemies and other collaborators against the legal order. They were preparing and organizing a reactionary coup d'etat, led by personal ambitions and scared that the current constitutional process, which will lead to a more democratic and fair constitutional and social order, I'm convinced, was escaping of their own control. But they failed, and their plans were discovered, thanks to the loyal attitude of the most advanced and prepared members of our Armed Forces, which led us to the victory under the banner of the successful November Movement, with the alliance of our national civil society....They have been defeated, and this will only prove the truth and justice of our cause".

Zotėr Dashamarės, a prominent member of the so-called Eleventh November Movement, the political organization created in support of the coup d'etat which ousted Trezņ and his regime, was proposed as new Prime Minister. President Malesör, meanwhile, announced new measures, as a tax reduction for the working and middle classes, a several political and legal decrees. Between them, Malesör banned electoral alliances and private funding of political organizations. An investigation was announced, it was known that Vitor Kólgar was under house arrest, and several prominent military and political leaders were arrested, between them General Farcat Kihon, presidential candidate and leader of the Conservative Party of Vye Avyon Soure Tédlo, and former Minister Pare Kamyonč, between others. Several local members of the Communist Party and other radical organizations were also arrested, although their organizations weren't directly persecuted, at least legally. The Nationalists and the liberal opposition was divided if they should support or denounce the Government, or remain neutral. Anyway, most of the country remained calmed, as nothing had happened.
