INTRODUCTION
Welcome to Oracia! We’re a combination made up of mainly Caprecia and Nysa that has been hovering around NS since July of 2007 and April of 2012 respectively, which makes us pretty darn old. We’ve evolved over the years, changing government, styles, forums, and even population several times over. Even now, the region continues to evolve, improving itself and its services to its members.

One thing that has remained constant over the years, however, is the region’s allegiance to roleplay. Since its founding, Caprecia has been a roleplay-centric region, meaning that roleplay is the Holy of Holies, the one force that should not be messed with.

It’s evolved, of course, changing and updating with the times. New guides have often been written, usually along with a reformation of the region.

This is one of those guides.

JOINING ORACIA
To participate in Oracian Roleplay—the Modern-Tech incarnate which you see here, one must have or be in the process of obtaining Oracian Citizenship. This can be obtained through Caprecia or through Nysa.

That’s pretty much the only requirement too...

CLAIMING LAND
Land is claimed and recorded in the Roleplay Ministry, the office of the Roleplay Minister and pretty much the control center for all Roleplay activities.

Within it, you should see “Land Claim on <X>” threads. Each thread gives a little historical information on the region, lists reserved—therefore unclaimable—plots, and then breaks into a series of charts and links.

It should be pretty clear which map the most recent—they’re dated. Just open up the latest map, and review it for a plot or plots you like. You are allowed to claim more than one plot, provided the overall area isn’t too big. The maps were designed such, so that a player has additional options with their nation.

Anyway, once you pick your plots, fill out the following form and post in the thread you’re claiming on. Additionally, note the “Additional Maps” section—those are extra maps that provide different information on the region. They can come in handy, if you know what you’re doing with them.

GDP PER CAPITA AND POPULATION
You are allowed to set your own for both of those, within reason—this means that it must be approved by the Roleplay Minister, which is why you’re running it by him.

Population must be lower than 100 million, and GDP pc must be lower than 50 thousand. Why? To ensure no one nation is too powerful—such stifles roleplay, making others too fearful to really do anything. Additionally, a GDPpc of over 50,000 is unrealistic. Here is the most recent updates concerning your fellow regionmate’s GDPpcs and populations; keep theirs in mind, while deciding your own. Here is a list of real-life states by their GDPpc; review it to help you decide your own country’s (use the CIA’s figures, though, so we’re all on the same page).

Also, here's a guide by an NSer concerning population. I encourage you to read it and employ it's message.


GDPPC AND POPULATION GROWTH
Once the Roleplay Minister has approved your claim, go here. Go to Public Records and add your new nation with its starting population and GDPpc at the first available spot. Make sure you bookmark this page, as you will need to return to it to adjust your growth figures every IC year.

Now, what answers will you need to edit? The following two will need to be edited every update (about once every 28 days):

  • GDP Growth
  • Population Growth


You are encouraged them to change them every year, and even fluctuate your GDPpc (into the negatives), for additional realism. It’s not mandatory, however.

However, what is mandatory, is ensuring that your GDP does not top 60k unless you’ve a RP-Ministry sanctioned exception. That’s unlikely, however. If your GDP per capita tops 58k, the Ministry will intervene at the next update and make it take a huge dump that you will not be allowed to ignore. Why? Because you were warned. The only real-life states that have GDPpcs over 50k usually have something special to them—like being a city-state, or otherwise really small. Those are the states that may be granted RP Ministry exceptions to this rule.

Regardless, the RP Ministry will give a warning two weeks prior to updating the figures, so you may update your growth figures. here is a list of real-life states and their population growth percentages, for comparison purposes; again, the CIA’s are your guiding principles, ignore the others. Here is the GDP per capita growth.

Additionally, there are defaults:
0.50% for 1st word countries (30k GDPpc+)
0.80% for 2nd world countries (20k<30k)
1.00% for 3rd world countries (20k<)

They are defaults, however; your own growth rate may be as you wish, provided it remains under 2.00%, and you’ve a plausible excuse for it. Having a first-world country doing nothing special and yet claiming a 1.80% growth rate is unacceptable. Even the US, the target of considerable immigration, is only approximately 1%. Canada is 0.79%, the UK is 0.56%, Sweden is 0.16% (these are from a few months ago, so they may be different now; point is, first-world nations don’t see much population growth).

GDPpc growth is capped at 4.00%, unless you’ve the Ministry’s approval for higher. You may devastate your economy as you will.

SETTING UP YOUR NATION
Once you've claimed land and have addressed the issue of GDPpc and Population, you may move on to actually developing your nation. To begin with, I encourage you to draft up a factbook here, a forum dedicated to providing light information--the one on that form--on nations who have recently joined.

After two weeks--or if your long-term participation can be confirmed elsehow--you may request a Database. This is done here, by filling out and posting the form. It might take a few hours for an admin to come around and do it, so be patient.

If your Database request is approved, an admin should move and pin your factbook to it's new home; if one doesn't, feel free to remind the acting Roleplay Minister.

There's too much you can do with a Database to really tell you what to put in it, but here are some of the more well-developed and clean Databases: Habon, Heghast, Hylis, Oertha, Society IV, and Tirgard. Additionally, Länlania's is a prime example of good use of the pinned factbook thread.

However, the exact kind of nation you RP is entirely up to you. We just ask that it make sense. If you would like some help with this, or how to start your nation--or any help in general--you can reach out to more experienced RPers in the OOC Discussion forum, over PM, or over the regional chat system.

More in depth information of your country can be shared through the International Committee of Oracian Records.

WHAT NEXT?
So, you've claimed land, gotten your population and GDP per capita approved, paid worship to your deity of choice, and offered your RP Minister a cookie, and now have no idea what do next, or how to actually jump into RP?

Well here I, Voice, am, to grant you the knowledge you seek! To answer your immediate question (hint: it's "What do I do next?"), Voice says...

I have no bloody idea.

Seriously. There's a lot you can do. There's so much, it's kind of not even funny. There won't always be RP Minister-driven threads for you to jump into. So, here's what I, Voice, can tell you:

Ask around. It's possible some other members are looking for RP too. You can post a thread in this forum say "Heyyyyy!! Who's up for RPing with me??", or go to the bottom of the page and, if you've Adobe Flash enabled, and there's people around, say "Heyyyyyyy.... anything I can jump into?"

If that's not your style, you could post something your government doing something. Tell us, in RP, how your government works, or who runs it--introduce some characters. Some ways to do that:
- Have your nation throw some sort of celebration and invite other nations.
- Pop up at someone else's celebration (please make sure it's still going, though).
- Have your characters do something in your nation. Hunt, play, sign stuff--something! Anything that introduces and tells us about them.

This is RP! Your options are literally almost limitless. The only things holding you back are your imagination and respect for the rest of society. Sometimes the RP Ministry as well, but let's not get into that.

So... just RP.

Have something happen in your nation, something the rest of us can jump into. Throw a party/ball/rave celebrating some important day in your nation, or have something blow up and ask the rest of us to help, or, if you're braver, make an OOC thread for that complicated storyline you've been thinking about for the last forever. We're generally tolerant folks here, and we'd do anything to get into some fun Role Play. ANYTHING. ;D

Also, there's nothing saying that we each /have/ to RP a nationally-important character. We could spawn smaller level characters--say, celebrities, children, criminals, investigators, businessmen--anything, as long as they're a story involved.

In summary, if you want to RP:
- Do something.
- Ask someone for something.
- Or tell us you're planning something.

We'll generally go along. We're that bored. :P

EXPANSIONS
So, you've set up your nation, have sorted out your military, have made some friends, and have generally settled into Caprecia. Now, you're not sure what to do, as you've built up your forces and gathered your allies in preparation to kick ass when something happens. Problem is, nothing is happening.

So, why don't you make it happen?

Expansions! Yaaaayyyy!! \o/

Expansions, now, are things that purposely cause havoc in the world that, should you play your cards right, result with you gaining some territory. Or, if you play them wrong, your rivals gaining some territory. Or, if everyone fails, no one gaining any land. You are not guaranteed any gains, children.

But, nonetheless, you want to give it the old go. How?

Step One: go here and fill out the form.
Step Two: Pray to your deity of choice (me) that the RP Minister accepts it.

Easy enough, isn't it? But of course, it's not, because there's still more you need to know, like...

Expansions can be divided into two types: Civilized and Uncivilized. What's the difference, you ask?

Civilized RPs are against other sovereign states, independent and capable of defending themselves. Uncivilized RPs are against unincorporated territories--places that have no recognizable government. Obviously, Civilized RPs will be more abundant, because the RP Ministry will not allow easy expansions. Ergo, Uncivilized RP are only available in certain zones; check the maps in Cartography for a map detailing the areas.

Anyway, Civilized RP Expansions can be pretty much anything that pits you against another state. Wars are usually easiest, but the RP Ministry requires you have some back-story to it. "Outright Imperialism" is acceptable, but will most likely draw unsavory international attention and, perhaps, intervention. You could try to dance for a scenario more in your favor, which is suggested. Those RPs would be longer, as a result, as the dancing is going on ICly. It's difficult to really give examples here.

But, anyway, Uncivilized RP Expansions are pretty much colonizations, and follow their own rules as a result:

As per the regulations, RL weapons names are kind of "strongly discouraged" (hint: "effectively banned") from the IC world. Why? Because we're not Earth. I know it's a petty thing to complain about, but, just as similar, it's a petty thing to refuse to tweak. Like most things, I'd be silence--and quite admirably given the finger--if you tweak a few letters.

However, in the spirit of fixing things for you, the Ministry has established a few NPC/Ministry storefronts. These storefronts are, in effect, the Oracian equivalent of a few certain RL models. While you can't spawn an Abrams tank--not the American model, anyway--you can spawn whatever the IC equivalent is.

The companies are presently undergoing a refurbishing, in order to bring them up to date and expand their stocks.

They are in the International Trade forum, as are all the other storefronts, and marked with "RP Ministry Operated".

United Noberia Arms Company is "Western" weaponry--American and European arms.
Wraith Arsenal is Russian, and perhaps Chinese, weaponry.
Andresian Naval Group is the Naval counterpart--offering ships, space-launch services, and nuclear reactors--both civilian and military.

You are strongly encouraged to use these weapons if you cannot be arsed to create your own. If you do create your own, that's lovely, use those. This is for those who are too lazy to make their own weapons, but are still required to adhere to the "no real-life names, dammit" regulation (that's all of you). You don't have to buy the weapons, you just have to use them.

Additionally, it should be noted that none of these provide weapons of mass destruction, and the ANG's nuclear toys cannot be used to make nuclear warheads. If you try to reverse their technology, or otherwise abuse this service to your own gain, these companies will hunt you down; it's right there in their disclaimers. And the Ministry will pursue it.

Also, it should be noted that United Noberia and Wraith Arsenal offer to create you some sheets that will facilitate taking care of your military. I encourage you to use those too. Many Caprecians do, and some Nysans have been impressed by them.

For the record, United Noberia Arms Company is a multinational corporation with offices and plants the world-over for the purpose of selling arms. It will sell you weapons regardless of your political affiliations, except when you're fighting it's government--a nation in Noberia. It is possible that someone will end up fighting it. It's a total sekreet, but these corporations were established to give the Ministry some teeth ICly for emergencies. Let's pretend I didn't just tell you that, and I will gracefully dodge any accusations aligning with it.

Wraith Arsenal is United Noberia's main competitor. It carries cheaper toys, though it's generally assumed they're also less effective. However, because they're cheaper, you can have more of them. So, yeah. It's headquartered in Andrea, the Angelic-Wraith Empire to be specific.

Andresian Naval Group is also based in Andresia. What part? I don't know. Might be Nendong(or whatever Nuuk named that city, I'll be adding it when Andresia is released). It's much the same as United Noberia, except it does also carry vessels developed by the Wraith Navy (re: Russian models, cheaper). It's believed to be in large cahoots with United Noberia, and the two might even operate together.
