Equilism held an embassy with Liberalia in 2006, and special clean-up crews have been assigned at the request of the New Liberalians to revamp their old embassy. The FA roll call has finished. The College awaits his official acceptance of the post before the gap in the roster of the Chancellory can finally be filled. This week also saw the passage of a Constitutional amendment dealing with the powers of the Lord High Prosecutor.
Voting has also begun on election reform legislature. ![]() Voting is currently in progress on the Free Expression Act. (Approve-Deny-Abstain: 4-2-1) ![]() The Bar and Games boards welcomed yet another member, Zaamathi, while Wesleiesm reached his 5000th post since joining on April 30, 2007. Wesleiesm, a noted regular of the spam squad, currently averages over 20 posts/day, 65% of which have been in the Games and Fun forum. ![]() On Main Street, Teh Spamzaar continues in popularity, hosting a number of largely unrelated YouTube videos this week. Zaamathi is investigating Tse Moana's Bibliopoly, and Santa's Toy Shop has been quiet but full of videos of reindeer and other Christmas critters. Equilism's embassies in The Rejected Realms and The South Pacific were reopened this week, and corresponding embassies in Equilism were moved from archives. With the completion of the Roll Call, the following changes in ambassadorial staffing have taken place: Nagabeth, Neo-Conservatism, The Merlion, and Tse Moana are retiring from active ambassadorial service. Thank you for your dedication to the region! - Felasia will replace The Merlion as ambassador to the DSA, and Neo-Conservatism as ambassador to Jethnea and The West Pacific. - Flexion will replace Nagabeth as ambassador to The East Pacific. - The Monkye is hereby appointed as ambassador to Tokugawa Japan. - Naivetry is hereby appointed as ambassador to New Liberalia, and will temporarily replace Tycholand as ambassador to Belgium. - Tarricoe is hereby appointed as ambassador to The Rejected Realms. - Wesleiesm is hereby appointed as ambassador to The South Pacific, and will replace The Merlion as ambassador to 10000 Islands. In addition, the Foreign Affairs Chancellory has created the post of Ambassador-General to assist in the distribution of the Weekly Update when regular ambassadors are absent or unavailable. Felasia and Naivetry have been appointed Ambassadors-General and shall assume their responsibilities with the next update. Equilism has also adopted a new policy regarding consulates, in order to combat a shortage of ambassadors. Effective immediately, regions with which Equilism holds a consulate, as opposed to an embassy, will be assigned to an Ambassador-General whose duties are restricted to posting updates. The FA Chancellory is thrilled to welcome back Tycholand in this new role. With this change of policy, the following staff changes have taken place: - Felasia is relieved of his posts in Futaba Aoi and Great Britain & Ireland. - Naivetry is relieved of her post in Gatesville. - Tycholand is hereby appointed Ambassador-General, responsible for posting in the following regions: City in the Sky, Futaba Aoi, Gatesville, and Great Britain & Ireland. Due to their recent invasion of Neuropa, Equilism has been poised to close Europeia's consulate. However, due to recent discussions on Equilism's general policy in both military and foreign affairs, this decision has been postponed. The consulate will remain open in the mean time. While storms may be gathering on the horizon, that hasn't dampened the spirit of the festival. Sign-up sheets for an arcade tournament, creative puppet competition, and festival trivia contest are still open, and we would invite everyone to participate if interested. The interregional recruitment competition sign-up sheet and start dates have been extended to allow additional regions to participate. This competition is the follow-up to a similar one run last November by Pope Lexus X of Cingeta, which turned out to be a great success in increasing the population of the regions who participated. Since the move to our current forum in late 2004, and not counting the posts lost during the virus attack of early summer 2006, Equilism recruiters have sent telegrams to an astonishing total of 32,532 nations. The comprehensive list may be found here. Our thanks to The Monkye for his hard work in compiling these statistics! ![]() The College has seen activity unprecedented since early in the term, with six threads active over the past two weeks. MILLITARISM has accepted the post of Chancellor of Internal Affairs and has gone right to work on recruitment initiatives and ways to increase activity. The passage of the Constitutional amendment allowing the Lord High Prosecutor to vote in the College was followed by a discussion about appropriate procedure for displaying and updating passed legislation. Tycholand asked whether or not dual-citizens would be allowed to vote on UN proposals in Equilism if their UN nation was located elsewhere. The closest precedent, nations that serve in the E-Army, may suggest that voting on UN proprosals is still permitted to dual citizens with a UN residing elsewhere. Naivetry wondered who would be checking, anyway. Two discussions have begun about ways to deal with inactivity from government members. In one, The Monkye has proposed legislation to cover what happens in case of a lack of candidates for Lord Chancellor (the elected Head of Government) or Chancellor of the Realm (UN Delegate). A parallel topic deals with the inactivity of Chancellors or the LC during a governmental term. The idea of a midterm confirmation/approval vote has gained some support, but opponents point out that such a vote is really just a mechanism to avoid using a vote of no confidence to remove inactive officials from office. The same thread covers the creation of a line of succession for each Chancellory and for the LC. The most controversy, however, has arisen over a Constitutional issue regarding dual citizens. The outcome of this discussion will substantially impact Equilism's future foreign policy, so large portions of the debate will be outlined below.
In response, several College members have suggested definitions of invading. Chaucerin has argued instead that the terms Invader and Defender, and the kind of game they worked in, have been dead since Influence was introduced. Naivetry has pointed out that under Equilism's present foreign policy definitions, the region is currently in violation of this segment of the Constitution, having granted dual-citizenship to Korinna, a citizen of Taijitu. Westwind has now further defined his argument, discussing the way Equilism has perpetuated an Us vs. Them model and "fighting an 'evil' that we already beat." There are differences, Westwind says, between those who raid just for the sake of it and those with a developed culture and community, some of whom "even invest their time and resources to try to help the natives become a community."
As Head of State, Westwind bases much of this argument on his concerns about growing inactivity in the region and in the game overall.

Coming to fill that gap, however, is an RP about the regional Schism that took place in October 2006, followed by the regional Reunification which is the cause for the current celebrations. Taking its name, 'A New Day Begins for Equilism,' from the infamous thread in which Westwind dissolved the Constitution and declared martial law, the RP gives all nations the chance to play or replay the greatest internal conflict in regional history. Already some differences in storyline have appeared, as Tycholand (previously Foreign Affairs Minister and one of three nations kicked by Westwind out of the region during the coup) has declared support for the government of Westwind and begun mobilizing troops. ![]() 'God doesn't work, faith is a trick' welcomes Numero Capitan of the FRA to the debate, while discussion heats up over the 2008 American Elections. Frakkin' Ron Paul, Yo! turns to criticism of the American educational system, while Korinn posts an astonishing list of What Could Have Been - the goals that could have been accomplished by expending the money that has been used to finance the Iraq War on other things. ![]()

Breaking news: DSA dissolved, membership merges with FRA 2008-01-29, 21:59 GMT Today the Defense Security Alliance (DSA), formerly Alliance Defense Network (ADN) was officially disbanded. The ADN/DSA has been a part of the NationStates military and political experience since 2003, when it was founded by Vazquez and Phoenix. Later, under the Constitution, Pope Hope as Director and Vazquez as President served in a dual executive, until Vazquez resigned after impeachment charges were brought against him by Westwind. Under the new Charter, Pope Hope was elected Director, and Westwind elected the first Deputy Director. Administrator Unistrut then became Deputy director, followed by SWATH, a former invader who then became Director to replace Pope Hope. SWATH led the reorganization of the ADN into the DSA with himself as Guardian and with rotcjagman as Director. As an organization, the ADN became a focal point in the raider-defender conflict. Created to oppose the Atlantic Alliance (AA)/Atlantic Central Command (ACC), by the time the Constitution was ratified on Feb. 29 2004, the ADN had wrapped up that conflict and soon became embroiled in others. The ADN fought against Francos Spain in The Pacific and declared war on Ireland after Ireland invaded an ADN member region, which led to a world war as alliances and their member states joined the conflict on either side. 2008-02-02, 07:24 GMT Pierconium began ejecting nations from The Pacific at about 13:30 GMT on February 1. The starting count in The Pacific was 3268; the end count was 1535. Over the course of the ejection spree, The Pacific decreased by 1733 nations (counting 2 who left within moments of the delegate change). Observers speculate, however, that the actual number may have been higher. Politicians and players from across the NS world had gathered to pay tribute to Pierconium in celebration of his retirement from the game. A number of nations were seen to move to The Pacific expressly in order to endorse or to be ejected by Pierconium. An indeterminate number of nations were also created over the course of the day, and others Ceased To Exist (CTE'd) at update, so that the exact number ejected by Pierconium is unknown. In roughly 16 hours from the beginning of the purge, however, it is estimated that he single-handedly doubled the population of The Rejected Realms. Pierconium resigned from the UN just before update, returning the delegacy of The Pacific to Moo-Cows with Guns, and retired to his original home region, Sparrow.
While information from The Pacific forums was still unavailable at time of writing, posts from the Regional Message Board (RMB) of The Pacific and elsewhere have been recorded for posterity in Equilism. FAQ Regarding Equilism and Events in TNP: Q: WTF? A: Come again? Q: What are you guys doing in The North Pacific? A: The E-Army moved in several weeks ago at the request of the delegate-elect, Lewis and Clark. We had always intended to remain until his position was secure (that is, so that a few casual endorsements for Great Bights Mum would not accidentally oust L&C from his position as the democratically-elected UN Delegate). The current crisis has necessitated a longer stay than originally anticipated. Q: Dude, like, are you guys raiders now? A: No. If our military policy changes, we will be sure to tell you (probably in direct quotes and at much greater length than you would like). Please refer to the statements of Westwind and government officials in our updates from the past few weeks for the latest information on Equilism's domestic and interregional policy. Q: But, aren't you invading The North Pacific? A: Not at all. Equilism and the E-Army have participated in similar operations before alongside other noted defender organizations, such as during the TAO Maneuver in TWP earlier in 2007. In this case, the decision was made to support Lewis and Clark in his attempts to reform The North Pacific. Q: Wait, what about regional sovereignty? A: Regional sovereignty remains intact - Equilism and TNP are autonomous regions. Lewis and Clark is a native delegate instituting internal reforms. Q: I thought Equilism didn't interfere in other regions' internal affairs, OMG HYPOCRITES! A: Events in The North Pacific itself provide the best answer. During Dalimbar's stint as "rogue delegate," Equilism officially took no sides, but acknowledged the need for reform in TNP and urged the two factions to come to an agreement. Unfortunately, Dalimbar was unable to institute reforms before leaving the delegate's seat. Perhaps partly as a result, only a few months later the government of The North Pacific experienced a military coup from Emperor Matthuis. In this case, Equilism declared support for Great Bights Mum, the elected delegate of the region, and moved in E-Army troops to support the transfer of the delegacy. This time around, Equilism has again declared support for the legitimately elected delegate of The North Pacific, Lewis and Clark. Far from departing from it, we reaffirm our statement during Dalimbar's delegacy: "It is our long-held belief that all regions have the right to self-determination without outside interference in their internal affairs. However, it is also true that the events in great regions such as TNP can affect and concern regions throughout NationStates." In 2007, we included that statement in our resolution to remain neutral. In 2008, facing apathy in NationStates, disillusionment from older players, and a state of emergency at home, neutrality is no longer an option. It is now clear that the present situation in TNP is far from an internal affair. Rather, it is rapidly moving towards an all-out war - Equilism's withdrawal at this stage would be clearly out of place. We in Equilism do not believe in blind adherence to doctrines of foreign policy, but in dedication to the principles upon which that policy is based. From this moment, we formally declare adherence to the lesson learned through our own regional crisis in late 2006: that the growth and health of a community are the foundation for all other political action. Foreign Affairs The Foreign Affairs Chancellory has noted the presence of members of the region Nederland on Equilism's RMB this week, one of whom declared war on Equilism and demanded the founder password by March 1. After additional posts in a similar vein, the spammers were banjected from the region, and several of our members contacted the government of Nederland to ascertain Nederland's official position. Nederland's UN Delegate, Aatesië, assured us that the nations responsible were acting of their own accord, and that no state of war existed between Equilism and Nederland. Subsequent investigations in the Foreign Affairs Chancellory have shed some light on the situation. One of the spamming nations, Nitwitium, has a history of antagonism with Equilism. An argument between Nitwitium and several of our Dutch-speaking members in Feb. 2007, when Nitwitium chose to view our offer of assistance in Nederland's post-election delegacy transfer as an act of hostility, led to the closure of relations with Nederland during Nitwitium's term as Delegate. The FA Chancellory has also received information that the nations involved in the current incident are reacting to Equilism receiving credit for the liberation of Holland in mid-January 2008. Military Liaison Felasia, who served as defender lead at the time, has confirmed that Equilism was involved in the operation, and that the E-Army arrived in time for update while the forces from Nederland were 20 minutes late. Appropriate steps are being taken by the governments of Nederland and Equilism respectively to resolve the situation. The mods have also been contacted, and have issued a warning to the player behind one of the nations banjected. The Foreign Affairs Chancellory would like to take this opportunity to reaffirm our history of friendship with Nederland, and to state that Equilism bears no ill will towards Nederland or any of its members. The College During the State of Emergency, the Council for the People of Equilism passed a series of legislative reforms and Constitutional amendments, mostly involving College membership, elections, and the structure of the E-Army leadership and its relationship to the government. The College, suspended on January 23, returned to session on March 9. Lord Chancellor Naivetry intends to continue the program of legislative reform begun during the SoE, including new legislation defining inactivity for government members. More updates on the return to Constitutional government shall appear in next week's update. Equilism Culture Open Debate Board 'God doesn't work' has reclaimed its place on the Debate Boards this week, joined by a series of political-geographical commentaries: Europe, the 2008 American Elections, Australia Changes Government, and Canada is governmentless. Immigration Immigration report for this week is to be included in next week's update. The College Lord Chancellor Naivetry has updated the list of passed legislation found in the College of Equilism. During the State of Emergency, the Council for the People of Equilism as a temporary legislative body passed two important pieces of legislation: an agreement of alliance with The North Pacific, and enabling legislation to accompany the signing of the COPS treaty earlier in February. The main portion of legislative activity, however, was dedicated to a series of three Constitutional amendments, which were signed into law by the Lord High Steward, Chaucerin, on March 10. II. Membership: This amendment removed the clause which discriminated against dual-citizenships with members of 'invader regions.' V. The College: This amendment dissolved the Chancellories of Defense and Intelligence and created the Chancellory of Immigration to accompany Domestic Affairs and Foreign Affairs. In this way, the E-Army has been separated from the cycles of the elected government, allowing continuity of E-Army leadership while maintaining civilian oversight in the person of the Military Liaison. The amendment also provided for the Triumvirate of Guardians to address the College when summoned. IX. Elections: This amendment doubled the length of the Lord Chancellor elections from 5 days to 10, with the time evenly allotted between campaigning/questioning and the voting period. A clause was added ensuring continuity of government in the case of no candidates for the position, by allowing the Guardians to appoint an LC to be presented to the College for advice and conset. The amendment also mandated that the Monarch appoint the Chancellor of the Realm (UN Delegate) rather than holding elections; the CotR must be replaced at the request of the College by majority vote. The movement, which plans to base itself out of The Rejected Realms, condemns the mechanic of Influence for fostering an oligarchy of government elites who cannot be removed from power, thus obstructing progress and change. Reactions to the NS Free Territory Manifesto have been varied. Foreign Affairs Equilism Foreign Affairs Statement on the actions of Nitwitium and Butje The Equilism Foreign Affairs Chancellory has noted the reappearance of Nitwitium and Butje and their agitation for foreign intervention in Equilism. Nitwitium and Butje have claimed, among other things, that the leadership of Equilism is "abusing its citizens" and "preparing to wage (covert) war" on other regions. They have furthermore asserted that "an attack on [our] region of Nederland seems imminent" and have solicited foreign regions to assist them in their attempt to "liberate [Equilism's] people." Equilism does not wish to be "liberated," as the overwhelming annoyance evident on our RMB should show each time they appear.(1) Puppets of Nitwitium and/or Butje have already been banned twice by the mods for griefing under NS rules, and while Nitwitium's IP-ban from the game was later revoked as overkill, the fact that it was imposed should make plain the nature of their harassment of our region.(2) We would like to remind Nitwitium and Butje that membership of Equilism is voluntary; that our current Constitution was unanimously approved by all active members; that freedom of discussion and dissent under the Constitution are upheld at all times both on our forum and on our RMB, and that Equilism, as stated publicly following Nitwitium and Butje's last invasion of our region, "bears no ill will towards Nederland or any of its members."(1) Equilism has never in the past, despite the best efforts of Nitwitium and Butje, had any intention of waging war on Nederland either openly or "covertly"; nor do we so intend now. The College Elections: Congratulations to Felasia, who, after a delay in the elections, was confirmed Lord Chancellor and sworn in on May 17 for the May-July term. Within 72 hours, Felasia presented to the College the following appointments to the Chancellory: Chancellor of Domestic Affairs: Tycholand Chancellor of Immigration: The Monkye Chancellor of Foreign Affairs: Naivetry Membership: The College has welcomed four new members in the past month: Dalimbar (May 17), Biyah (May 20), Zorn Uzkul (June 13), and Numero Capitan (June 13). In addition, the following members have been removed as of June 13 for prolonged inactivity: Adyndril, Astarial, Cernun, Garneska, Restored Othalla, and Rodhama. Legislation: Legislation passed by the College in the last month includes: Alternative Membership Requirements (passed May 17), Endorsement Cap Law (passed May 17), and a Constitutional amendment involving the Military Liaison and E-Army High Command (passed June 14). Open Debate Several threads have come back - Tycholand's fairly recent E-Poll of the US Presidential Elections and The Monkye's old Should the Atom Bomb have been dropped on Japan. Pensée's Intolerant Assertions continues, while the Sci-Fi thread seems to be quieting. Events The Equilism World Cup proceeds apace, with stocks being traded, the Golden Goal active, and team names being favorited. Matches rage, fans cry and cheer as their teams lose or win, and other such football occurrences. Role-Playing Negativity abounds as two RP threads were locked, the common denominators being All of Man Kind and Midiri, the latter of whom hates the former with a passion reserved, in his words, only for intolerant fundamentalists, politicians, extremists, his own countrymen, L. Ron Hubbard, and people who talk in theatres. However, in threads where one of the two stays out, they continue going strong, such as AoMK's Tycholandian Spy Executed, which Midiri has so far been uninterested in. Beer, suicides, bar fights, and flamings - the literal kind, not the internet kind - abound in the E-Bar, as well as the request for a moosual by newly-returned Simpistan, formerly Equalist Communist, the recipe for which had been lost with Moo. The Articles of Revitalization have been suspended, and rule of the Order placed in Biyah's sole command, until the return of Thyatira. See the Order of Gryphons forum for more information. 2008-06-14, 20:06 GMT Gates posted today on The Pacific's forum, announcing that Gatesville has dissolved its long-standing alliance with the Pacific and declaring that The Pacific is now considered to be hostile towards Gatesville. Citing "betrayal" as the cause, Gates closed the Pacific's embassy on the Gatesville forums as well, following Nevadar's report that the alliance had been dissolved for undisclosed acts of dishonor committed by Moo-cows with Guns, present delegate of The Pacific. While little has been confirmed in public, rumors in The West Pacific would attribute this sudden cooling in relations to an IRC log posted by Biyah, wherein Moo-Cows states that TWP's recent former delegate, Lots of Ants, was a Gatesville plant. The present Gatesville delegate, Darkesia, shortly started a thread claiming to have been Lots of Ants, but her post has widely been treated as a joke. The rumors may call to mind the "April Fool's Day" joke played this year in TWP, as the World Factbook Entry and several other regional features were altered or added, renaming TWP "West Gatesville." Gatesville concurrently advertised its membership in the New TAO Order (NTO), sponsored by former TWP delegate TAO. While the episode in April was soon revealed as a seasonal joke, the truth of these latest claims about Gatesville's involvement with Lots of Ants is as yet unknown. 2008-06-16, 02:25 GMT New Kervoskia of the Trans-Pacific Times has posted IRC logs of a conversation between a number of prominent Taijituan citizens and Govindia, implicating Taijitu in a plot to take over The Pacific. The logs have been removed from TNP for Terms of Service violations, but are still available for viewing at time of publication on TWP's forums, where Invision ToS do not apply. In the course of the discussion, The North Pacific's recently elected delegate, Eluvatar, was mentioned as the means by which Taijitu "own[ed] TNP," later referred to as "Taijitu2." This has provoked protest from Eluvatar, who has denied knowledge of the logs, promised that his actions in TNP are undertaken in his role as TNP citizen alone, and has stated that he is investigating the authenticity of the logs in question. The G Rebellion (TGR), co-founder and current delegate of Taijitu and one of the members implicated in the logs, has now appeared in TNP to attest to Eluvatar's character and to raise a number of questions about the plausibility of such a plot.
