- The E-Army have participated in the liberation of Wheel of Time and The Southron Confederacy, along with the garrison in Greece to ensure a smooth delegacy transfer back to the native after the invasion.

The Foreign Affairs Chancellory is pleased to announce the opening of relations with New Liberalia. Equilism held an embassy with Liberalia in 2006, and special clean-up crews have been assigned at the request of the New Liberalians to revamp their old embassy.

Week 51 saw only 30 nations recruited, solely by The Monkye. The population decreased by 7 to 158 this week, deflated by CTE's and military movements, and the slow week that is Christmas.

Being the only recruiter, The Monkye claimed Recruiter of the Week title 13 for the year, which is 1/4 of all available during a year

MILLITARISM gained the endorsement of The Monarch this week for his appointment as Chancellor of Internal Affairs. The College awaits his official acceptance of the post before the gap in the roster of the Chancellory can finally be filled.

This week also saw the passage of a Constitutional amendment dealing with the powers of the Lord High Prosecutor.

On Main Street, Teh Spamzaar continues in popularity, hosting a number of largely unrelated YouTube videos this week. Zaamathi is investigating Tse Moana's Bibliopoly, and Santa's Toy Shop has been quiet but full of videos of reindeer and other Christmas critters.

Meanwhile, the plot thickens in Role Play as wagger-tribe reveals that the terrorists aboard Flight AN528 have been partially funded by a shadowy member of wagger-tribe's government.

The first week of 2008 saw a great deal of activity in the Foreign Affairs Chancellory.

Equilism's embassies in The Rejected Realms and The South Pacific were reopened this week, and corresponding embassies in Equilism were moved from archives. With the completion of the Roll Call, the following changes in ambassadorial staffing have taken place:

Nagabeth, Neo-Conservatism, The Merlion, and Tse Moana are retiring from active ambassadorial service. Thank you for your dedication to the region!

- Felasia will replace The Merlion as ambassador to the DSA, and Neo-Conservatism as ambassador to Jethnea and The West Pacific.
- Flexion will replace Nagabeth as ambassador to The East Pacific.
- The Monkye is hereby appointed as ambassador to Tokugawa Japan.
- Naivetry is hereby appointed as ambassador to New Liberalia, and will temporarily replace Tycholand as ambassador to Belgium.
- Tarricoe is hereby appointed as ambassador to The Rejected Realms.
- Wesleiesm is hereby appointed as ambassador to The South Pacific, and will replace The Merlion as ambassador to 10000 Islands.

In addition, the Foreign Affairs Chancellory has created the post of Ambassador-General to assist in the distribution of the Weekly Update when regular ambassadors are absent or unavailable. Felasia and Naivetry have been appointed Ambassadors-General and shall assume their responsibilities with the next update.

Equilism has also adopted a new policy regarding consulates, in order to combat a shortage of ambassadors. Effective immediately, regions with which Equilism holds a consulate, as opposed to an embassy, will be assigned to an Ambassador-General whose duties are restricted to posting updates. The FA Chancellory is thrilled to welcome back Tycholand in this new role.

With this change of policy, the following staff changes have taken place:
- Felasia is relieved of his posts in Futaba Aoi and Great Britain & Ireland.
- Naivetry is relieved of her post in Gatesville.
- Tycholand is hereby appointed Ambassador-General, responsible for posting in the following regions: City in the Sky, Futaba Aoi, Gatesville, and Great Britain & Ireland.

Due to their recent invasion of Neuropa, Equilism has been poised to close Europeia's consulate. However, due to recent discussions on Equilism's general policy in both military and foreign affairs, this decision has been postponed. The consulate will remain open in the mean time. See "The College" and the upcoming "Live Report" from the Grand Ballroom of the Reunification Festival for more information.

Activities kicked off on January 4, Reunification Day, with the opening of the Ballroom by the Monarch, Westwind, newly Delegate-elect of The North Pacific under the name Lewis and Clark. Westwind's speech set a serious tone for the beginning of the celebrations as he called for change and new directions; the full implications of these changes are yet to be felt, but discussions have begun in the College dealing with similar themes. The full speech may be found here. All nations interested in giving their reaction or input are welcome to attend the Festival!

While storms may be gathering on the horizon, that hasn't dampened the spirit of the festival. Sign-up sheets for an arcade tournament, creative puppet competition, and festival trivia contest are still open, and we would invite everyone to participate if interested.

The interregional recruitment competition sign-up sheet and start dates have been extended to allow additional regions to participate. This competition is the follow-up to a similar one run last November by Pope Lexus X of Cingeta, which turned out to be a great success in increasing the population of the regions who participated. Please contact Naivetry, The Monkye, or your local ambassador for more information.

Well, just an update for everyone who pays attention. ;)
I am still getting settled in, but things will be running smoothly very soon.  I have appointed Hamajahala as the Deputy Chancellor of Internal Affairs.  I have given The Monkye charge of immigration.
One of my first projects will be stronger incentives for recruiting.  I will be giving occasional updates of my progress, so keep an eye out.

Internal Affairs/Immigration has been working since the end of 2007 to total all of the recruited nations (by telegrams sent) ever recorded in Equilism, as well as various other recruiting statistics, and it is now ready to publicly unveil the list. This is to allow people to see where they compare to all current and previous nations of Equilism that have recruited, as well as making it easier for people to tell if they are eligible for awards...

Since the move to our current forum in late 2004, and not counting the posts lost during the virus attack of early summer 2006, Equilism recruiters have sent telegrams to an astonishing total of 32,532 nations.

The College has seen activity unprecedented since early in the term, with six threads active over the past two weeks.

MILLITARISM has accepted the post of Chancellor of Internal Affairs and has gone right to work on recruitment initiatives and ways to increase activity.

The passage of the Constitutional amendment allowing the Lord High Prosecutor to vote in the College was followed by a discussion about appropriate procedure for displaying and updating passed legislation.

Tycholand asked whether or not dual-citizens would be allowed to vote on UN proposals in Equilism if their UN nation was located elsewhere. The closest precedent, nations that serve in the E-Army, may suggest that voting on UN proprosals is still permitted to dual citizens with a UN residing elsewhere. Naivetry wondered who would be checking, anyway.

Two discussions have begun about ways to deal with inactivity from government members. In one, The Monkye has proposed legislation to cover what happens in case of a lack of candidates for Lord Chancellor (the elected Head of Government) or Chancellor of the Realm (UN Delegate). A parallel topic deals with the inactivity of Chancellors or the LC during a governmental term. The idea of a midterm confirmation/approval vote has gained some support, but opponents point out that such a vote is really just a mechanism to avoid using a vote of no confidence to remove inactive officials from office. The same thread covers the creation of a line of succession for each Chancellory and for the LC.

The most controversy, however, has arisen over a Constitutional issue regarding dual citizens. The outcome of this discussion will substantially impact Equilism's future foreign policy, so large portions of the debate will be outlined below.

For the Consideration of The College -

The Constitution states:

Is this still relevent, in the current state of affairs in NationStates ? And I note that "Invader regions" is not defined.

When Equilism was founded as a defender region, the basis of defending was to combat the griefing of regions, and the destruction or hijacking of regional communities. Regulations for defender conduct were created to ensure that we did not commit griefing in the process of defending.

However, with the onset of Influence, all NS rules regarding griefing were dropped. Griefing, no longer officially exists in NationStates.

Defenders won !

Yet invading/raiding continued, and we have continued to defend against those initiated legal actions. That's correct. Invading is 100% gameplay legal.

And defending is just invading to counter invading.

Technically, with gameplay rules and mechanics in play - which are recognized by Equilism - any region that invades another is an invader region. Does that not make Equilism an invader region ? 10k Islands ? Jethnea ? And on it goes.

I would suggest rephrasing this portion of the Constitution to prohibit dual-citizenships with Enemy regions, or perhaps with 'regions-in-conflict'.

The lines are becoming increasingly blurred. And I expect that trend to continue, and perhaps accelerate. And in an environment of crashing activity levels, increasing our openness to the wider NS communities is a good thing.

In response, several College members have suggested definitions of invading. Chaucerin has argued instead that the terms Invader and Defender, and the kind of game they worked in, have been dead since Influence was introduced. Naivetry has pointed out that under Equilism's present foreign policy definitions, the region is currently in violation of this segment of the Constitution, having granted dual-citizenship to Korinna, a citizen of Taijitu.

Westwind has now further defined his argument, discussing the way Equilism has perpetuated an Us vs. Them model and "fighting an 'evil' that we already beat." There are differences, Westwind says, between those who raid just for the sake of it and those with a developed culture and community, some of whom "even invest their time and resources to try to help the natives become a community."

We've painted the 'invader' world with a broad brush and condemned them, and it's not a valid view of the NS world.

As Head of State, Westwind bases much of this argument on his concerns about growing inactivity in the region and in the game overall.

We only have maybe five months before the onset of the next slump, and I have grave doubts that we will pull out of it at all this time. We have those months to make something happen. For the benefit of Equilism, the benefit of NationStates, and perhaps even to the benefit of one last hurrah. As Commander-In-Chief of the E-Army, I insist that we focus on the struggle against inactivity, not the 'invader' straw man.

That's the Typhoon Struggle at the End of the World.

And I'm also telling you this - there may well be a great war coming, as all we have known may tear apart at the seams, and we all scramble in the midst of what may be the last gasp.

My advice to The College, is to set aside the patterns of the past, and consider all options.

Flight AN528 once again stalls as Naivetry works on a different sort of update. She apologizes to all involved, but finds Foreign Affairs work to be a very fulfilling sort of role-play in its own right.

Coming to fill that gap, however, is an RP about the regional Schism that took place in October 2006, followed by the regional Reunification which is the cause for the current celebrations. Taking its name, 'A New Day Begins for Equilism,' from the infamous thread in which Westwind dissolved the Constitution and declared martial law, the RP gives all nations the chance to play or replay the greatest internal conflict in regional history. Already some differences in storyline have appeared, as Tycholand (previously Foreign Affairs Minister and one of three nations kicked by Westwind out of the region during the coup) has declared support for the government of Westwind and begun mobilizing troops.

An enormous number of recruitment initiatives are in the works in Internal Affairs. In addition, MILLITARISM has proposed a visual embellishment of the forum having to do with crests. Keep a lookout for more on this wave of new developments next week, following a sea of increasingly poor puns as your friendly Foreign Affairs deputy, having given up on forum surfing in peace, either drowns in a tidal wave of writing work on the ship of State, or begins foaming at the mouth.*

Activity in the College continued apace* this week, with four active and occasionally controversial threads. "What are Invaders?" continued with questions of whether military access is or should be tied to citizen status or government positions. Several suggestions for changing election procedures appeared in "Office terms," while "Prevention of Election Cycle Failure" was sidetracked by discussion of ways to stir up controversy to maintain government activity. Finally, Westwind proposed the ratification of the COPS Treaty - The Convention on Off Site Property Security - condemning forum destruction. Support was quick and unanimous, and within 48 hours the College had moved to the stage of drafting legislation to support the Treaty.

While our staff are certain that spam has continued to accumulate, a strange quantum gravity phenomenon* has caused the entire bar and games section to collapse in on itself, sadly prohibiting us from tracking exactly which threads and games remained active. Specialists advise us that this particular collapse could be remedied by the application of cash to the bank accounts of appropriate foreign affairs personnel, and strongly recommend such a remedial course of action before coverage of Attack/Be Nice to the Previous Poster is permanently disrupted.

State of Emergency in Equilism
Naivetry answers questions

For some time, the topic of inactivity has been on the minds of our Monarch and other citizens, discussed first at the opening of the Reunification Ball, and then formally in The College with Westwind's State of the Region/State of NS Address.  A consensus had begun to form that further action and change of some kind was needed; Constitutional and electoral reform, ways to ensure political activity, and similiar measures were already under discussion.

As of January 23, Westwind has declared a State of Emergency in Equilism - as a member of the Triumvirate of Guardians, this is actually one of his Constitutional powers, and you can trace the process of enactment in the link above.  The motion was seconded by another Guardian, Chaucerin, as required by law, and took effect immediately.

Westwind then appointed Chaucerin as Lord High Steward, whose powers are enumerated in the notice of appointment.  In brief, the Steward has been granted the authority to act in the name of the Monarch while the Monarch is elsewhere occupied, and has absorbed the functions of the Heir to the Throne (next in line to become Monarch) and Lord Protector (co-guardian of the Founder nation, Equility).  Westwind retains full authority as Commander-in-Chief, while the Steward is responsible for overseeing the regional government, with a broad range of powers.

Just how broad became clear with rapidity.  Chaucerin first suspended his own tenure as Lord High Advocate, in order to retain the separation of executive and judicial authority enshrined in the Constitution.  New Eunomia has been appointed to serve as Advocate of the Realm for the duration of the crisis, in order to ensure continuation of judicial oversight.  Parting from "a skeptic position on the need for a State of Emergency," New Eu has accepted his appointment "with a certain degree of reluctance," and stands ready "to safeguard and secure legality for this transitional period."

The second move was to create a list of citizens willing and able to contribute to the region.  That process is ongoing in the new The Steward's Hall subforum, where all of the new developments will be continuing.

In accordance with the Emergency Declaration by the Monarch and in keeping with the role of the Guardians to protect against sustained inactivity I declare the government of the Realm of Equilism to be struck.

The Constitution is in abeyance, the Judiciary has been vacated (with the exception of the Advocate of the Realm), elections are suspended, the College is vacated and in recess, and all Chancellors' positions, including the Lord Chancellor (Head of Government), have been vacated. This is a temporary measure to be resolved as soon as we can see who is active and willing to participate in the governance of the region. I have been appointed High Chancellor as a temporary legislative head, maintaining the separation of powers in the new Council for the Realm and acting as advisor to the Steward as the Council seeks out active and qualified candidates for the vacated positions. With New Eu, I am also charged with the protection of citizens' rights during the State of Emergency, all of which rights under the law remain in effect unless otherwise mentioned.

Foreign policy, including work for the E-Army, is on the distant horizon at the moment. Our first priority is to fill the vacated positions with the government, including that of the Chancellor of Defense, as soon as possible. Beyond that, I can only say that Equilism will remain true to its founding principles of self-determination, but we will not allow our region to succumb to the general decline. Recently, members of the E-Army embarked on an extended promotion tour through the Warzone regions of NationStates.  The participating soldiers marched their way across five Warzones, clearing the RMB's of recruitment AdSpam, taking the delegacy of each,  and noting the presence of the E-Army in the WFE of each region.

Breaking news: Blue Wolf testifies to involvement with old Lexicon plot

On January 23, Blue Wolf II, acting Commander-in-Chief of Lone Wolves United (LWU), gave testimony in exchange for immunity from charges in the case of Limitless Events, who has been banned from The North Pacific (TNP) forums. Conflict arose between the Administration and the Government when New Kervoskia, Attorney General of TNP, issued a Writ of Coram Nobis dropping charges against Limitless Events, who had been accused by board adminstrators of breaching the Terms of Service by collecting and redistributing user information (IP addresses, emails) to The Lexicon in late 2005.

Blue Wolf's testimony revealed a new side of the story, including the information that the LWU High Command had planned the takeover of TNP. While Blue Wolf has officially disavowed that Limitless Events obtained the list directly from the forum of TNP, evidence matching the list order and contents to the TNP member list makes it fairly certain that someone did obtain the list from the forum. Speculation and insinuation about the identity of this person further complicates the issue as an elaborate series of events and relationships unfolds. The proceedings are open and visible to the public, and may be viewed in the Attorney General's Office.

Blue Wolf, acting Commander-in-Chief of the noted raider organization Lone Wolves United (LWU), has just applied for membership in the Founderless Regions Alliance (FRA), one of the current leaders in defense activity in the NationStates world. Blue Wolf's unexpected move has already garnered comparisons to The Pacific's application to join the ADN (Alliance Defense Network) back in July 2005, and has attracted a great deal of attention from members of the FRA forum. The topic has been brought before the Independent Assembly for discussion and voting.

When the Monarch declared this state of emergency, it was a top priority to get the government back in on its feet. Almost immediately we created a new Chancellery of Immigration with an expanded staff and an expanded mandate. Soon thereafter a special thread was opened to bring business before the Steward during the reboot of the government.

It is my pleasure to announce that we are ready to present the most crucial element in this process: an advisory Council to operate the mechanism of government and represent the full needs of the people of Equilism.

As Steward, I will mirror the role of the Monarch and serve as a guiding voice whose purpose is to advise but not to rule by decree. The CFP will operate both as a legislature and a representative body, much like the Senate, the Assembly and the College have all done.

This roll of nine members will represent the people of the region and work with their good as the primary goal.

Please join me in welcoming this new government of the region!

• Naivetry, our High Chancellor, closed the vote on the COPS treaty which had been up for approval in the region for several weeks. Yesterday our King, Westwind, signed the treaty on behalf of Equilism. Talks will be soon underway to complete legislation for the treaty.

• The law regarding newer members to The College at the time of elections was also passed and signed into law by Westwind. It states that no new member may vote in elections if they join The College within 14 days of the election day.

The Foreign Affairs Chancellory was happy to accept a simultaneous ambassador application and application for an embassy from The Hypercubes of Flying Spaghetti Monster.  The Hypercubes will be maintaining Equilism's embassy in FSM, as well as FSM's embassy in Equilism.

In addition, a consulate was officially created for the Democracy of Unified Nations.  Tycholand has been assigned as Ambassador-General to DUN, and the two regions have celebrated the beginning of their relationship with high hopes for the future.

The Foreign Affairs Chancellory has also closed and archived the DSA/ADN embassy, upon receiving word that the organization had been disbanded.  Felasia is hereby relieved of his duties in DSA/ADN as relations with them are now closed.  Thank you for your service to the region!


• Relations were opened with Flying Spaghetti Monster as a result of a small RMB spam invasion carried out by a few of their members. Having become friendly with them, we now have an embassy and a chapel dedicated to His Noodliness.

Breaking news: DSA dissolved, membership merges with FRA

Today the Defense Security Alliance (DSA), formerly Alliance Defense Network (ADN) was officially disbanded. The ADN/DSA has been a part of the NationStates military and political experience since 2003, when it was founded by Vazquez and Phoenix. Later, under the Constitution, Pope Hope as Director and Vazquez as President served in a dual executive, until Vazquez resigned after impeachment charges were brought against him by Westwind. Under the new Charter, Pope Hope was elected Director, and Westwind elected the first Deputy Director. Administrator Unistrut then became Deputy director, followed by SWATH, a former invader who then became Director to replace Pope Hope. SWATH led the reorganization of the ADN into the DSA with himself as Guardian and with rotcjagman as Director.

As an organization, the ADN became a focal point in the raider-defender conflict. Created to oppose the Atlantic Alliance (AA)/Atlantic Central Command (ACC), by the time the Constitution was ratified on Feb. 29 2004, the ADN had wrapped up that conflict and soon became embroiled in others. The ADN fought against Francos Spain in The Pacific and declared war on Ireland after Ireland invaded an ADN member region, which led to a world war as alliances and their member states joined the conflict on either side. The history of the ADN is full of these and other episodes; fair treatment would demand a greater history than space permits.

Reactions to the passing of such a storied institution have varied. Quoted below is rotcjagman's statement as posted by Gateborg (some copy-editing by the Wire) in their embassy on the FRA boards; discussion follows:

Breaking news: The North Pacific for sale - SOLD, The Pacific confronts Imperial spam

Agamemnon Mustang, former Black Cardinal Lord of The Pacific, purchased a majority share of The North Pacific (TNP) today from TNP Attorney General New Kervoskia. The shares, which sold for a total of 5.5 million TNP dollars, were bought by Taijitu (20%) and Agamemnon Mustang (80%). More information is available in TNP.

The Wire has also received this transcript of an exclusive interview between New Kervoskia and Agamemnon, conducted shortly after the purchase.

NewKervoskia: Ag! Sit down. So, why did you buy TNP?
Agamemnon: It was a spur of the moment decision really. I always had aspirations of taking power within TNP and buying it just put me one step closer.
NewKervoskia: But how did you get the money?
Agamemnon: I ran a few successful companies within the Pacific and eventually the bank decided to buy me out. Their offer was just too good to pass up.
NewKervoskia: Anything you plan to do with TNP?
Agamemnon: I'm still working all of that out. Plans are in the works for a Valentine's day special event. Things go so much faster when you can skip all the TNP red tape, you know?

Imperial Britain's founder Acasia, Prime Minister Osterreich Cascadia, and member Bazariov first appeared on The Pacific's boards to disavow responsibility for the declaration of war on The Pacific issued by a (now former) Imperial Britain member. With the declaration of war dismissed, however, discussion soon turned to the topic of Regional Message Board RMB spam. The Pacific insists upon a 15-line recruitment message limit and no ASCII art; Imperial Britain has responded by calling the feederite hatred of RMB ads "shortsighted and selfish." The discussion has begun to wind down, however, with Imperial Britain's promise that the matter "will be addressed."

An official news statement had not been posted on The Pacific forums by the time of the event; further details to follow as more information becomes available.

With a quick change of the World Factbook Entry early this morning, perhaps the greatest purge in Nationstates history was underway. At the time of this writing, over 1700 nations had been expelled to the Rejected Realms over the course of several hours.

Pierconium's rise to the delegacy was not met without questions and gossip. After taking over a week to swap endorsements with the UN nations of the Pacific, many were left with the impression that a permanent change of delegate was in store. Ivan Moldavi had no such intentions, however. With the influence level of Auxillery, the nation of Pierconium ascended to the delegacy with one goal in mind: to go out with a bang. And a bang it was.

In perhaps a sign of the times, players throughout the game rallied behind the purge. In the hours prior to the previous night's update, nations poured in from Gatesville, the North and West Pacifics, and elsewhere eager to endorse the newly-elected delegate and see one of the game's biggest spectacles in recent memory. With all this excitement, one wonders what will become of the Pacific once the purge is complete?

One thing is for certain: Behold, Ivan cometh.

Pierconium began ejecting nations from The Pacific at about 13:30 GMT on February 1. The starting count in The Pacific was 3268; the end count was 1535. Over the course of the ejection spree, The Pacific decreased by 1733 nations (counting 2 who left within moments of the delegate change).

Observers speculate, however, that the actual number may have been higher. Politicians and players from across the NS world had gathered to pay tribute to Pierconium in celebration of his retirement from the game. A number of nations were seen to move to The Pacific expressly in order to endorse or to be ejected by Pierconium. An indeterminate number of nations were also created over the course of the day, and others Ceased To Exist (CTE'd) at update, so that the exact number ejected by Pierconium is unknown. In roughly 16 hours from the beginning of the purge, however, it is estimated that he single-handedly doubled the population of The Rejected Realms.

Pierconium resigned from the UN just before update, returning the delegacy of The Pacific to Moo-Cows with Guns, and retired to his original home region, Sparrow.

The inevitable fate of NationStates?

This is the phrase that is echoing across Nationstates, uttered by pessimists and realists alike. "It's just one big slump!" One prominent player exclaimed, "I mean, the Pacific has less nations than the other feeders, Nations are disappearing every day, in Lazarus the dead are rising from the grave, and, worse, Apathy is on the rise and no one cares!! This madness can only mean one thing: THE END HAS COME!!!"

The recent spat of decline and inactivity has also appeared to worry more sane members of the Nationstates community. High Inquisitor Pierconium declares that "the decline of Nationstates is unfortunately inevitable. Everything must come to an end. All that matters is what you intend to do when the time comes." He then abruptly asks "Could you pass me that thumbscrew? It's next to the red hot poker."

Meanwhile, in The West Pacific, TAO has an intriguing suggestion on the cause of the apparent slump. "Marsupials! Thats right! Those pouchy little mammal rip offs are the cause of all of Nationstates problems! Server Crash? Marsupials in the hard drives! Adspam? Marsupials make them all! Annoying players with bad spelling? THEY ARE ALL MARSUPIALS!!! We should wipe them out!!!"

The Pacific Post invites its many readers to draw its own conclusions from the evidence meticulously gathered. The editing staff is inclined to blame spammers, as they contribute little to NS apart from lessons in "How to annoy feederites".

Our name will be shown as "Eq" to fit with this theme. The quotes and the FAQ on TNP will not be changed; that's too much work. FAQ Regarding Equilism and Events in TNP:
Q: WTF?
A: Come again?

Q: What are you guys doing in The North Pacific?
A: The E-Army moved in several weeks ago at the request of the delegate-elect, Lewis and Clark. We had always intended to remain until his position was secure (that is, so that a few casual endorsements for Great Bights Mum would not accidentally oust L&C from his position as the democratically-elected UN Delegate). The current crisis has necessitated a longer stay than originally anticipated.

Q: Dude, like, are you guys raiders now?
A: No. If our military policy changes, we will be sure to tell you (probably in direct quotes and at much greater length than you would like). Please refer to the statements of Westwind and government officials in our updates from the past few weeks for the latest information on Equilism's domestic and interregional policy.

Q: But, aren't you invading The North Pacific?
A: Not at all. Equilism and the E-Army have participated in similar operations before alongside other noted defender organizations, such as during the TAO Maneuver in TWP earlier in 2007. In this case, the decision was made to support Lewis and Clark in his attempts to reform The North Pacific.

Q: Wait, what about regional sovereignty?
A: Regional sovereignty remains intact - Equilism and TNP are autonomous regions. Lewis and Clark is a native delegate instituting internal reforms.

Q: I thought Equilism didn't interfere in other regions' internal affairs, OMG HYPOCRITES!
A: Events in The North Pacific itself provide the best answer. During Dalimbar's stint as "rogue delegate," Equilism officially took no sides, but acknowledged the need for reform in TNP and urged the two factions to come to an agreement. Unfortunately, Dalimbar was unable to institute reforms before leaving the delegate's seat. Perhaps partly as a result, only a few months later the government of The North Pacific experienced a military coup from Emperor Matthuis. In this case, Equilism declared support for Great Bights Mum, the elected delegate of the region, and moved in E-Army troops to support the transfer of the delegacy.

This time around, Equilism has again declared support for the legitimately elected delegate of The North Pacific, Lewis and Clark. Far from departing from it, we reaffirm our statement during Dalimbar's delegacy: "It is our long-held belief that all regions have the right to self-determination without outside interference in their internal affairs. However, it is also true that the events in great regions such as TNP can affect and concern regions throughout NationStates." In 2007, we included that statement in our resolution to remain neutral. In 2008, facing apathy in NationStates, disillusionment from older players, and a state of emergency at home, neutrality is no longer an option. It is now clear that the present situation in TNP is far from an internal affair. Rather, it is rapidly moving towards an all-out war - Equilism's withdrawal at this stage would be clearly out of place.

We in Equilism do not believe in blind adherence to doctrines of foreign policy, but in dedication to the principles upon which that policy is based. From this moment, we formally declare adherence to the lesson learned through our own regional crisis in late 2006: that the growth and health of a community are the foundation for all other political action. It is only in the context of community that sovereignty itself can hold any meaning. On that first principle we shall continue to defend our actions in supporting Lewis and Clark as the legitimate delegate, elected by and for the people of The North Pacific, for the revitalization of community and the renewal of the region.

Northern Chittowa in turn appointed Aisli as Seneschal, while Dezzland took the position of Advocate of Foreign Enticement. Lewis and Clark has posted an announcement on the z13 forums for The North Pacific, as well as in Equilism, declaring the dissolution of The North Pacific's government under the recent Constitution. L&C cited the "entrenchment of old bureaucrats," a "renegade" intelligence agency, and lack of government responsiveness as several of the reasons for his changes, which include the move to a new forum. The reaction from TNP citizens has been mixed, ranging from complaints about predictability and outrage to fervent support. Due to thorough, if satirical, coverage of subsequent events from a variety of sources, further details on events in TNP will be obtained via guest writers.

The Pacific signed two major treaties today. The first was a Mutual Defense Pact with The South Pacific; the second was a wide-ranging accord with Taijitu, billed as an "MOADP." Breaking News: Cingeta closes its doors, TAO's 1k endo day meets 'moderate success', Gatesville declares war on the FRA, TNP declares war on TP

Today Pope Lexus X pronounced the region of Cingeta dead, following the resignation of its Empress. A regional history to commemorate Cingeta is in the works, and active members have been encouraged to join the Great Green Federation. The West Pacific Sentinel declared TAO's 1000 endorsement day a moderate success, as 396 nations showed up to get their chance at making NationStates history. TAO's project is to obtain 1000 UN endorsements. Upon receiving them, he will eject himself from the region, but not before taking a screenshot to document this unprecedented project. According to the Sentinel, TAO may make one more attempt.

Less than an hour after Gatesville declared war on the FRA, The North Pacific High Council (Westwind's forums) declared war on The Pacific, citing the involvement of citizens of The Pacific in the fight against opposition delegate Great Bights Mum. Moo-cows with guns has denied that The Pacific gave any orders to its citizens to enter the conflict and promised that any found to have taken action on their own will be held accountable. Scandinavian Duchies, one of the nations implicated (indirectly, through his involvement as editor of the Pacific News Network), also claims to have acted without the knowledge of The Pacific's delegate, Moo-Cows with guns. This declaration follows shortly upon the High Council's publication of a list of Hostile Entities, for "their involvement in attempts to assault the sovereignty of The North Pacific."

It's time to return to normal government.

When Emergency Powers were declared by the Monarch, it was always assumed that the period of that emergency would be temporary. As we move along and make more progress, we must set out some real dates to show that these temporary changes will actually come to an end.

As such, I direct all the legislative committees to have final drafts of all proposed legislation submitted to me no later than 29 February. This is to include all departmental restructuring and all proposals for amendment to the Constitution.

I will review and return all submitted materials with my approval or rejection and that shall end my functions under the Emergency Powers Declaration.

Barring anything unusual or unforeseen, the Emergency Powers Declaration will end on March 2nd, 2008 at 1201 am EST.

I direct the High Chancellor to move forward with her legislative committees, and I ask the Advocate for the Realm to join the High Chancellor in submitting to me a list of appointments for the first government to be seated post-declaration.

Further if it is not already in the works I require:

-legislation submitted to me for a policy guaranteeing sustained and consistent recruitment. We must tie our immigration to our laws, and I direct the Council for the People and the Chancellor for Immigration to do this.

- legislation defining inactivity and the process for removing a member of the government who fails to meet activity requirements.

Any persons interested in being seated in the new session of the College should forward these requests to the Chancellor for Domestic Affairs immediately.

Finally, it's to be the Chancellery for Domestic Affairs, not the Chancellery for the Interior. I am drunk with power...

Breaking news: Gatesville nullifies treaty with CLT, Westwind retracts declaration of war on TP

Gatesville nullified its non-aggression pact with Catlandatopia today, citing a long list of CTL's breaches of the articles of the treaty. Scandinavian Duchies as Ambassador-at-Large for CLT has taken up several of Gatesville's claims, arguing that they are not factually based. Westwind has pronounced The North Pacific High Council's declaration of war on The Pacific yesterday to be stricken and void. In a brief statement, Westwind explained that the High Council had acted without consulting the delegate, out of immediate concern for the region. While the presence of a nation in The North Pacific flying the flag of The Pacific and endorsing Great Bights Mum remains a concern, Moo-cows with guns and Westwind are now moving to address the situation through diplomatic means.

The South Pacific's Prime Minister, kloister, delivered a speech to the assembly today about events in The North Pacific and The Pacific - particularly, TNP's earlier declaration of war (rescinded as of 02-18) against TP. TSP's statement of support for The Pacific comes shortly after the signing of a Mutual Defense Pact between the two regions, itself the latest in a string of defensive agreements between TSP and regions such as The Young World and Catlandatopia. The Pacific Post has come across a scandal that has the possibility of rocking NationStates to the core and irreversibly damaging the reputations of several famous NSers. So we are going to publish in as many places as physically possible.

It has come to our attention that the IRC channels of various regions mainly contain the same people. There can only be one cause of this phenomenon: Inbreeding.

"Eva'one do's eet" drawled Flemingovia of TNP. "I mahself have Var-e-oos kin in Tie-Ji-Too and arther places. I done see whats wrong with eet."

Meanwhile, this reporter confronted the Emperor of The Pacific himself, Moo-Cows with Guns, a noted participant in this apparent scandal. "It is simply a complicated Pacifican breeding program," claims the Emperor. "Other regions are not as fortunate as ourselves, and do not possess strong virile men. It is therefore a duty of all Pacificans to go out and 'mingle' with the lesser citizens in order to strengthen their regions." This a stark turn-around from The Emperor's previous statements, and when this was pointed out, he said:  "Look, I'm the Emperor, ok? Now go mingle."

Others, however, blatantly deny any involvement in such matters. Outer Kharkistania in particular was vocal in his/her/its response. "This is preposterous! How dare you even mention my name in connection to such things? What evidence do you have to smear me with such allegations, hmm? Do I look like an inbred degenerate to you?"

Analysis: the North Pacific

The most recent government restructuring, or coup d’état (depending upon how one looks at it), in the North Pacific, should not be news to anyone. As is widely known, the democratically elected Delegate to the United Nations, Lewis and Clark, unilaterally decided to move the offices of government and declare the new Constitution null and void. For the North Pacific, this has become a common occurrence.

What is of interest in this scenario, however, is the level of commitment that the rogue Delegate and his allies have demonstrated. Gatesville and Equilism, among many others have moved large numbers of troops into the region in support of Lewis and Clark, knowing full well that such an operation must necessarily take months, at the every least, before their preferred candidate will have enough influence to govern with any sense of stability and unity. Already, new government offices of high caliber have been established, such as the House of Lords, government positions created and filled, i.e. the new High Council, and foreign affairs conducted on an impressive scale (if not with impressive quality). The regional message board, moreover, has been virtually "spam-free," if not free from bitter exchanges between opposing political factions.

Nonetheless, the (former) regional heavyweights remain. Termed the "old guard" by their detractors, nations such as Great Bights Mum have long stood for the classical democratic, if cumbersome, North Pacific. These nations, due to their longevity and their continuous possession of large amounts of endorsements, have stood as bastions against tyranny and subversion, or change and progress, again, depending on the point of view. When Emperor Matthuis pulled off a similar stunt, he was unable to remain in power for any extended period both due ulterior motives and the position of these former greats.

The current Delegate, Lewis and Clark, seems relatively secure, at present, with the massive foreign aid he has received. Especially seeing as how no united front had arisen on the opposing side from regions abroad, the Delegate has every reason to believe that he might just survive these crucial months. Nonetheless, there have been some close calls.  The evening of February 15th saw the endorsement difference between Lewis and Clark and Great Bights Mum drop to a mere eighteen nations (311-293).  (Un)fortunately, a trend has emerged over the past few days whereby the Crimson Order has consolidated its lead, both through increased foreign assistance, increased communication with members of the United Nations in the North Pacific, and through the use of that ever popular big red “BAN” button.  Currently, the Delegate has 79 more endorsements than the opposition (335-256). 

This relatively secure position was perhaps considered when the Crimson Order today declared that the state of war between the North Pacific and the Pacific had ended, and that the two regions would find themselves in peace after a mere day or two of official, if not actual, hostilities.  What remains to be seen, however, is whether or not the opposition, or terrorists, as the Order calls them, will manage to remain united and secure increased foreign aid for their campaign.  In the end, it may come down to a mere battle of patience.  How many months are the allies of Lewis and Clark prepared to remain in the North Pacific?  How many nations will those supporting Great Bights Mum throw into the fray for the sole purpose of reducing the Delegate’s influence?  Will the North Pacific once again make a return to normalcy (whatever that means there, these days, is unknown by this editing staff), carried on the back of Great Bights Mum, again? Or will Lewis and Clark manage to maintain his position in a victory for those who have recently been clamoring loudly for change and conflict? It would seem as though an answer to these questions may not emerge for quite some time.

[size=7]The Event that started with a shout and a bang ended in a whimper.[/size]  Only 396 nations will have their names added to the annals of TWP history as participants in this February's 1K ENDO DAY EVENT.  Even so, TAO remains the most-endorsed Delegate in the Game.  "It was a good plan but the hoped for crowds never materialized," admitted a tired looking TAO.  And with that TAO thanked those who participated in today's event and invited them to stay for the After Event Party sponsored by famed NS Recruiter BrightonBurg.

Watchers and participants alike were surprised by the lack of participation in general.  Blame for the low turn out was assigned to the current crisis in TNP, the work of militant marsupials, and the continued interference of Ramaba in TWP affairs.  Sources admitted, however, that no one factor could be named as THE factor.  An anonymous informant, a well-known TAO insider confirmed, "Yes, TAO was a little disappointed but he understands that the current TNP Rogue-Delegate Event was a bigger deal."

When asked if he had plans for attempting a repeat of the Event, TAO smiled and offered this; "I may try one more time but, if I do, I hope for more than a repeat of today."

The Equilism Foreign Affairs Chancellory, in cooperation with the High Chancellor and government of Equilism, encourages all nations to base their assessment of the situation in TNP first and foremost on facts that can be easily corroborated by investigation, rather than on hearsay, rumor, and baseless speculation. Some of the more frequently cited of these conspiracy theories are addressed below in links.

In response to continued discussion between members of the FRA and Equilism regarding events in TNP, Westwind has posted in the FRA's embassy in Equilism defending his history in The North Pacific, against claims that he joined the region recently and only in order to take the delegacy. I was a Senator of the North Pacific Directorate, and a Registered Voter of the NPC in 2005. I first registered on the s2 'Old Blue' forum in 2004.

I lead the largest army in the liberation of TNP from Great Bight in 2004. There were 250 nations involved in that liberation. I worked from within and without to end the Moldavi/Insane Power/Cathyy travesty in TNP in 2005.

Equilism was allied to The North Pacific in 2004, and until the delegacy of Pixiedance.

I have been an Ambassador to TNP from Equilism, and an Ambassador from TNP to Equilism.

I worked with both the Delegate Chodean Kal and the z13 government to bring a resolution to that crisis in 2007. I worked with Monte Ozarka on the new Constitution proposal that eventually passed. I endoswapped to leach influence from Emperor Matthius to help limit his abilities when he stole the delegacy.

The vitality of The North Pacific has been second only to that of Equilism in my concerns in NationStates.

I'm hardly an outsider/newcomer to TNP. I've been there for four years now. And been registered on, I believe, eight TNP forums.

Futhermore, you claim that my delegacy is an invasion because the E-Army came to help the transition from GBM to my delegacy. GBM stopped gathering endorsements so that I could take the delegacy, as I was elected on the z13 forum, which you seem to recognize. So if I had waited just that one more week for the transfer to complete internally - which it would have - then you'd not be invading TNP? I find that doubtful.

I thought it was an awfully nice present for my friends to put me over the top and into the delegacy that I was elected to on my birthday.

GBM previous gained the delegacy through the assistance of invaders to expedite her delegacy transfer. So do you claim that her delegacy was never legitimate ? Better Times was put into the delegacy by defenders endorsements, does that mean that his delegacy was never legitimate? How 'bout Thel with outside support ? Or any of the many other TNP delegates that made use of outside support to expedite the delegacy transfer? This is nothing new.

Perhaps each and every time a defender mission has placed someone other than the original native delegate into the delegacy should be called invasions now, eh? Perhaps everytime a region comes to assist another region with a delegacy transfer, FRA should rush in to prevent that transfer.

Those from the FRA and elsewhere that come with bombastic rhetoric of what an evil invader I am, pretending that they know all, should take some time to know these facts. You are the ones that have chosen to insinuate yourselves into the internal affairs of other regions. You discuss and plan possible ways to infiltrate Equilism and overthrow the government here. You've had member regions that send nations to endorse an unelected nation to put her into the delegacy in TNP.

You have members that plotted to try to overthrow my delegacy before I announced any changes. I had to protect the region against the threat to the security of The North Pacific....THAT THE FRA PRESENTED. You are the invaders.

You do not deserve the name 'defenders'. Defenders do not interfere in the affairs of other regions. You have lost your way and have become a politically based group. Your politics are to oppose anyone that wants to take action to revive activity in NationStates in any way, shape, or form. That is a terrible shame. You would rather that nothing happen to revitalize regions or the game. You take action in order to prevent change and activity.

It makes absolutely no sense whatsoever.

You blame me personally for changes in Equilism. Yet were it not for all these people here, I could do nothing. Everyone here in Equilism sees the need to work to regenerate activity. We all see the need to redefine our mission in NationStates, because we've already accomplished the goals we sought. We are a community, and when you throw these accusations against me, you are throwing them against the entire community of Equilism. How insulting !

You have chosen to make the internal affairs and choices of Equilism and The North Pacific your business. It's not.

Reasonable people can discuss and disagree, and there is nothing wrong with that. They can try to influence and convince, and that is all fair. But direct actions are intolerable, and are really acts of war against soveriegn regions.

And one more note that I'll make. I don't know what this obsession with Khark is. I love how active he is. He has energy that is rarely seen in NS anymore, and I'll not knock him for that, and I've been pleased to give him opportunites to make use of his energies to help build and maintain activity. I do not and have not, however, ever endorsed or condoned his own actions and ideas. Rather I find him to be a loose canon. He does not, and never has, spoken for TNP. It is beyond me why anyone decided to beleive that he does. A minor deputy in charge of spambusting on the RMB does not speak for a region anywhere. You imbued him with much more authority and position in your minds than he ever had or will have. And futher from that, he has been removed from all offices with the exception of his membership in The House of Lords, our legislative body.

Foreign Affairs

The Foreign Affairs Chancellory has noted the presence of members of the region Nederland on Equilism's RMB this week, one of whom declared war on Equilism and demanded the founder password by March 1. After additional posts in a similar vein, the spammers were banjected from the region, and several of our members contacted the government of Nederland to ascertain Nederland's official position. Nederland's UN Delegate, Aatesië, assured us that the nations responsible were acting of their own accord, and that no state of war existed between Equilism and Nederland.

Subsequent investigations in the Foreign Affairs Chancellory have shed some light on the situation. One of the spamming nations, Nitwitium, has a history of antagonism with Equilism. An argument between Nitwitium and several of our Dutch-speaking members in Feb. 2007, when Nitwitium chose to view our offer of assistance in Nederland's post-election delegacy transfer as an act of hostility, led to the closure of relations with Nederland during Nitwitium's term as Delegate.

The FA Chancellory has also received information that the nations involved in the current incident are reacting to Equilism receiving credit for the liberation of Holland in mid-January 2008. Military Liaison Felasia, who served as defender lead at the time, has confirmed that Equilism was involved in the operation, and that the E-Army arrived in time for update while the forces from Nederland were 20 minutes late.

Appropriate steps are being taken by the governments of Nederland and Equilism respectively to resolve the situation. The mods have also been contacted, and have issued a warning to the player behind one of the nations banjected.

The Foreign Affairs Chancellory would like to take this opportunity to reaffirm our history of friendship with Nederland, and to state that Equilism bears no ill will towards Nederland or any of its members. For the sake of our citizens' peace of mind, however, we thank Aatesië and the government of Nederland for looking into the matter so promptly.

Due to the unfinished state of the legislative reforms, the deadline for the conclusion of the current State of Emergency has been pushed back by one week.

After having conferred with the High Chancellor, it has been determined that the legislative agenda needed for the handover to regular government has not proceeded far enough.

As such, the period of the State of Emergency has been extended for one week.

It is expected that the legislative committees currently working will have made significant progress in that time. Even if they have not completely finished their task, I will end the Emergency Powers declaration no later than midnight on 8 March.

Although he is stepping down from his position as government leader, TAO has reassured everyone that he will be staying on in TWP as a forum admin, and to assist the new leadership. At time of writing (2008-03-01), TAO has held the delegacy of TWP for 265 days, during which time he has been noted for the growth, energy, and innovation he helped to bring to The West Pacific. Sedge has announced his retirement from the FRA and NationStates today, citing complications with something known as Real Life (tm). Since sedge's announcement (on 2008-02-25) Sir Lans has been appointed Pro Tempore Chancellor to fill the gap in leadership.

In other news, the FRA has officially restated the response given to the members of Gatesville who posted a declaration of war on the FRA on 2008-02-17.

Government has been reformed, legislative committees are active. We are now a leaner and more operative region - our recruitment remains an issue, but I leave that to the Lord High Chancellor. As Steward, I declare the following

1. The College is now returned to session.

2. New Eunomia is appointed as Lord High Advocate.

3. Naivetry is hereby appointed as Lord High Chancellor.

4. The position of Chancellor of the Realm is vacated unless restored by the Monarch. The College is charged with finding an alternative from among their various committees.

5. The government shall immediately implement, post and promulgate the new guidelines for activity.

6. I strongly recommend that the restored government establish hard guidelines for recruiting from all members of the Cabinet and College.

Pending ratification by the Monarch, I hereby declare the emergency mandate to be ended.

Chaucerin's announcement of the end of the State of Emergency in Equilism was confirmed by the Monarch, Westwind, shortly afterward. While the State of Emergency is over, however, the Stewardship inaugurated during the SoE will continue.

The Chancellory of Foreign Affairs has recently undergone a transfer of power, with Thoughtful Ideas stepping down and replaced by his Deputy, Rodhama. Shortly after taking office, the following statement was issued:

“If I were to be asked what the Foreign Affairs watchword is, I'd answer either "Caution" or "Advance Planning", or even "Cautious Advance Planning". I don't plan on deviating from the goals laid down by Thoughtful Ideas. Here's my current plan for the Chancellory of Foreign Affairs:

1. Reopen relations with Taijitu and Nederland. Although there might currently be a few problems and bumps in the road, I do see these as very tangible goals.

2. Do a thorough house cleaning of Foreign Affairs. The Chancellory I've inherited is fairly smooth, but definitely needs some cleaning up. Immediate plans:
A. Do an ambassadorial reshuffling. I want to see how many ambassadors we have, and how many regions we currently have embassies and/or consulates in. I'll divvy up the ambassadorships and allocate them.

B. Close down inactive embassies and/or consulates. There will be advance notice given, but after the deadline it's downgrade or shutdown.

C. Begin to limit access to the Private Foreign Affairs Chamber. Frankly, there's a huge list of people, and not all of them should have access. Nuff' said.

D. Provide a more organized FA and Private FA area. Getting rid of extraneous topics, unnecessary ones, etc.

3. Maintain strong active links with the nations we are currently allied with. It is these nations upon which we rely and without whom we wouldn't be who we are. Maintaining strong links provides Equilism with support, strength, and standing in the international community.

4. Find new regions/nations to ally with. Having our current group of friends is nice, but expanding and welcoming more is always a rewarding experience.”


The Chancellory is in the middle of undergoing a shuffle. Expect that the ambassadors will be reassigned sometime in the near future, and a new Deputy recruited and other staff positions created depending on the need.

The College
During the State of Emergency, the Council for the People of Equilism passed a series of legislative reforms and Constitutional amendments, mostly involving College membership, elections, and the structure of the E-Army leadership and its relationship to the government.

The College, suspended on January 23, returned to session on March 9. Lord Chancellor Naivetry intends to continue the program of legislative reform begun during the SoE, including new legislation defining inactivity for government members.

More updates on the return to Constitutional government shall appear in next week's update.

The College
Lord Chancellor Naivetry has updated the list of passed legislation found in the College of Equilism.

During the State of Emergency, the Council for the People of Equilism as a temporary legislative body passed two important pieces of legislation: an agreement of alliance with The North Pacific, and enabling legislation to accompany the signing of the COPS treaty earlier in February. The main portion of legislative activity, however, was dedicated to a series of three Constitutional amendments, which were signed into law by the Lord High Steward, Chaucerin, on March 10.

II. Membership: This amendment removed the clause which discriminated against dual-citizenships with members of 'invader regions.'

V. The College: This amendment dissolved the Chancellories of Defense and Intelligence and created the Chancellory of Immigration to accompany Domestic Affairs and Foreign Affairs. In this way, the E-Army has been separated from the cycles of the elected government, allowing continuity of E-Army leadership while maintaining civilian oversight in the person of the Military Liaison. The amendment also provided for the Triumvirate of Guardians to address the College when summoned.

IX. Elections: This amendment doubled the length of the Lord Chancellor elections from 5 days to 10, with the time evenly allotted between campaigning/questioning and the voting period. A clause was added ensuring continuity of government in the case of no candidates for the position, by allowing the Guardians to appoint an LC to be presented to the College for advice and conset. The amendment also mandated that the Monarch appoint the Chancellor of the Realm (UN Delegate) rather than holding elections; the CotR must be replaced at the request of the College by majority vote.

Broken News: Lots of Ants elected Delegate of TWP

Lots of Ants was elected delegate of TWP today, replacing TAO after the First Minister announced his decision not to seek another term last month. Lots of Ants, who joined the region just over a year ago, was elected with 57.1% of the final vote, with 12 out of 21 (out of 29 eligible) senators voting for her. TAO and others have expressed congratulations, as has runner-up and forum admin Cave Canem, who added that LoA should be proud of the trail she has blazed.

Broken news: Kharkistania aims at anarchy

In an article subtitled, "I have officially gone off the Deep End," Kharkistania announced today in several of the feeders the formation of the NationStates Free Territory Movement. The movement, which plans to base itself out of The Rejected Realms, condemns the mechanic of Influence for fostering an oligarchy of government elites who cannot be removed from power, thus obstructing progress and change.

Reactions to the NS Free Territory Manifesto have been varied. In The North Pacific, Kharkistania has been removed from the House of Lords as of 2008-03-14, but has been praised by Romanoffia on the old z13 forums. Lazarus Seneschal Aisli says that Khark makes her smile. The discussion in The West Pacific has been one of the most lively so far (second only to TNP), drawing comment from Kandarin, the long-time Delegate of The Rejected Realms, among others. Kharkistania has stated that his organization does not seek to overthrow the government of The Rejected Realms, since the two major mechanisms to which NSFT objects, endocaps and banning, are not in place in TRR.


Breaking news: NationStates survey deadline extended, TAO offers self as delegate of TNP

TAO, former Delegate of The West Pacific, has offered himself as a candidate for the position of UN Delegate in The North Pacific. Based on a statement by TAO on TNP's Regional Message Board, flemingovia invited TAO to the z13 forums to expound on his ideas for the region. TAO has responded with no less than a full draft of a new Constitution, which has been met with some criticism for its monarchic characteristics by Romanoffia. In the discussion, TAO emphasizes the necessity of community, pointing to his track record and his experience in the game as a whole to help The North Pacific move beyond its current division. Once again, a loud, whiny complaining voice is heard throughout TNP, temporarily drowning out the others. Kharkistania has declared his "Manifesto Of The Nationstates Free Territory Movement", a document as long and as pointless as its title suggests. "Anarchy is what we want!" Kharkistania yells, a foot away from the reporter conducting the interview. "Myself and the others who support this document are in complete agreement. Too long has NationStates been stagnant, too long has there been a sharp decline in regional growth! The time to act is now!"

When pressed for the identity of his "supporters," Kharkistania started to sulk and hit the reporter over the head with his sign. "QUESTIONS LEAD TO ANSWERS!! ANSWERS ARE STUPID!! I WANT TO BE ANARCHY!!!"

In order to continue its sterling service in presenting completely unbiased and accurate facts, The Pacific Post, unfortunately, had to read the damn thing. In short, it is full of the simplistic ideals that those with unfortunate dispositions tell themselves and others in order to give some semblance of purpose to their pitiful lives.

It advocates an approach that moves away from the mechanics of NationStates, and tries to drudge up the scum of NS, those that have been kicked out of regions. It does not seem to take in the idea that these rejects may have been kicked out for various reasons, and that encouraging them to join in may do more harm than good; but then logic seems to be an alien concept in this document.

Funnily enough, the document also states that its members have the freedom to do as they want as long as they do not do what the document forbids. So, despite spouting about "freedom" and "Anarchy," it doesn't really provide either.

"We tend to ignore him," says an anonymous TNP minister. "Basically we tell people not to listen and occasionally feed him scraps in order to shut him up."

However,  some people are displaying an unhealthy interest in these ideas. "I think it's a wonderful idea!" grins Romanoffia, whilst attempting to water the gerbil in his hat. "It brings a ballet of light and colour to Nationstates! The Intergalactic peanuts from Gamma Seven agree with me!! WIBBLES FOR EVERYONE!!!"

Welcome to another edition of the North Pacific Wire.  Today we are fortunate to be joined by the lovely Naivetry, Lord Chancellor of the Realm of Equilism:

Montana Max: To start things off, would you mind giving us a brief history of your tenure in Nationstates?

Naivetry: Well, I was 'born' on August 2, 2006 in The East Pacific.  Kertbeny in Equilism sent me a recruitment telegram, and after checking out my options, I moved to Equilism on Aug. 5.  Westwind was Delegate at the time; he sent me a TG and I registered on the forum that day.

I got involved in the spam and the Open Debate Board right away, but it wasn't until older members opened discussion on relations with the NPO that I realized there was anything more to the game.  I missed the first 48 hours of Westwind's coup on October 20, and when I returned to the forum everything was in chaos.  During the regional schism, I withdrew from all political activity for either side, until Neo-Conservatism talked me into taking a 'neutral' position on the Judiciary for the Government in Exile.

Shortly afterwards, on January 4, 2007, Imperial Equilism and the GiE reunited and I was offered the equivalent position (Advocate General) on the Judiciary under the new Constitution of the Realm.

As Advocate General and member of the College of Equilism, I helped to revise and edit the present Constitution and some of the early legislation passed by the new government.  When Chaucerin stepped down from his position as Lord High Advocate (leader of the Judiciary and member of the Triumvirate of Guardians), I was appointed to take his place.  I served as LHA from July 13, 2007 through November 13, 2007, when Chauce's return allowed me to resign the role of Guardian and become more involved in the day-to-day government of the region.

During this time, I was also serving in the Foreign Affairs Chancellory, first as an ambassador to The Pacific and Gatesville beginning on Feb. 23, and to Taijitu beginning on May 5.  Following the closure of relations with Taijitu, I served as Deputy Chancellor beginning around August 15; since then, I've been responsible for writing and publishing almost all of Equilism's Weekly Updates.  When our Foreign Affairs Chancellor became inactive early in his second term in late 2007, I unofficially took over the running of the Chancellory, closing relations with inactive regions, revamping our ambassador list, and making sure that all of our embassies received our updates weekly.

Shortly after the Triumvirate of Guardians declared a State of Emergency in Equilism on January 23, 2008, Chaucerin appointed me High Chancellor, a temporary legislative position as Head of Government for the duration of the SoE.  I served in that position until the conclusion of the State of Emergency on March 9.  When the SoE ended, I was appointed Lord Chancellor, the Constitutional title for Equilism's Head of Government, which brings us up to today.

Montana Max: That's quite an impressive list; seems that you've propelled your way to the top of one of NS's most storied regions in a fairly brief period of time.  On that topic, could you tell us the reasoning behind the most recent State of Emergency in Equilism, what it has accomplished, and why it is now over with?

Naivetry: Sure!  And for a more thorough account, you can always read our Weekly Updates. ;)  At the end of January, Equilism was facing a crisis similar to that encountered in Oct. 2006.  Elections were a few weeks away, and our Lord Chancellor, half of our cabinet, and our UN Delegate were inactive.  Under the leadership of our Monarch, Westwind, we had begun to consider the wider problem of the slowdown in NationStates and what changes Equilism would need to face the storms ahead, but change comes slowly when half of the government is periodically absent.  The temporary State of Emergency allowed us to exercise the powers we had built into the Constitution after the Oct. Coup, basically giving the government a quick reboot.  Waiting for elections would have involved a minimum of three more weeks of inactivity and further regional decay.  One key concern, then, was the ability to pass legislation swiftly by suspending the normal legislative procedures; but by far the most important factor was the need to match government responsibilities with active members as soon as possible.

In just over six weeks in the SoE, Equilism passed two important pieces of legislation and three key Constitutional amendments.  The SoE also served as the motivation and opportunity to restructure and upgrade the forum.  But the State of Emergency was never conceived as a permanent measure.  It accomplished its purpose in stimulating activity and discussion, and in allowing us to enact changes efficiently, but all of our members, including the Triumvirate of Guardians, were anxious to return to full Constitutional government once activity had been kick-started.

Montana Max: Personally, I've been playing the game for several years now and have always admired Equilism as a region.  If you could name your favourite aspect of Equilism, what would it be?

Naivetry: I'm going to give you a trite answer because it's the truest thing I can think of: the community.  We have an amazing group of people here who have made Equilism what it is - consistently one of the most politically involved, civil, friendly, and active places in NationStates.  If I had to pick the one thing that I think sets Equilism apart, it's our ability to truly engage with the issues - whether on our Open Debate Board or in our foreign and domestic policy - without losing sight either of individuals or of the importance of consensus.  Even when we passionately disagree, we do it with a profound level of mutual respect for each of our members, if not always for their opinions.  Our ability to come through a regional division like the one we experienced in 2006 is evidence of that strength - we each bend so that we do not break, and together we stand firm.

Montana Max: Much has been said about Equilism's role in the current situation here in the North Pacific.  I'll try to stay away from the usual, mindless "why are you invading TNP" claptrap, but I will ask you this: I remember the arguments used by defenders against the New Pacific Order, the North Pacific Directorate, and others.  Specifically, they argued that feeder governments derive their legitimacy from majority support by their off-site community.  Now that it appears Westwind has a majority support (as evidenced by his off-site democratic election as delegate) from the off-site community, it is now argued by his opposition that he is beholden to the on-site community instead.  What are your thoughts on this theory?

Naivetry: First, I would like to say that I see this as the single most important question of policy and ideology facing NationStates regions today, and I'm delighted that it is being addressed. 

What is at issue here is, of course, our definition of community.  Now, my experience of NationStates revolves almost entirely around the off-site world, as is the case for, I imagine, practically everyone who will be reading this.  Without the off-site forum communities - the complex interactions of personalities that go together to create a regional community and the still more complex interactions of regional communities that make up our world - NationStates is a collection of numbers in a database.  On occasion, you'll find an on-site community that revolves around those 10 posts visible at a time on an RMB, and those sorts of communities, while fragile and temporal, are none the less worth preserving.

But communities as such cannot exist in a feeder in the absence of a forum.  The RMBs are covered in adspam, and newborn nations can't possibly get to know even the person behind the name in the Delegate's seat, let alone their 3000 closest neighbors.  If a feeder is to be anything more than a spawning ground and UN jockeying arena, it must establish a forum culture that serves as a haven for individuals and a place where true community can be formed.

So, on-site vs. off-site communities?  In a feeder, there's only one choice.  Should the on-site nations have the opportunity to express their opinion?  Of course.  But unless we wish to deny the legitimacy of all forum government, we must insist that all forum government is by nature superior to the mechanics it manipulates.  To hold otherwise is to undermine the very existence and raison d'être of the NationStates game as it has developed on these forums.  If the exercise of game mechanics is all that matters, then there's no reason for you to be asking, me to be answering, or anyone to be reading this interview in the first place.

Montana Max: To me that is very interesting.  In any case, let me throw you a hypothetical.  If you had to pick another region for which to be a dual-citizen, which region would that be?

Naivetry: Out of the feeders, my birthplace - TEP. They have terrific people, terrific RP, and I owe Gnidrah copyright infringement payments for my avatar design.  :P  Out of the user-created regions, I think it would have to be Lichentia.  I haven't had the leisure to get to know much about their forum, but in all of my time there as a diplomat they've been by far the most welcoming and responsive of all the regions I've visited.

Montana Max: And finally, the all-important question - Colorado or Montana?

Naivetry: That depends, 'MontanaMax' - is what you report I said actually going to depend on what I say? :P

Broken news: Crimson Order forum leaked

Kharkistania, one-time member of the Crimson Order, the organization of members and regions supporting Westwind (Lewis and Clark) as Delegate of The North Pacific, obtained screenshots of the Order's forum and posted them publicly on a number of prominent forums across NationStates. Kharkistania's information has been greeted with enormous interest and controversy; while several figures, notably Romanoffia on z13, have expressed enthusiastic approval, others including Sir Lans in the FRA have expressed disgust at the betrayal, even of a regime they had already strongly condemned.

The content of the posts implicates a number of prominent players in NationStates, several of whom have since disavowed their connection with the Crimson Order, as their names were mentioned in passing and/or without permission or proper context. The information revealed includes the background to Gatesville's support of Lewis and Clark as well as a number of the Crimson Order's subsidiary strategies and long-term plans. The material covered is too complex for full analysis in the Wire, but interested nations may view the discussions currently ongoing in the FRA and z13. (Despite mentions of broader publication, the Wire has been unable to locate additional outlets for Khark's intelligence leak; any tips our readership may have would be appreciated.)

NationStates administrators have instituted several changes to game code, as most players are by now aware. While many of the changes are cosmetic (new buttons, a new issues/telegrams highlighting feature, miniature flags on the RMB and endorsement lists), several have greater significance for gameplay. The RSS feeds in particular have been criticized for providing automatically the intelligence that raider and defender organizations once were forced painstakingly to collect on their own. With the new ease of tracking nations' movements, including endorsements given and received, some have worried that the military aspect of the game will suffer a hit similar to that experienced after the introduction of Influence. See, for instance, the discussion in The West Pacific for a sample of players' concerns and possible solutions to the military dilemma.

Rhetoric on The North Pacific z13 forums escalated with Nikocujo's announcement of an ultimatum from Gatesville, stating that the Gatesville Guard would be deployed to attack z13 TNP's interests if endorsements were not switched to Lewis and Clark within 4 days. The announcement met with a scrupulously polite welcome from TNPers flemingovia and Great Bights Mum, as the rhetoric ramped decidedly back down. In a move that has been compared to ongoing events in The North Pacific, Taijitu delegate and co-founder Sovereign Dixie today announced the "beginning of a new day, and a new beginning for Taijitu." The senate has been disbanded, the constitution revoked pending rewrite, martial law enacted, and several "permanent" appointments have been made. Pragmia has been proclaimed High Justice and sole judicial authority, PoD Gunner is Praetor in command of the military, and Sovereign Dixie has assumed the delegacy "indefinitely." The current government has left the daily life of the forum nearly untouched, while revoking Taijitu's previous touchstone of neutrality. Despite Sovereign Dixie's promises of the continuation of democracy, a number of Taijitu citizens have reacted negatively to the proposed reforms; others have come out in support of what have been billed as necessary changes. NS NEWS WIRE PARTNERS WITH GNN

The editors of both the NS News Wire and those of Global News Network, run off of the NSPE forums, have agreed to a syndicated press lease. Either group of editors may use a story featured in the others' news as long as the story is referenced to the proper syndicate. This marks a new day for both NS News Wire and the GNN - it opens new avenues in reporting and the breadth of topics. 

NS GETS REVAMPED

Max Barry has revamped the NS World again. In a new release titled "A Whole New World" on Tuesday March 18, 2008, he revealed the next changes to NS. Many of the buttons/icons in the game have been changed and customized. One is now informed of new telegrams in two ways. When one signs on, at the bottom it will tell you if you have any new telegrams and how many as well as on the side where telegrams is in bold with a number next to it. Below you dossier there is a new section called Reports. Reports allows you to keep tabs on those you've added to your dossier as well as those in your region.  Finally besides some other asthetic additions and changes, there are now RSS feeds for practically every aspect of the game, making it easier to keep tabs on players in the game.

NEW FOLSOM UPDATES SYSTEM OF SUBMITTING LAWS

President Zakalak has commissioned a code of Laws to be written for New Folsom by the founder Akilopolis 2. Akilopolis 2 revealed these laws today. These laws also contain laws regarding amending the current laws or proposing new ones. Anyone who lives in the region can propose a law/amendment, and also vote on the proposals. These laws are meant to give the Region some more clear boundaries and rules.


THE EXODUS ANNOUNCES RESULTS OF ELECTIONS
The Exodus' recent Regional Assemly elections have come to a close with the results raising Many Oodges, moderator of The Exodus' Embassy here on NSPE, to Regional Assembly Speaker. The Deputy Assembly Speaker's position was handed to Leaf. Oodges position as Minister of Foreign Affairs may also be challenged now that he has been elected to this position. Oodges has introduced recruitment and other types of reform to the Regional Assembly. The Exodus also continues the talk of the death of NS. They lost their "Very High" regional status earlier this month.

DHARMANIAN EMPIRE ELECTS THEN EJECTS
The people of The Dharmanian Empire elected Orlendric to the office of Prime Minister. The next day he tried to sign legislation into law without going through the proper processes. He was removed from office and after threats to the region and its leaders was ejected and banned from both region and forum site. As of now State of Awesomeness is the Prime Minister, with New Ver-Sweden as Delegate, Nukeobis as Chief of Military and Fish United, Capatilist Jedi and Archon Spaydoak as Lords. A Constitutional Convention is approaching for TDE as well. As for non-governmental news, TDE has opened up two new regions in the empire: The Arrow and The Tempest. The Arrow is led by Oceanic Airlines 815 and The Tempest is led by Kilo 7.

EGEDEN FINDS MIDDLE GROUND ON CONSTITUTION
Early into March two separate constitutions were submitted for approval - one written by Island Union, the other by Romenoch. A vote was supposed to be held to decide which to use, unfortunately GNN does not have the results of that vote, however, a merge of the two seems to have occurred. The new constitution can be read here.

In a shocking turn of events, North Pacific Elementary School teacher West Wind announced earlier today that second grader Kharkistania would not pass onto the third grade, due to poor grades in Math, Reading, and Common Sense.  Also at issue was the fact that, according to Mr Wind, Kharkistania still could not tie his shoes at the age of seven.

According to anonymous sources, Kharkistania is telling close friend(s) (at the present time it is unverifiable whether or not Khark has more than one friend, or any at all for that matter) that "Mr Wind cheats!  I had to take a time-out WITHOUT A TRIAL!!!  Also what's a trial?  Also, there's no free speech either.  I can't shout 'poop!' at the top of my lungs into the third grader's classroom.  No fair!"

Another key reason for Kharkistania's failure was his formation of the REAPERS [Red Ermy (sic) And Peeple's (sic) Ears (sic?) Ripple throo (sic) Sosietee (sic)] after-school club.  According to West Wind, REAPERS was designed with the goal of bringing anarcho-syndicalism to the classroom through various disruptive in-class activities.  In one episode, Kharkistania is said to have staged an in-class student strike against further math homework, until Wind called in his father (it was later learned by this reporter that Kharkistania's father is none other than New Kervoskia, a local celebrity famous for giving Kharkistania a public spanking last month, in the lobby of the Payless Shoe Store in downtown Magicality City).

One then wonders where Kharkistania learned his destructive ways.  The North Pacific Wire has obtained new information indicating that Kharkistania has held a longtime crush on third grader Corinthe, a transfer student from Youngworld Elementary.

Equilism Foreign Affairs Statement on the actions of Nitwitium and Butje

The Equilism Foreign Affairs Chancellory has noted the reappearance of Nitwitium and Butje and their agitation for foreign intervention in Equilism. Nitwitium and Butje have claimed, among other things, that the leadership of Equilism is "abusing its citizens" and "preparing to wage (covert) war" on other regions. They have furthermore asserted that "an attack on [our] region of Nederland seems imminent" and have solicited foreign regions to assist them in their attempt to "liberate [Equilism's] people."

Equilism does not wish to be "liberated," as the overwhelming annoyance evident on our RMB should show each time they appear.(1) Puppets of Nitwitium and/or Butje have already been banned twice by the mods for griefing under NS rules, and while Nitwitium's IP-ban from the game was later revoked as overkill, the fact that it was imposed should make plain the nature of their harassment of our region.(2)

We would like to remind Nitwitium and Butje that membership of Equilism is voluntary; that our current Constitution was unanimously approved by all active members; that freedom of discussion and dissent under the Constitution are upheld at all times both on our forum and on our RMB, and that Equilism, as stated publicly following Nitwitium and Butje's last invasion of our region, "bears no ill will towards Nederland or any of its members."(1) Equilism has never in the past, despite the best efforts of Nitwitium and Butje, had any intention of waging war on Nederland either openly or "covertly"; nor do we so intend now. Equilism is not interested in a war with a few members of Nederland of their own making.

We will happily entertain any complaints about our regional policy, either from our own citizens or from Nitwitium and Butje, should they feel inclined to issue us the courtesy of approaching us on our forum. We acknowledge that other regions besides Nederland have been concerned about Equilism's role in the events in The North Pacific, and we invite Nitwitium and Butje to investigate the situation there, in order to gain some semblance of plausibility for their claims. We challenge Nitwitium and Butje to produce any Equilism citizen who has been in any way oppressed; we encourage all who have been contacted by Nitwitium and Butje to base their actions on the evidence; and we trust that the unprovoked hostility of Nitwitium and Butje will only serve to demonstrate that Equilism is today, as always, a place of freedom, justice, courtesy, and mutual respect for all.

The College welcomed Tarlisea as its newest member. An amendment to Section IV of the Constitution was passed, defining the role of the Lord High Steward during the absence of the Monarch. Legislation on activity was passed but has been submitted for judicial review before being signed into law; in addition, the Lord High Steward has suggested conducting a regional census before any such legislation "goes live." Discussion has also begun on legitimizing a new tradition for College entrance, and on an update to the regional endorsement cap policy.

The (real) United Nations has demanded NationStates "immediately cease and desist from using the United Nations name and emblem," as it "is unauthorized and in violation of of the provisions of international and U.S. laws."

Reaction inside the NationStates world was swift and brutal: faced with this extra-dimensional incursion, the NS United Nations collapsed. Stunned member nations stared on in disbelief; Gatesville regional residents wandered about in a daze, unsure how to feel and wondering what to do with their lives.

But bureaucracy abhors a vacuum, so almost immediately the proposals rang out for a new organization, one that would serve the same, admirable function as the United Nations, but without the lawsuits. Thus, behold! The World Assembly!

Due to the upcoming absence of key staff from the region, the publication schedule for the Foreign Affairs Update has been temporarily scaled back from weekly to monthly issues, and we are hopeful that this change will allow correspondence to continue from abroad.

The NationStates Newswire has been temporarily discontinued as well - a number of important events over the past month, however, should not go without comment:

E-Army "One Team, One Vision"


Foreign Affairs
From April through May, the Foreign Affairs Chancellory has been mostly inactive, due in part to the absence of FA Chancellor Rodhama. Recently, however, Equilism has opened an embassy with Fidelia and staff have revived a long-neglected application from Audux. Ambassadors have been shaken out of a month-long slumber to bring you this update, and steps are being taken to tighten up the Chancellory after the final exam induced lapse in official attention.


Domestic Affairs
From April through May, the Domestic Affairs Chancellory has been inactive due in part to the absence of DA Chancellor wagger-tribe. Plans and projects still in the works include a revamping of the welcome materials for the forum, a festival celebrating Equilism's growth in regional population, and a reappearance of the Equilism World Cup.


Immigration
Tarlisea has been appointed Chancellor of Immigration in the absence of The Monkye. Thanks to the efforts of dedicated recruiters, Equilism's population has remained steadily over 250 in the past few weeks, despite fluctuations in population across NationStates as a whole.


The College
In the past few weeks, Whamabam, Aftheria, and Pensée have been newly admitted as College members. Following the successful completion of dual/multi-citizenship applications, Dalimbar, Biyah, and Numero Capitan have also applied to the College and are currently being questioned as part of the Equilism Rite of Passage to speed up the process of admission.*

*Or, as rumor would have it, because they were bored.

As elections for the next term kick off, Lord Chancellor Naivetry has summarized the events of the present term for the benefit of the College:

In this last week of the term, we have two final pieces of legislation and a few other procedures to wrap up before the new LC takes office.  The first is a law to institutionalize the Equilism Rite of Passage as a means of entry to the College prior to the two week regional membership period otherwise required.  The second is a revamping of an old Endorsement Cap Law, setting the limit for WA endorsements received at 15.

Thank you for a fun two months.  We've gotten a lot done, especially early on, and I'd like to thank you especially for all the work with legislation.  In addition to the items currently at vote, we've touched up the Multi-Citizenship Act, created and defined a prominent new position in the Lord High Steward, and started work on guidelines for Activity

It's also been a rough term for some of us.  All three of our Chancellors have gone inactive and/or been replaced in the last two months, and the life we have seen on the forums has been in large part the result of the persistent efforts of a few dedicated recruiters.  As the term ends, I would encourage each of you to think about where you would like to see Equilism in the next few months.  The summer slump that hits NS is a serious threat to preserving the life of this community; and while affairs abroad seem to be gearing up for activity, unless we make the effort to get involved - to issue Foreign Affairs statements, to debate these issues in the College, and to stay connected with the larger world - Equilism will become politically irrelevant.

We've seen three new applications for Dual Citizenship and College membership in the last few weeks: Numero Capitan, Dalimbar, and Biyah.  All three are experienced NationStates players, and it is no coincidence that they have chosen Equilism as a second (or third) home.  We have a reputation interregionally for political activity and military action; the present government has worked hard to maintain that reputation; the next government has that challenge and more ahead, and Equilism will need your help.

For our newer members (the 2007 and 2008 generations) especially: consider stepping forward into leadership.  We have built our government in such a way that it is very difficult, if you are doing anything at all, to do anything wrong.  Do not be intimidated by experience.  Enthusiasm and hard work will trump experience in this game any day. 

G.K. Chesterton once said, "It is a good sign in a nation when things are done badly. It shows that all the people are doing them. And it is bad sign in a nation when such things are done very well, for it shows that only a few experts and eccentrics are doing them, and that the nation is merely looking on."  We have created a government open to all of us.  Let us have the courage to do things badly.

In the Open Debate Board, five threads have seen action since early April: the old Sci-fi Thread, Pensée's Intolerant Assertions: Active Belief vs. Passive Belief, the poll for the Best type of Government, MILLITARISM's pessimistic assessment of the world economiy in We're screwed..., and last but not least, God doesn't work, faith is a trick: Let's argue about it.

Started by Chaucerin just over a year and a half ago, the "God thread" has mushroomed to 15 pages and nearly 600 posts. Observers earlier this week speculated that the debate might finally be winding to a cordial end, but Naivetry and New Eunomia have since kicked it off again, with 15 posts between them in the last 3 days.


Role-Playing
In the E-Bar, coups, Klingons, and Cuban cigars have all made an appearance, along with the infamous E-Bar dishwater. Flexion has returned unexpectedly to update the Equilism Map, while the usual Attack/Be Nice to the Previous Poster threads have kept up without pause.

In more serious news, the South Equilism Treaty Organization (SETO), consisting at present of the nations of Felasia, Grifix, and Tarricoe, has been criticized by the nation of The Monkye as a Felasian cover for the formation of an empire. Midiri, Oh-Snap, Seriphyn, Thoughtful Ideas, and Tycholand have all been drawn into the conflict, as the nation of Felasia launches an unprovoked attack on the dormant nation of Buffeyland...

Hold on, receiving historical redaction... After the unexpected appearance of representatives of Buffeyland, reports were received that the attack in question had in fact been launched against the unpopulated territory of No-Man's land. Tycholand calls for aid as the war rages on; rumors have it that Tycholand is next on Felasia's list.

Main Street
Equilism welcomes three new stores to Main Street: Wham's Army Navy store run by Whamabama, Emo's Aerospace Engineering administered by Some emo guy, and Remy's Own Coffeehouse | Chak Lefth's Tailor Shop, under the auspices of Midiri.

The Chancellor is looking for one additional deputy to assist in the daily administration of the Chancellory in her absence. Candidates interested in gaining leadership experience in one of the most active Foreign Affairs teams in NationStates should contact Naivetry by PM with any questions.

Equilism has approached The North Pacific in an effort to normalize relations between our two regions. Currently, discussion is centered on the treaty of alliance formed between Equilism and The North Pacific during the Crimson Order and whether or not this treaty should continue in effect.

The Foreign Affairs Chancellory is once again in the process of cleaning up old embassies and consulates and reassigning ambassadors. Since the last update, Equilism has reopened relations with The Meritocracy. The establishment of consulates with The New Inquisition and The New Revolution in mid-April was also not recorded in the previous update. After a delay in communications, the consulate with Audux has also been approved, and we look forward to meeting representatives from the region shortly. Finally, the embassy of Flying Spaghetti Monster has been closed and archived at the request of The Hypercube due to regional inactivity.

Topics under discussion in the Chancellory currently include relations with the FRA, New Liberalia, The North Pacific, an invitation from the UK, publicizing SIREN, reestablishing an embassy with Nederland and with The Meritocracy, and more.

After a long period of unrestricted expansion of access to Private Foreign Affairs, Chancellor Naivetry has completed a week-long roll call to identify active members. ADMIN has begun masking changes to restrict access to the Triumvirate of Guardians, E-Army High Command, current FA Chancellory personnel (ambassadors, deputies) and those who have shown both enough awareness of goings on in the Private FA forum and enough interest in them to request continued access. 15 members have been removed from Private FA for failure to meet these qualifications, with this high number suggesting that the last clean-up of the Chancellory access lists took place as long as a year ago.

Due to RL commitments, the Chancellor has been relatively lazy in his chancellory. This will continue for a few weeks. Have patience. He has, however, had time to find a willing accomplice to be his deputy: Whamabama! If things don't work and I'm not there, blame him. No others have yet decided to join the force that is the Chancellory of Immigration.

Also, The Chancellor has had the idea while writing this update that in the future, recruiter of the week updates will be combined with Chancellory updates in order to streamline conveyance of information.

- New Naturalisation Officers need to be found. Old ones don't seem to be existing or working.
- Chancellor is working with domestic affairs for more effective naturalisation practices and some competitions.

- 100endos for the WAD campaign has begun, with a 5 endo increase this week. Enthusiasm has been expressed at the idea. Progress reports on this initiative will continue throughout the month.


At time of writing, Equilism has broken the 350 mark for nations in region for the first time in recorded history. Due to nations ceasing to exist, the current population hovers just beneath that number, which was noted on June 12. Congratulations, recruiters!


The College

Elections:
Congratulations to Felasia, who, after a delay in the elections, was confirmed Lord Chancellor and sworn in on May 17 for the May-July term. Within 72 hours, Felasia presented to the College the following appointments to the Chancellory:

Chancellor of Domestic Affairs: Tycholand
Chancellor of Immigration: The Monkye
Chancellor of Foreign Affairs: Naivetry

Membership:
The College has welcomed four new members in the past month: Dalimbar (May 17), Biyah (May 20), Zorn Uzkul (June 13), and Numero Capitan (June 13). In addition, the following members have been removed as of June 13 for prolonged inactivity: Adyndril, Astarial, Cernun, Garneska, Restored Othalla, and Rodhama.

Legislation:
Legislation passed by the College in the last month includes: Alternative Membership Requirements (passed May 17), Endorsement Cap Law (passed May 17), and a Constitutional amendment involving the Military Liaison and E-Army High Command (passed June 14).

In addition, topics under discussion include a project to clean up old legislation, a competition to create a flag, seal, motto, etc. representing Equilism's regional identity, and a proposal to award Naivetry the Medal of Honor. Last but not least, Equilism welcomes back Westwind to his full duties as Monarch. We thank Chaucerin for his leadership and service to the region as Steward during the Monarch's extended absence.

Greetings to you lot. This section is written by a deputy of the Foreign Affairs department - yours truly, Midiri.

Open Debate

Several threads have come back - Tycholand's fairly recent E-Poll of the US Presidential Elections and The Monkye's old Should the Atom Bomb have been dropped on Japan. Pensée's Intolerant Assertions continues, while the Sci-Fi thread seems to be quieting.


Events

The Equilism World Cup proceeds apace, with stocks being traded, the Golden Goal active, and team names being favorited. Matches rage, fans cry and cheer as their teams lose or win, and other such football occurrences.


Role-Playing

Negativity abounds as two RP threads were locked, the common denominators being All of Man Kind and Midiri, the latter of whom hates the former with a passion reserved, in his words, only for intolerant fundamentalists, politicians, extremists, his own countrymen, L. Ron Hubbard, and people who talk in theatres. However, in threads where one of the two stays out, they continue going strong, such as AoMK's Tycholandian Spy Executed, which Midiri has so far been uninterested in.

Beer, suicides, bar fights, and flamings - the literal kind, not the internet kind - abound in the E-Bar, as well as the request for a moosual by newly-returned Simpistan, formerly Equalist Communist, the recipe for which had been lost with Moo.


Main Street

The Street - technically, it's a 'high street', but this writer wasn't around when it was written - proceeds slowly, with only two new shops there - Hamstin's 89.1 WEQU Radio Station and the Equilism Bureau of Heraldry, administered by Iberian Empire.


Bar and Games

What, were you expecting something other than spam here? Afraid not. While one does like Spam and eats it at every opportunity, electronic spam is not edible, and contains no information upon which to feed.

In the Past Month

1) Nevadar has resigned the delegacy of Gatesville after more than 2 years (778 days) as one of the most visible players at the head of NationStates's largest user-created region. Nevadar, who has said she will continue to participate in the life of the region, has been replaced by Darkesia as of May 18, 2008.
2) The Pacific invaded Underwater Rifts in retaliation for adspam rules violation. See story in The Pacific Post and in the Trans-Pacific Times.
3) The West Pacific declared war on Global Union of Nations (GUN) for blatant disrespect and adspam violations. One Big Island supported TWP in the siege and eventual seizure of the region. After numerous insults, furthermore, Darkesia called in the Gatesville Guard, thereby "trumping everyone," in the words of TAO. Logs of the Regional Message Board during the conflict (posted for entertainment value) and a more detailed explanation of its causes are available in The West Pacific.


Breaking News: Reform in the Order of Gryphons, Gatesville breaks treaty with TP, TGR questions logs of Taijituan plot to oust Moo

Grand-Duke Biyah, Viceroy of the Order of Gryphons, announced at the beginning of June that reforms within the Order would be taking place shortly. The Articles of Revitalization have been suspended, and rule of the Order placed in Biyah's sole command, until the return of Thyatira. Current member knights have now been given one week in which to respond before the rest of the changes begin. See the Order of Gryphons forum for more information.

Gates posted today on The Pacific's forum, announcing that Gatesville has dissolved its long-standing alliance with the Pacific and declaring that The Pacific is now considered to be hostile towards Gatesville. Citing "betrayal" as the cause, Gates closed the Pacific's embassy on the Gatesville forums as well, following Nevadar's report that the alliance had been dissolved for undisclosed acts of dishonor committed by Moo-cows with Guns, present delegate of The Pacific.

While little has been confirmed in public, rumors in The West Pacific would attribute this sudden cooling in relations to an IRC log posted by Biyah, wherein Moo-Cows states that TWP's recent former delegate, Lots of Ants, was a Gatesville plant. The present Gatesville delegate, Darkesia, shortly started a thread claiming to have been Lots of Ants, but her post has widely been treated as a joke. The rumors may call to mind the "April Fool's Day" joke played this year in TWP, as the World Factbook Entry and several other regional features were altered or added, renaming TWP "West Gatesville." Gatesville concurrently advertised its membership in the New TAO Order (NTO), sponsored by former TWP delegate TAO. While the episode in April was soon revealed as a seasonal joke, the truth of these latest claims about Gatesville's involvement with Lots of Ants is as yet unknown.

New Kervoskia of the Trans-Pacific Times has posted IRC logs of a conversation between a number of prominent Taijituan citizens and Govindia, implicating Taijitu in a plot to take over The Pacific. The logs have been removed from TNP for Terms of Service violations, but are still available for viewing at time of publication on TWP's forums, where Invision ToS do not apply. In the course of the discussion, The North Pacific's recently elected delegate, Eluvatar, was mentioned as the means by which Taijitu "own[ed] TNP," later referred to as "Taijitu2." This has provoked protest from Eluvatar, who has denied knowledge of the logs, promised that his actions in TNP are undertaken in his role as TNP citizen alone, and has stated that he is investigating the authenticity of the logs in question.

The G Rebellion (TGR), co-founder and current delegate of Taijitu and one of the members implicated in the logs, has now appeared in TNP to attest to Eluvatar's character and to raise a number of questions about the plausibility of such a plot. At the moment, opinion is divided about whether or not the logs have been entirely, partially, or not at all faked. The majority of the discussion continues on TNP's forums, as most of the citizens of TWP seem to agree that the whole plot, while a worthwhile read, is inherently unlikely to be true. In another example of a Feeder refusing to give in to regional rule violators, The West Pacific's Black Sheep Squadron, including several allies, took over the region Global Union of Nations, after the founder was deleted for rule violations, and have just finished gutting the region. The region's natives had responded furiously and immaturely to the moderator's actions, resulting in further Mod action including the deletion of GUN natives for rule violations, and the argument spilling into TWP's RMB.
After this display, TWP delegate Biteland ordered BSS into the region, to the approval of many members of the region.
"Those stupid Pouchies have gone on far too long without being punished!!" snarled TAO, "It's about time them roo-fur licker's got what's coming to them!!"
After large amounts of whining and an insincere apology from the natives, Biteland ordered the region to be destroyed. But the stupidity from the natives continued, which included insulting the region One Big Island, who promptly declared war on GUN and moved in to bolster the TWP soldiers. GUN's biggest and most foolish mistake, however, was to insult both Darkesia, the delegate of Gatesville, and Gates himself. This resulted in the Gatesville Guard being deployed into the region, accompanied by the following statement by Darkesia: "I can not be responsible for injuries caused by your own gross stupidity."

Although there has been some controversy on TWP's actions, native of The West Pacific, The Faeyas,  had the following to say on the matter: "I think that it was sad that Star-san and Teachal-san had such two bad people in their region that it came down to this. In the end they couldn't force the two to apologize, and they didn't mind the action, so all in all , how could I find anything wrong with it?"

After gathering influence over a week, the BSS delegate proceeded to banject the remaining natives and ordered a pull out. The nation American Woman took the delegacy after BSS and its allies pulled out, with the stated intention of rebuilding the region despite still having no founder. However, the majority of the natives had already left to form two new regions, the imaginatively named The Global Union of Nations, and The Privateer Republic, the former containing the idiots who started this whole incident, the latter containing those who made some attempt to cool the situation. As to which split off region will be more successful.....The Pacific Post invites its readers to draw their own conclusions.

A drive-in chapel - Equilism

June is slowly displacing February as the most romantic month of the year. Barely a weak after Govindia said "I do", his daughter was popped the question by the Equilismer All of Man Kind. Love is truly in the air and it's infectious and airborne.

The bride, Ursula Ramaba, is the daughter of Govindia from a previous marriage to New Kervoskia. She works as a slaughterhouse supervisor for Happy Cow Farms in Francograd. We managed to track down hER estranged and alcoholic father to ask him about this happy occasion.

"She's an evil goat child. EVIL. Do you know how she was made? ME and GOV together. If that ain't cruel and unusual then I don't know what is!"

New Kervoskia could hardly contain his jubilation as he sucked down half a bottle of whiskey.

All of Man Kind, the groom, was just as joyous and a bit humbled, “Ursula is...is...everything I ever wanted in a woman goat. She's stimulating...intellectually, she has a stable job and she's a fantastic chef. A true gourmet. Before I met her I never knew what spices could do for an old leather boot."

The couple has decided to write their own wedding vows. The soon-to-be Mrs. Mankind was kind enough to give us a glimpse of hers (but we had to promise not to show the groom,;) )

"Bahhh, baaaaah, baaaah, BDSM, baaaaaaah, baaaaah, conversion to Islam baaaaaaaaaaaah"

The sweetest words really are the ones you write yourself.
