PREAMBLE The Citizens of 00000 A World Power (henceforth referred to as A World Power), in order to enshrine into law the powers and responsibilities of our Government, on this ninth day of March in the year 2016, do hereby enact this Constitution as the highest law of our land. ARTICLE I Founder Section 1. The Founder of the region is recognised to be the original owner of the nations Neasmyrna and Petalumadom. The Founder retains ultimate authority and power and may dissolve the Articles of this Constitution should he deem it necessary for the good of A World Power. Section 2. Should the Founder be at any point lacking the capacity to effectively execute his duties he may appoint an individual to enact his authority indefinitely. ARTICLE II Citizenship Section 1. In order to qualify for citizenship a nation must: i) have a resident nation with A World Power; said nation must be permanently located within the region and absences of over 7 days may lead to a revocation of citizenship, except where the absence is required by virtue of their Regional Defense Force membership. ii) be registered as a member of the regional forums; iii) declare their World Assembly nation to a senior official of A World Power. ARTICLE III - Houses Section 1. The Citizens of A World Power will henceforth be divided into Houses. A minimum of three Houses must be established at any time. Section 2. No citizen may hold membership in two Houses at the same time, or claim to represent a House in which they are not a member. Section 3. Houses will be responsible for keeping a publicly accessible and up-to-date registry of their members, electing their own leaders, and managing internal affairs. Section 4. Any House may accept or dispel members of their own volition, however should a Citizen find themselves expelled from or refused by all existing Houses a debate over the question of their citizenship must be brought before the Citizens Assembly and a resolution must be found. Section 5 The members of any of the three largest Houses may, in times of crisis, inactivity, or behavior unbecoming a member of the Triumvirate, recall their representative and elect from their membership a new representative to finish the term. ARTICLE IV - THE TRIUMVIRATE Section 1. Executive power shall be vested in the Triumvirate, a small council that shall consist of three citizens, each representing one of the three largest Houses. Section 2. The members of the Triumvirate may appoint a Cabinet of Ministers. Members of the Triumvirate shall be allowed to appoint any Citizen, themselves included, as Ministers of any governmental agency. The Triumvirate may create or dissolve government ministries as required. Section 3. The members of the Triumvirate shall have the authority to create orders of merit recognizing exceptional service to the region, and may elevate any citizen of the region into said orders. Membership in these orders is based upon unanimous vote of the Triumvirate, and cannot be revoked by future Triumvirates. Section 4. The Triumvirate may appoint advisory members of their council as and when required, in order to provide appropriate and useful advice to inform decisions, but these special advisors shall not be granted voting rights. ARTICLE V - THE CITIZENS ASSEMBLY Section 1. All legislative powers shall be vested in the Citizens' Assembly. Section 2. The Citizens' Assembly shall be an open forum of all Citizens of the region. They shall have the authority to debate the merits of any pending and existing legislation and regional policy. The Assembly can also resolve to report its opinion on executive issues to the Triumvirate for consideration. Section 3. The Citizen's Assembly shall be chaired by a representative elected by majority vote. ARTICLE VI - THE WORLD ASSEMBLY DELEGATE Section 1. The World Assembly Delegate shall be elected from the citizens of the region by a plurality of votes, held every two months. Section 2. The World Assembly Delegate shall be responsible for informing the region of the legislation currently before the World Assembly, collecting the region's opinion, and voting accordingly in the World Assembly. When required the World Assembly Delegate must also present the regions opinion to the World Assembly through proposals and on the NationStates World Assembly forums. ARTICLE VII - DICTATOR FOR LIFE Lord Tothe shall be eternally remembered as the Evil Dictator-For-Life of AWP. This office shall hold no power beyond assisting in forum administration. ARTICLE VIII - AMENDMENTS TO THE CONSTITUTION Section 1. Amendments to this Constitution must be agreed by the Triumvirate and then approved by the Citizens' Assembly by over 66% of those voting.
