So after spending about 30 minutes looking for any legislation that created the eastern and western districts I've decided there isn't any! But anyways the region currently can't support the two extra senator positions. So I'm proposing that we eliminate the eastern and western districts. Discuss.... |

Agreed, the region is becoming lost in a shroud of inactivity. Pity. Of course we can't just close things without a plan to restart them, we need to be looking to rebuild the region. |

I'd like us to put the whole district idea to one side for now to be honest Have a peoples assembly so everyone is involved and then move to a bicameral system with a Senatewhen we can support it |

I've seen references to the bill that the new districts, but can't find it. I blame Biain because he has a history of making things disappear(old A World Power section topics, forum members). Anyways I like Numero's idea of just having a People's Assembly for now. |

Since no one else (like, oh, an ELECTED senator or the Delegate) seems to want to write this, here's an idea: NOTE: I CAN'T PERSONALLY SUBMIT THIS BILL TO THE FLOOR OF THE SENATE AS A MINISTER, DUE TO "The Powers of Ministers and Elected Senators". BUT I SUBMIT THIS BILL TO ANY SENATOR OR DELEGATE TO USE AS THEY SEE FIT. ##### The Senate of AWP Act - 2010 1 - As AWP is suffering from a decline in activity of all sorts, the following actions are taken to address the functioning of Government for the current time. This law should it pass, should be reviewed by the Senate at intervals of not later than 6 months after enactment or prior review. 2 - "Senatorial Districts", "The Senatorial Districts Act, 2007", "The Powers of Minister and Elected Senator", "District Assembly Act", and any other prior law which addresses representation in the Senate are hereby repealed. In the case of a law with addresses representation in the Senate as only PART of it's function, ONLY the portion of the law dealing with Senate representation shall be repealed by this law. 3 - The Senate of AWP shall be comprised of five seats with voting rights, and as many seats with advisory and debate rights as those five shall deem appropriate. -3.1 The five shall consist of: The elected WA Delegate of AWP, and 4 senators elected in a region-wide popular election, said election to occur 2 weeks after the election of a WA delegate. The first week to be reserved for nominations, the second for campaigning. Each Citizen shall have 4 votes to cast in the election, and the 4 candidates with the greatest number of votes after 72 hours of voting shall assume the seats in the senate. -3.2 Advisory and debate rights shall exist for: The Secretary of the Senate (with any restrictions placed on that individual by their position), any active Ministers of AWP who are not full senators in their own right, the Founder, and other individuals as specifically designated by the Senate (such rights not to exceed the term of the Senate who granted them). These individuals may submit bills for consideration to the Senate, who may choose by majority vote to summarily dismiss such bills before the normal closure of debate. 4 - The run-off elections specified in the 'election tie' act shall be applied in the most minimal form possible, as regards the 4-seat acceptance to the senate. Example: 6 senatorial candidates receive 9,7,7,6,6, and 4 votes. Only the two candidates with 6 votes will be in the runoff, with the winner receiving the 4th senate seat. ##### It's not pretty, but it simplifies things quite a bit. The first two named laws are really the same, the first one shouldn't be in our law lists any more, it was amended to be the second. The third is addressed by the re-definition of what Ministers and Senators can do. This bill would allow a Minister to submit a law, but permit the Senate to disregard such submissions if too busy or they believe the law is frivolous. The Fourth - well, if Senators are elected at-large, there is no need for District Assemblies at this time. Citizens would bring concerns directly up to the elected Senators. The catch-all is for that missing law that created the 3rd and 4th districts, or any other law that might define minister and Senator positions. --damn, I'm late. more later, back to work. (continuing) Senate structure and voting details open to debate, this seemed a simple enough procedure. Small enough voting block, not TOO small. Something needs to be added about interim elections to fill empty seats when folks resign/quit, probably. The note about runoffs added because "election tie" currently is written to assume an election for ONE place, instead of trying to fill several at once. |
