Introduction: I Ranholn, Two Tearm Senator for the South, Chariman and founding Member of the Independent People Party, Member of Committe for Commerce and Development, and Author of the Laws Creating Political Parties and Regions of the North and South. I have seen the structure that has come about for the Senate and see a need for change, I feel this will better allow the Elected Members of this body to represent those whom have given there trust and support to Represent. What I refear to are The Powers of Minister and Elected Senator. Body: Article One: Minsters as of right now for all purposes those that have right to be part of the Senate have equal power and Authority as The Elected Senators. ~Subsection A: The Elected Senators, As I am refearing to them, are Elected with the support and trust of the people of this region. They are the voice and will of the people. ~Subsection B: The Minsters who are part of the senate are chosen for the ability to handle the department they are head of. They are appointed and are not holding the same trust or charge of the people of this region. Article Two: With what Was Stated in Article One, It seems that The Minsters are not under the same rights of the Senate but are givin the same privliges and powers as those with the support of the People of this region. To Make sure the will of the people is truly shown Changes will be made. ~Subsection A: With this Stated The Ministers will stripped of there rights to make general Porposals for laws and changes to laws and stipulations for this Region. ~Subsection B: With the Stated Subsection of Article Two A They will how ever be granted the rights to Make proposals that are directly related to there Departments. SubLine 1: The Relevence a Proposal has to a department may be challanged by an Elected Senator or a Minister, from with a vote on the relevence will be had in witch only Elected Members can take part. Subpoint a: If the Majority Votes that it is Revelent it will be maintained and put forth for general discusion and vote. Subpoint b: IF the majority vote that it is not revelent it will be stripped and removed from the senate floor, the Minster may submit it by way of the Senator that Represents them. Subpoint c: If there is a Tie the Founder will cast the Deciding vote, he will not vote otherwise. Subline 2: Minister Proposed Proposals that are not challanged for the releventce to there Department shall go forth as a Traditional Proposal. (This artcle will be verified and edited for spelling latter tonight, other then that it is forward) This Proposal was put forth after it was given support by the IPP |

Subpoint c: If there is a Tie the Founder will cast the Deciding vote, he will not vote otherwise. -------- Is that for all polls we have in here or just those regarding relevance? I like the idea... Although the ministers don't put forward too much if they do now they can simply put it through their own senator... which is fine I think... |

That is only for the vote for Relavence, Only the Two Senators and the Delegate vote for that, no one else. If there is some how a tie with three people voting, Then you get to cast the deciding vote. This will not effect you at all besides that. So you still get to vote for everything else, dosnt change the voting for anything just who can propose. |
